This capstone examines the transition of Ambassador Teachers (ATs), internationally recruited teachers working in Prince William County Public Schools (PWCS), and the challenges and supports that shape their first year. The capstone investigates what most influences ATs’ overall experience, what challenges they face before arrival and throughout their first year, and what supports currently exist or are missing. The study draws on document review, empathy interviews, an orientation observation, a literature review, and survey data from 148 Ambassador Teachers. Findings indicate that ATs experience the greatest challenges in housing, transportation, financial stability, navigating U.S. culture, handling discrimination, and adapting to …

Declining undergraduate enrollments in history departments reflect a national trend that many institutions have struggled to reverse. This capstone project, conducted in partnership with the Virginia Commonwealth University Department of History (VCUDOH), examines a specific and addressable dimension of that challenge: a communication gap in how the career value of a history degree is conveyed to students in introductory-level courses. Using improvement science principles and a mixed-methods case study design, the capstone team investigated how introductory history instructors communicate durable skills and career applicability, how students perceive the relevance of introductory history coursework to their career plans, and why students …

Chronic absenteeism has emerged as a significant challenge for schools across the United States, particularly following disruptions associated with the COVID-19 global pandemic. This capstone project examined how school leaders in Virginia understood and navigated the relationship between family engagement and chronic absenteeism. Guided by Bronfenbrenner’s ecological systems theory, the study addressed two research questions focused on identifying family engagement practices perceived as effective in improving attendance and examining the barriers schools encountered when engaging families to address chronic absenteeism. Disproportionate discipline in public schools remains a persistent and complex challenge, particularly for Black and Hispanic students, male students, and students with disabilities. This capstone project examined patterns of racial discipline disproportionality within a large, suburban school division, referred to throughout the project as Polaris County Schools (PCS), to better understand the systemic conditions contributing to these disparities. Using a mixed-methods approach grounded in the Public Education Leadership Project (PELP) framework, the research team conducted document and literature analysis, school board observations, partner consultations, and a review of disaggregated discipline data. This study examined undergraduate students’ non-use of physical spaces and services within Cabell Library at a large, urban public university. While academic libraries are widely associated with student success, patterns of engagement remain uneven, with a subset of students not utilizing these resources at all. This study sought to understand which students do not use the library and why, with particular attention to identifying systemic barriers and opportunities to improve equitable access and engagement. Southside is a frontline community within the City of Richmond that disproportionately experiences urban heat island (UHI) effect and stormwater flooding. Southside residents are vulnerable to climate change and have a low adaptive capacity for resilience, largely because of disinvestment and reduced access to greenspaces. This makes them more vulnerable to heat-related and respiratory illnesses, more likely to experience higher energy bills and less affordable housing, and more likely to be impacted by extreme weather. This plan explores how structured education and engagement strategies can help congregations redevelop underutilized land for affordable housing, using Trinity Episcopal Church in Arlington, Virginia as a pilot site for a model that can be adapted by other churches across the Diocese of Virginia.

This professional plan evaluates the effectiveness of tenant education programs offered by the Portsmouth Redevelopment and Housing Authority (PRHA) in Portsmouth, Virginia. The study incorporates both tenant and staff perspectives while acknowledging the historical and structural inequities embedded within public housing systems. It focuses on how existing programs support tenant empowerment, housing stability, and long-term self-sufficiency.

Federal securities law aims to protect investors and the public from fraudulent securities transactions. If an actor violates these laws, the public bears the costs through investor losses, market volatility, reduced economic activity and growth, and general distrust in the market. Entities that face securities enforcement for violations bear sanctions like civil monetary penalties and disgorgement of ill-gotten gains. They also experience collateral consequences, such as disqualifications, that are automatically triggered by the imposition of sanctions or criminal conduct. Music sampling has been a staple in the hip-hop and electronic genres for decades, yet artists continue to struggle with legal and economic barriers to sampling others’ works without facing copyright infringement liability. Because copyright law recognizes two distinct types of copyrightable works for music—musical compositions and sound recordings—artists must clear both copyrights to have a legal sample. The existing sample licensing regime is prohibitively expensive, time-consuming, and convoluted, often creating a “holdout” problem where just one party can prevent the release of new, creative music. When Ethereum (ETH) shifted from a Proof of Work (PoW) protocol to a Proof of Stake (PoS) protocol, not all users were enthused. We use Ethereum’s shift from PoW to PoS as a case study for the broader question of whether developers of a blockchain owe its members certain fiduciary or fiduciary-like duties. We argue that if done properly, in accordance to the rules governing the blockchain, then developers do not necessarily owe fiduciary responsibility to other members of the chain, but they nonetheless may owe fiduciary-like responsibilities to users inadvertently and negatively impacted. Justice On Trial: Integrating Ethics In Law School Advocacy Courses, Veronica J. Finkelstein

The rule of law depends not only on legal doctrine and institutional design, but on the daily ethical choices of the lawyers who operate within the adversarial system. Trial lawyers, in particular, wield extraordinary power courtroom outcomes, yet law schools too often train future advocates to perform persuasive techniques without meaningful engagement with the ethical obligations that constrain those techniques and the lawyers who wield them. This article argues that the persistent separation between trial advocacy education and legal ethics instruction leaves law students ill-prepared for the moral complexities of litigation and threatens public confidence in the justice system.

