Public Accommodations Laws, Free Speech Challenges, And Limiting Principles In The Wake Of 303 Creative, Michael L. Smith

In 303 Creative LLC v. Elenis, the United States Supreme Court ruled that Colorado's Anti-Discrimination Act's prohibition of discrimination on the basis of sexual orientation violated the First Amendment rights of Lorie Smith, a website designer who refused to make wedding websites for same-sex couples. This Article argues that the Court's ruling rested on a vision of state control over speech that was divorced from the law before it. Using this framing of the law to conjure up inapplicable hypothetical scenarios of state-mandated expression, the Court found in Smith's favor. In 2022 to 2023, the U.S. Court of Appeals for the Federal Circuit (“Federal Circuit”) continued its conversation with the Court of Appeals for Veterans Claims (“Veterans Court”), Department of Veterans Affairs (“VA”), and veterans to help sculpt the jurisprudence coming from the youngest of the federal courts, the Veterans Court. In November 2019, the Program for the International Assessment of Adult Competencies (PIAAC) from 2017 (Institute of Education Sciences [IES], 2019) depicted no significant change in the concerning status of adult literacy in the US. More than 52% of adults between 16 and 45 scored below functionally literate levels. The swift transition to remote learning in response to the COVID‐19 pandemic presented substantial challenges for faculty at many universities. This study explores faculty perceptions that influenced their satisfaction with the transition to online classes as a result of the COVID-19 pandemic. Challenges relating to teaching online classes and the supportive environment provided by the institution had the strongest effects. Other important factors were comfort with online teaching and perceived quality of interactions with students. This research examined the relationship between spiritual well-being and the career adaptability of Chinese youths in Hong Kong. Cross-sectional data collected from one university consisted of 461 students (204 males, 257 females; ages 19–23). The participants were asked to complete the Spiritual well-being questionnaire (SWBQ) to evaluate the status of their spiritual wellbeing (including the personal and communal, environmental, and transcendental domains) and Career Adapt-Abilities Scale (CAAS) to assess their career adaptability in the areas of concern, control, curiosity, and confidence. In this paper, a reconfigurable Multiple-Input Multiple-Output (MIMO) antenna array is presented for 5G portable devices. The proposed array consists of four radiating elements and an Electromagnetic Band Gap (EBG) structure. Planar monopole radiating elements are employed in the array with Coplanar Waveguide Ports (CWPs). Each CWP is grounded on one side to a reflecting L-shaped structure that has an effect of improving the antenna's directivity. It is shown that by inductively connecting Minkowski fractal structure of 1^{st} order to the radiating element, the impedance matching is improved that results in enhancement in the array's bandwidth performance. Purpose: This research complements the extant literature on poverty and inequality by assessing the role of “virtual social networks” and “internet access in schools” in mitigating the incidence of inequality on poverty. Design/methodology/approach: Using secondary data, the focus of the study is on developing countries and the empirical evidence is based on Tobit regressions. Findings: The study shows that inequality unconditionally increases poverty while “virtual social networks” and “internet access in schools” negatively moderate the effect of inequality on poverty. This paper investigates and implements a miniaturized microwave system for microstrip linear array antenna that operates in X-band (10.1 GHz), S-band (3.4 GHz) and C-band (5.6 GHz). The microwave system consists of three parts: a power divider, a directional coupler, and a matching network stub. These systems feed a linear array (16 elements) of patch antennas loaded with resonance planar omega structures array (160 elements) distributed in both patch (64 elements) and ground (96 elements) as the metamaterial structures for miniaturization purpose. This dissertation examines the dynamics of the Chana Community Movement, one of Thailand’s most enduring grassroots movements. Originating in the early 1990s with opposition to illegal commercial fishing, the movement has evolved to resist the Chana Industrial Estate Project. The research addresses key questions concerning factors sustaining the movement, tactical adaptations, societal impacts, and its reflection of Thailand’s contemporary political landscape. The study employs a qualitative research methodology, combining document analysis, in-depth interviews, and participant observation, alongside analytical frameworks derived from political struggle studies