This Essay examines how the second Trump Administration has weaponized merger regulation and regulatory approval processes as tools of corporate capture in service of democratic backsliding toward an illiberal regime. Drawing on theoretical frameworks of competitive authoritarianism and illiberal democracy, this paper demonstrates how discretionary regulatory authority combined with weakened enforcement mechanisms creates opportunities for grand corruption that systematically undermines liberal democratic institutions.

Our changing awareness of time and memory can generate feelings of nostalgia that impact perceptions of the past, present, and future. Nostalgia should not be described as inherently good or bad. In certain contexts, nostalgia can be used as a positive or negative tool to convey values, arguments, and reactions to the past that are much more than simply appealing to feelings of longing. In this thesis, I examine how nostalgic rhetoric is used to convince individuals of various ideas surrounding memory, culture, and politics. The number of administrative law texts is vast. The approach of this one, now in its fifth edition, is simple. It is: (1) to focus on the richest and most canonical cases; (2) to provide more extensive extracts of them than most casebooks; and (3) to keep the notes to a bare minimum. Updated through October 2025, the book contains a number of significant decisions from recent Supreme Court terms, as well as foundational classics that many contemporary casebooks cut, and much in between.

Prenatal alcohol and/or substance exposure (PA/SE) affects an estimated 6% to 23% of the U.S. population and is associated with complex neurodevelopmental profiles impacting cognitive, adaptive, and behavioral domains. Children with PA/SE frequently experience co-occurring early adversity, face significant diagnostic complexity, and encounter challenging systems of care. This often leads to individuals with PA/SE and their caregivers navigating substantial barriers to care, including stigmatizing experiences and fragmented service systems. Aim: This study investigates the mechanical performance of obturators fabricated from PEKKTON, PEEK, and traditional Cobalet-chromium materials using finite element analysis. Methods : One three dimensional finite element model was created for this study. Starting by cast laser scanning to create solid parts of the model "cortical, cancellous, mucosa, obturator, and partial denture" that to simulate restoration of maxillectomy defects. The model was subjected to average masticatory load of 200N distributed on the partial denture vertically and oblique. Digital piracy is a form of copyright infringement, and challenges persist in addressing it effectively. Accordingly, understanding why people engage in digital piracy is crucial. Although prior studies have examined digital piracy from multiple perspectives, existing studies on the explanatory factors of digital piracy remain fragmented. While crowdfunding is often heralded as a democratized funding avenue that empowers women with higher success rates, this study reveals a more nuanced picture of gender dynamics. The Stereotype Content Model suggests that women are often perceived as warmer but less competent. Using a large dataset from Kickstarter, we find that female-led projects can attract more backers, likely due to warmth-driven appeal, but receive smaller average contributions, potentially due to concerns about risk linked to lower perceived competence. However, the total funding raised by female-led campaigns is comparable to that of male-led ones, showing no clear advantage or disadvantage. This …

This study sheds light on the transformative impact of Information and Communication Technology (ICT) on national productivity via logistics performance. By distinguishing between mobile and wired Internet speeds, the research demonstrates how these technologies influence logistics performance and, in turn, national productivity across different economic contexts. The findings reveal a nuanced relationship between ICT and logistics performance, with mobile ICT playing a more significant role in developing countries due to its accessibility and cost-effectiveness. Blockchain technology has gained increasing attention as a digital infrastructure capable of improving transparency, trust, and coordination in complex, multi-organizational project environments. However, existing research on blockchain-enabled project management remains fragmented and industry-focused, providing limited guidance for organizational adoption and integration. Abstract Colorectal cancer has become a major public health concern in Saudi Arabia. It is the most prevalent cancer among men and the third most prevalent among women. Although screening for people aged 45-75 is recommended by national recommendations, screening uptake is still below 10%, and less than 1% of older persons have a colonoscopy. Objective: To evaluate the impact of a newly established targeted neonatal echocardiography (TNE) and Neonatal Hemodynamics consultation service on the assessment and management of neonates. Methods: This is a descriptive retrospective cohort study that included all neonates who underwent TNE consultations in the Neonatal Intensive Care Unit from October 2023 and September 2024. Clinical indications, diagnostic findings, and subsequent management were analyzed. Result: A total of 237 TNE consultations were performed for 105 neonates. The mean gestational age was 29.9 weeks, and the mean birth weight was 1433 grams. On average, 19.8 echocardiographic scans were performed per month. The leading …