and social movement theories for comprehensive analysis. งานวิจัยเรื่อง “การตกเป็นเหยื่อของการสะกดรอยออนไลน์ในสังคมไทย” มีวัตถุประสงค์เพื่อศึกษาพฤติกรรมของผู้กระทำผิดและผู้ที่ตกเป็นเหยื่อการสะกดรอยออนไลน์ ศึกษาสภาพปัญหาของการตกเป็นเหยื่อและเสนอแนะแนวทางในการป้องกันการตกเป็นเหยื่อการสะกดรอยออนไลน์ในสังคมไทย เป็นงานวิจัยเชิงคุณภาพด้วยการศึกษาข้อมูลจากเอกสารและการสัมภาษณ์เชิงลึกผู้ที่ตกเป็นเหยื่อการสะกดรอยออนไลน์ จำนวน 4 คน และผู้เชี่ยวชาญที่มีความรู้ความสามารถเฉพาะทางและผู้ที่มีส่วนในการช่วยเหลือเหยื่อ จำนวน 8 คน ผลการศึกษา พบว่ารูปแบบพฤติกรรมของผู้กระทำผิด มี 3 ประการ ดังนี้ 1) การพยายามติดต่อสื่อสารอย่างต่อเนื่องและส่งข้อความที่ไม่พึงประสงค์ทางออนไลน์ 2) การนำข้อมูลของเหยื่อไปใช้ในทางที่มิชอบ และ 3) การนำข้อมูลที่เฝ้าติดตามทางออนไลน์ไปสะกดรอยในทางกายภาพ สาเหตุหรือแรงจูงใจที่นำไปสู่การกระทำความผิด ดังนี้ 1) ความสะดวกในการเข้าถึงข้อมูลส่วนบุคคลและการติดต่อเหยื่อได้โดยตรง 2) ความต้องการสร้างความสัมพันธ์บางประการ และ 3) ความโกรธแค้นเมื่อถูกปฏิเสธหรือความต้องการควบคุม พฤติกรรมของบุคคลที่นำไปสู่การตกเป็นเหยื่อการสะกดรอยออนไลน์ มี 2 ประการ ดังนี้ 1) การขาดความระมัดระวังในการเผยแพร่ข้อมูลบนสื่อสังคมออนไลน์ และ 2) ลักษณะทางกายภาพของเหยื่อ นอกจากนี้ผลการศึกษา สภาพปัญหาของการตกเป็นเหยื่อการสะกดรอยออนไลน์ มี 4 ประการ ดังนี้ 1) การขาดความตระหนักรู้ 2) สภาพของเทคโนโลยีและอินเทอร์เน็ต 3) การขาดกฎหมายหรือมาตรการเฉพาะที่ใช้กับการกระทำความผิด และ 4) ขาดบุคลากรที่มีความชำนาญเฉพาะทาง สำหรับแนวทางในการป้องกันการตกเป็นเหยื่อการสะกดรอยออนไลน์ ได้แก่ 1) การสอนมารยาทการใช้งานอินเทอร์เน็ต และสร้างความตระหนักรู้ในอันตรายจากการเผยแพร่ข้อมูลส่วนบุคคลแก่คนในสังคม 2) การเริ่มป้องกันจากตนเอง 3) การพัฒนาระบบกฎหมายและการบังคับใช้ และ 4) การพัฒนาบุคลากรให้มีความรู้ความชำนาญ และพัฒนาเครื่องมือทางเทคโนโลยีที่ช่วยสืบสวนการกระทำความผิดทางออนไลน์

การศึกษาเรื่อง กระบวนการยุติธรรมในการใช้มาตรการคุ้มครองสวัสดิภาพผู้ถูกกระทำด้วยความรุนแรงในครอบครัวต่อกลุ่มคนรุ่นใหม่ (Gen-Z) ของศาลเยาวชนและครอบครัวภายใต้บริบทสังคมไทย มีวัตถุประสงค์เพื่อศึกษาถึงทัศนะ มุมมอง ความเชื่อ ค่านิยม ของกลุ่มคนรุ่นใหม่ (Gen-Z) ต่อสถาบันครอบครัว และความรุนแรงในครอบครัว และศึกษาถึงทัศนะ มุมมอง ความเชื่อ ค่านิยม ของ บิดา มารดา ผู้ปกครอง ผู้กระทำความรุนแรง และผู้ถูกกระทำความรุนแรงที่เป็นกลุ่มคนรุ่นใหม่ (Gen-Z) ที่เข้าสู่กระบวนการคุ้มครองสวัสดิภาพของศาลเยาวชนและครอบครัว ตลอดจนศึกษาบทบาทการดำเนินงาน และปัญหาอุปสรรคของกระบวนการยุติธรรมของศาลเยาวชนและครอบครัวในการคุ้มครองสวัสดิภาพบุคคลที่ถูกกระทำด้วยความรุนแรงในครอบครัว เพื่อความเข้าใจและพัฒนาแนวทางแก้ไขป้องกันความรุนแรงในครอบครัว โดยวิธีการในการดำเนินการวิจัยเป็นแบบผสมผสาน คือการวิจัยเชิงปริมาณผ่านการสำรวจความคิดเห็นกลุ่มคนรุ่นใหม่ (Gen-Z) ที่กำลังศึกษาอยู่ในระดับมหาวิทยาลัย 400 คน และการวิจัยเชิงคุณภาพด้วยการวิเคราะห์และสังเคราะห์ข้อมูลจากการสัมภาษณ์เชิงลึก ผู้กระทำความรุนแรงในครอบครัวซึ่งเป็นบิดามารดาหรือผู้ปกครอง และ ผู้ถูกกระทำด้วยความรุนแรงในครอบครัวที่เป็นกลุ่มคนรุ่นใหม่ (Gen-Z) ซึ่งเป็นบุตรหรือผู้อยู่ภายใต้การปกครอง ตลอดจนผู้ที่เกี่ยวข้องในกระบวนการยุติธรรมในการใช้มาตรการคุ้มครองสวัสดิภาพของศาลเยาวชนและครอบครัวผลการศึกษาพบว่าทัศนะของกลุ่มคนรุ่นใหม่ Gen-Z ส่วนใหญ่มีพื้นฐานความเชื่อ ค่านิยมต่าง ๆ เกี่ยวกับครอบครัวคล้ายกับคนในยุคก่อน โดยยังเห็นว่าครอบครัวมีความสำคัญ แต่มีการรับรู้ถึงสิทธิมนุษยชนขั้นพื้นฐานในครอบครัวที่ไม่ควรมีการละเมิดทั้งทางร่างกายและจิตใจเด่นชัดขึ้น และส่วนหนึ่งมีมุมมองสะท้อนให้เห็นภาพสถาบันครอบครัวที่แตกต่างออกไป เช่น บ้านไม่ใช่พื้นที่ปลอดภัย พ่อแม่ไม่ควรคาดหวังให้ลูกมาดูแลในวัยชรา เป็นต้น ซึ่งเป็นมุมมองไปทางเดียวกันกับผู้ถูกกระทำความรุนแรงที่เข้าสู่กระบวนการคุ้มครองสวัสดิภาพของศาลเยาวชนและครอบครัวได้แสดงมุมมองต่อศาลหรือบุคคลในกระบวนการยุติธรรม สำหรับผู้กระทำความรุนแรงนั้น ส่วนใหญ่จะคิดว่าการกระทำของตนเองไม่เป็นความรุนแรง แต่เมื่อเข้าสู่กระบวนการและปฏิบัติตามคำสั่งศาลที่ออกเพื่อช่วยยับยั้งไม่ให้กระทำความรุนแรง และเพื่อแก้ไขบำบัดฟื้นฟูแล้ว ก็ยอมรับว่าช่วยให้สถานการณ์ในครอบครัวดีขึ้นสามารถเดินหน้าต่อไปได้ สะท้อนว่าบริบทของความรุนแรง ในครอบครัวได้เปลี่ยนแปลงไปตามแนวคิดใหม่ ซึ่งผู้ที่เกี่ยวข้องในกระบวนการยุติธรรมในเรื่องนี้ต้องทบทวนและตระหนักถึงบริบทที่แปรเปลี่ยนไปดังกล่าวเพื่อสร้างสมดุลและสันติภาพภายในบ้าน อีกทั้งในระดับ มหภาคเพื่อช่วยกันรณรงค์ หรือกำหนดนโยบาย หรือกฎหมาย เพื่อสร้างสรรค์สังคมที่สงบสุขไร้ความรุนแรงอย่างยั่งยืน

งานวิจัยฉบับนี้ศึกษาบทบาทพระธรรมทูตไทยสายอินเดียซึ่งนับเป็นตัวแสดงสำคัญในการส่งเสริมความสัมพันธ์ระหว่างประเทศผ่านกิจกรรมทางพระพุทธศาสนาและสังคมสงเคราะห์ร่วมกับตัวแสดงในระดับต่าง ๆ ประกอบด้วย หน่วยงานด้านการต่างประเทศไทย รัฐบาลท้องถิ่นอินเดีย และสาธารณชนอินเดีย ทั้งหมดมีส่วนเกี่ยวข้องกับการเสริมสร้างความร่วมมือและปฏิสัมพันธ์ทางวัฒนธรรมระหว่างไทยและอินเดีย งานวิจัยฉบับนี้ใช้วิธีการศึกษาเชิงคุณภาพและวิเคราะห์ผลการศึกษาตามกรอบแนวคิดว่าด้วยการทูตวัฒนธรรมที่แสดงให้เห็นถึงกลไกการทำงานของพระธรรมทูตและการสร้างปฏิสัมพันธ์ทางสังคมที่มาจากการสื่อสารสองทาง โดยพิจารณาขอบเขตด้านเวลาตั้งแต่ปี พ.ศ. 2500 ในการก่อตั้งวัดไทยพุทธคยา ที่เป็นจุดเริ่มต้นของความสัมพันธ์ทางพระพุทธศาสนาอย่างเป็นทางการ บทบาทพระธรรมทูตไทยสายอินเดียต้องเผชิญกับความท้าทายในด้านความแตกต่างทางวัฒนธรรม ภาษา ศาสนา และวิถีชีวิต เพื่อปรับตัวให้เข้ากับสาธารณชนอินเดียและสามารถดำรงบทบาทในฐานะผู้แทนทางพระพุทธศาสนาในต่างประเทศอย่างมีประสิทธิภาพ ตลอดจนสามารถนำมาซึ่งความไว้เนื้อเชื่อใจของสาธารณชนอินเดียที่มีต่อไทย จากการศึกษาพบว่าพระธรรมทูตไทยไม่ได้มีเพียงบทบาทในการเผยแผ่พระพุทธศาสนาเพียงอย่างเดียว แต่ยังมีบทบาทสำคัญในการเป็นศูนย์รวมจิตใจต่อสาธารณชนในพื้นที่และผู้ที่เดินทางมาจาริกแสวงบุญในพื้นที่สังเวชนียสถานทั้งสี่ตำบล และมีบทบาทในการสร้างความสัมพันธ์อันดีต่อสาธารณชนอินเดียจากการส่งเสริมกิจกรรมทางพระพุทธศาสนาและสังคมสงเคราะห์ ทำให้การขับเคลื่อนการทูตวัฒนธรรมไทยดำเนินไปอย่างยั่งยืนจากความศรัทธาและร่วมมือระหว่างไทยและอินเดียอย่างแน่นแฟ้น พร้อมทั้งเสริมสร้างภาพลักษณ์ทางวัฒนธรรมและพระพุทธศาสนาเถรวาทไทยให้กลายเป็นจุดเด่นในสังคมอินเดีย ในขณะเดียวกัน พระธรรมทูตไทยได้มีบทบาทมากยิ่งขึ้นต่อการเจริญสัมพันธ์ไมตรีในต่างประเทศและได้รับการตอบสนองเป็นอย่างดีจากสาธารณชนและรัฐบาลท้องถิ่นของอินเดีย โดยวัดไทยในอินเดียได้มีจำนวนเพิ่มมากขึ้นเพื่อเป็นศูนย์อำนวยการช่วยเหลือพุทธศาสนิกชนที่เดินทางมาจาริกแสวงบุญ บทบาทพระธรรมทูตไทยได้แสดงให้เห็นถึงบทบาทในการขับเคลื่อนพระพุทธศาสนา วัฒนธรรม คุณภาพชีวิต และการท่องเที่ยว ทำให้การเสริมสร้างความร่วมมือระหว่างไทยและอินเดียดำเนินต่อไปอย่างยั่งยืนภายใต้พื้นฐานของความเข้าใจอันดี อย่างไรก็ตาม ผลลัพธ์ของการทูตวัฒนธรรมไม่สามารถสำเร็จได้ภายในระยะเวลาอันสั้น แต่ต้องถูกสั่งสมจนเกิดความไว้เนื้อเชื้อใจที่แสดงออกผ่านการมีปฏิสัมพันธ์ ความร่วมมือ และนโยบายต่างประเทศ ด้วยเหตุนี้ การศึกษาประเด็นความสัมพันธ์ระหว่างประเทศสามารถพิจารณาถึงการทูตวัฒนธรรมที่เป็นอีกหนึ่งหนทางในการแสวงหาซึ่งผลประโยชน์แห่งชาติ โดยมีพระธรรมทูตไทยเป็นตัวแสดงทางการทูตที่มีส่วนสำคัญในการเสริมสร้างความสัมพันธ์ระหว่างประเทศและเป็นส่วนหนึ่งในการตอบสนองเจตนารมณ์ตามแผนแม่บทภายใต้ยุทธศาสตร์ชาติประเด็นการต่างประเทศ

การวิจัยครั้งนี้มีวัตถุประสงค์ของการวิจัย 3 ข้อ คือ 1) ศึกษาและพัฒนาเครื่องมือวัดความเป็นพลเมือง ตื่นรู้ 2) ศึกษารูปแบบการจัดการศึกษาที่ส่งผลให้ผู้เรียนมีความเป็นพลเมืองตื่นรู้ และ 3) นำเสนอแนวทางการเสริมสร้างความเป็นพลเมืองตื่นรู้บนฐานการเรียนรู้ด้วยการบริการสังคมโดยใช้ระเบียบวิธีวิจัยแบบผสมผสาน (mixed method research) ประเภท การวิจัยแบบขั้นตอนเชิงอธิบายตามลำดับ (explanatory sequential design) ประชากรที่ใช้ในการวิจัย คือ นักเรียนชั้นมัธยมศึกษาปีที่ 1-3 กลุ่มตัวอย่างได้จากการเลือกแบบเจาะจง จำนวน 456 คน ผู้ให้ข้อมูลสำคัญ (key informants) ประกอบด้วย 4 กลุ่ม ได้แก่ (1) ผู้บริหารสถานศึกษา (2) ครู (3) นักเรียน และ (4) ผู้มีส่วนเกี่ยวข้องกับการจัดการศึกษาของโรงเรียนที่ได้รับรางวัลจากการประกวดโครงการสร้างสำนึกพลเมือง (project citizens) จำนวน 3 แห่ง และ ผู้ทรงคุณวุฒิพิจารณาร่างแนวทางการเสริมสร้างความเป็นพลเมืองตื่นรู้บนฐานการเรียนรู้ด้วยการบริการสังคม จำนวน 10 ท่าน เครื่องมือที่ใช้ในการวิจัย มีแบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้าง และแบบประเมินร่างแนวทาง สถิติที่ใช้ในการวิจัย คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ตลอดจนการวิเคราะห์องค์ประกอบเชิงยืนยัน (CFA) ผลการวิจัยพบว่า1) เครื่องมือวัดความเป็นพลเมืองตื่นรู้ที่สร้างขึ้นตามตัวชี้วัดความเป็นพลเมืองตื่นรู้ ประกอบด้วย 14 ตัวชี้วัด จากองค์ประกอบ 3 ด้าน ได้แก่ (1) ด้านความรู้ จำนวน 4 ตัวชี้วัด (2) ด้านทักษะ จำนวน 6 ตัวชี้วัด และ (3) ด้านเจตคติ และค่านิยม จำนวน 4 ตัวชี้วัด เป็นแบบวัดชนิดมาตราส่วนประเมินค่า (rating scale) 5 ระดับ จำนวน 66 ข้อ ที่มีค่าดัชนีความสอดคล้อง …

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาปัจจัยและเงื่อนไขของสถานภาพการเป็นองค์กรรอบรู้ด้านสุขภาพทั้งในและต่างประเทศ (2) วิเคราะห์กระบวนการเรียนรู้ด้าน Health Literacy เพื่อป้องกันโรคไม่ติดต่อเรื้อรังในองค์กรรอบรู้ด้านสุขภาพ และ (3) นำเสนอแนวทางการส่งเสริมกระบวนการเรียนรู้ด้าน Health Literacy เพื่อป้องกันโรคไม่ติดต่อเรื้อรังในองค์กรรอบรู้ด้านสุขภาพ เจาะจงเฉพาะสายงานสถานที่ทำงานและสถานประกอบการ (workplace) ด้วยระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative Research) โดยศึกษาวิจัยเอกสารออนไลน์เกี่ยวกับองค์กรรอบรู้ด้านสุขภาพ ในประเทศไทยและต่างประเทศ ครอบคลุมภูมิภาคต่าง ๆ ของโลกที่คนวัยทำงานมีปัญหาเรื่องพฤติกรรมการดำเนินชีวิตอันก่อให้เกิดโรคไม่ติดต่อเรื้อรัง และเป็นประเทศที่มีนโยบายส่งเสริมความรอบรู้ด้านสุขภาพ ซึ่งเป็นการคัดเลือกแบบเจาะจง (Purposive Sampling) ตามคำแนะนำของผู้เชี่ยวชาญที่ปฏิบัติงานเกี่ยวกับองค์กรรอบรู้ด้านสุขภาพ ผ่านการวิเคราะห์เชิงเนื้อหา (Content Analysis) ประกอบด้วยประเทศคัดสรรจำนวน 8 ประเทศ ประกอบด้วย (1) ประเทศสหรัฐอเมริกา (2) ประเทศแคนาดา (3) ประเทศอังกฤษ (4) ประเทศเนเธอร์แลนด์ (5) ประเทศออสเตรเลีย (6) ประเทศสิงคโปร์ (7) ประเทศอินเดีย (8) ประเทศญี่ปุ่น และทำการเก็บข้อมูลภาคสนามในพื้นที่ประเทศไทย จำนวน 4 แห่ง จากเกณฑ์การคัดสรรจาก 2 แหล่ง คือ (1) องค์กรที่ได้รับโล่รางวัลเชิดชูเกียรติ องค์กรแห่งความรอบรู้ด้านสุขภาพ ประจำปี พ.ศ. 2561 จากกรมอนามัย กระทรวงสาธารณสุข ประเทศไทย (2) องค์กรที่ได้รับความนิยมจากกลุ่มคนวัยทำงานติดอันดับ 1 ใน 10 ของประเทศไทย ข้อมูลการสำรวจจากบริษัท จัดหางาน จ๊อบดีบี (ประเทศไทย) จำกัด ประจำปี พ.ศ. 2562 ประกอบด้วย (1) สถาบันพัฒนาสุขภาวะเขตเมือง ภายใต้กรมอนามัย กระทรวงสาธารณสุข (2) บริษัท เอส แอนด์ พี ซินดิเคท จำกัด (มหาชน) (3) บริษัท ปตท. จำกัด …

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อสังเคราะห์คุณลักษณะผู้เรียนรู้ตลอดชีวิตของพนักงานขายในธุรกิจค้าปลีก และ 2) เพื่อนำเสนอกลยุทธ์การส่งเสริมการเรียนรู้ตลอดชีวิตในสถานประกอบการเพื่อพัฒนาพนักงานขายในธุรกิจค้าปลีก มีการวิจัยเป็น 2 ระยะ ระยะที่หนึ่ง ผู้วิจัยเก็บข้อมูลด้วยการสัมภาษณ์เชิงลึก และการประชุมกลุ่ม จากกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารระดับสูง จำนวน 1 ท่าน ผู้บริหารฝ่ายทรัพยากรมนุษย์จำนวน 5 ท่าน และพนักงานขายจำนวน 14 ท่าน จากการเลือกแบบเฉพาะเจาะจง และลูกค้าจำนวน 23 ท่าน จากการสุ่มแบบสะดวก วิเคราะห์ข้อมูลโดยกระบวนการวิเคราะห์เนื้อหา ระยะที่สอง ผู้วิจัยนำผลจากระยะที่ 1 มาเป็นเป้าหมายในการวิเคราะห์สภาพแวดล้อมภายในและภายนอกขององค์กร ใช้เครื่องมือการวิคราะห์ SWOT ในการระบุจุดแข็ง จุดอ่อน โอกาส และอุปสรรค ผู้วิจัยและผู้บริหารฝ่ายทรัพยากรมนุษย์ ได้ร่วมกันพัฒนากลยุทธ์ เชิงรุก เชิงแก้ไข เชิงป้องกัน และ เชิงรับ โดยใช้เครื่องมือ TOWS Matrix และนำกลยุทธ์มายืนยันกับพนักงานขาย ผลการวิจัยพบว่า คุณลักษณะที่สำคัญของการเป็นผู้เรียนรู้ตลอดชีวิตของพนักงานขายในธุรกิจค้าปลีก ได้แก่ การพัฒนาความรู้ด้านการขายอย่างต่อเนื่อง ซึ่งความรู้ด้านการขายที่พบว่าพนักงานขายจำเป็นต้องพัฒนาอย่างต่อเนื่องประกอบด้วย 1) ความรู้เกี่ยวกับตัวเองในฐานะนักขาย 2) ความรู้เกี่ยวกับลูกค้า 3) ความรู้ความสามารถเกี่ยวกับการขาย และ 4) ความรู้เกี่ยวกับสินค้า และกลยุทธ์การส่งเสริมการเรียนรู้ตลอดชีวิตในสถานประกอบการเพื่อพัฒนาพนักงานขายในธุรกิจค้าปลีก 4 กลุ่ม ประกอบด้วยกลยุทธ์เชิงรุก ได้แก่ 1) พัฒนาทักษะการเรียนรู้ตลอดชีวิตของพนักงานขายเพื่อการเรียนรู้ที่ยั่งยืน 2) พัฒนาเนื้อหาการเรียนรู้ที่เกี่ยวข้องกับงานขายและสามารถนำไปใช้ทำงานได้จริง 3) สร้างระบบประเมินและติดตามทักษะการเรียนรู้อย่างสม่ำเสมอ 4) ปรับปรุงระบบการบริหารผลการปฏิบัติงานที่สามารถแสดงผลแบบเรียลไทม์ 5) สร้างแพลตฟอร์มการเรียนรู้ออนไลน์เพื่อการเข้าถึงของพนักงานขายตลอดเวลา 6) ใช้รูปแบบการเรียนรู้ 70-20-10 โดยผสมผสานการเรียนรู้ผ่านเกมส์เพื่อความสนุกสนานและการเข้าถึง กลยุทธ์เชิงแก้ไข ได้แก่ 1) พัฒนาภาวะผู้นำของหัวหน้างานเพื่อสร้างความเข้าใจและมีทักษะในการส่งเสริมการเรียนรู้ของพนักงานขาย 2) นำระบบพี่เลี้ยงมาใช้เพื่อส่งเสริมการเรียนรู้ทั้งหัวหน้างานและพนักงานขาย 3) สร้างสถานที่ทำงานให้เป็นแหล่งเรียนรู้ตลอดชีวิตของพนักงานขาย 4) พัฒนาระบบรางวัลเพื่อเป็นแรงจูงใจและสนับสนุนให้พนักงานเป็นต้นแบบการเป็นผู้เรียนรู้ตลอดชีวิต กลยุทธ์เชิงป้องกัน ได้แก่ 1) จัดสรรทรัพยากรและระบบเทคโนโลยีสารสนเทศเพื่อรองรับการเรียนรู้ของพนักงานขาย 2) พัฒนาทักษะการตัดสินใจเชิงจริยธรรมสำหรับพนักงานขาย …

การวิจัยครั้งนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสภาพและปัญหาการจัดการเรียนการสอนเพื่อส่งเสริมการรู้เรื่องภูมิศาสตร์ของนักเรียนมัธยมศึกษาตอนปลาย 2) เพื่อเสนอแนวทางการจัดการเรียนการสอนเพื่อส่งเสริมการรู้เรื่องภูมิศาสตร์ของนักเรียนมัธยมศึกษาตอนปลาย ใช้การวิจัยเชิงบรรยาย เก็บข้อมูลเชิงสํารวจ กลุ่มตัวอย่าง คือ ครูผู้สอนวิชาสังคมศึกษา ระดับมัธยมศึกษาตอนปลาย จำนวน 312 คน และเก็บข้อมูลเชิงคุณภาพโดยการสัมภาษณ์กลุ่มเป้าหมาย คือ ครูผู้เชี่ยวชาญการสอนเนื้อหาวิชาภูมิศาสตร์ จำนวน 10 คน เครื่องมือที่ใช้ ในการวิจัย คือ แบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยใช้สถิติเชิงบรรยายและการวิเคราะห์เนื้อหาผลวิจัยพบว่า 1) สภาพและปัญหาการจัดการเรียนการสอนเพื่อส่งเสริมการรู้เรื่องภูมิศาสตร์ของนักเรียนมัธยมศึกษาตอนปลาย ผลการวิจัยพบว่า ด้านการเตรียมความพร้อมของครู ครูขาดความรู้และทักษะที่ทันสมัยในการสอนภูมิศาสตร์และขาดการสนับสนุนในการพัฒนาความรู้และทักษะอย่างต่อเนื่อง ด้านการกำหนดวัตถุประสงค์การเรียนรู้ ครูขาดความเข้าใจองค์ประกอบการรู้เรื่องภูมิศาสตร์ ทำให้ขาดการเชื่อมโยงวัตถุประสงค์การเรียนรู้กับมาตรฐานการเรียนรู้และองค์ประกอบการรู้เรื่องภูมิศาสตร์ ด้านการจัดกิจกรรมการเรียนการสอน การออกภาคสนามและการเน้นกระบวนการทำได้ยาก การสอนขาดความหลากหลายและความน่าสนใจ และขาดการใช้เทคโนโลยีในกิจกรรมการสอน ด้านการใช้สื่อและแหล่งการเรียนรู้ แผนที่คือสื่อที่ใช้มากที่สุด แต่ครูยังขาดสื่อและแหล่งการเรียนรู้ที่ทันสมัย และเกิดความไม่สะดวกในการใช้สื่อ ขาดสถานที่ที่เอื้อต่อการใช้สื่อและแหล่งเรียนรู้ทางภูมิศาสตร์ เช่น ห้องปฏิบัติการทางภูมิศาสตร์ ด้านการวัดและประเมินผลขาดวิธีการวัดและเครื่องมือในการวัดและประเมินผลที่มีประสิทธิภาพ การออกแบบการประเมินตามสภาพจริงทำได้ยาก 2) แนวทางการจัดการเรียนการสอนเพื่อส่งเสริมการรู้เรื่องภูมิศาสตร์ของนักเรียนมัธยมศึกษาตอนปลาย คือ ครูต้องพัฒนาความรู้และทักษะในการสอนภูมิศาสตร์ผ่านการอบรมเชิงปฏิบัติการและการเรียนรู้ต่อเนื่อง วิเคราะห์หลักสูตรเพื่อออกแบบการสอนที่สอดคล้องกับการรู้เรื่องภูมิศาสตร์ ครูต้องกำหนดวัตถุประสงค์การเรียนรู้ชัดเจนและครอบคลุมองค์ประกอบของการรู้เรื่องภูมิศาสตร์เชื่อมโยงกับมาตรฐานการเรียนรู้และตัวชี้วัด การจัดกิจกรรมการเรียนการสอนโดยการใช้เทคโนโลยีภูมิสารสนเทศและการให้นักเรียนได้ลงมือปฏิบัติจริง การใช้กระบวนการทางภูมิศาสตร์ การเรียนรู้จากปัญหา โครงงานและการออกภาคสนาม การใช้สื่อและแหล่งการเรียนรู้ใช้เทคโนโลยีภูมิสารสนเทศ และเทคโนโลยีโลกเสมือนจริง การวัดและประเมินผลออกแบบให้เชื่อมโยงกับองค์ประกอบการรู้เรื่องภูมิศาสตร์ ประเมินตามสภาพจริงโดยกำหนดเกณฑ์ให้คะแนนแบบรูบริก (scoring rubrics)

วิทยานิพนธ์ฉบับนี้ศึกษาอัลกอริธึม K-Means แบบผสมระหว่างควอนตัมและคลาสสิก สำหรับการจัดกลุ่มข้อมูลผู้ป่วยโรคหัวใจ โดยใช้วงจร swap-test ของควอนตัมในการคำนวณระยะทาง และได้ทำการทดสอบบนควอนตัมคอมพิวเตอร์จำลองใน 2 แนวทาง คือแบบที่มีสัญญาณรบกวน และแบบอุดมคติ ด้วยชุดข้อมูลจริงที่มีมากกว่า 1,000 รายการ ผลการทดลองแสดงให้เห็นว่า วิธีควอนตัมทั้งสองสามารถทำความแม่นยำได้สูงถึง 0.83 และให้ค่า F1-score ใกล้เคียงกับ K-Means แบบคลาสสิก (0.82–0.83) แม้ในกรณีค่าจากควอนตัมคอมพิวเตอร์ที่มีสัญญาณรบกวน ผลการศึกษานี้ชี้ให้เห็นถึงศักยภาพในการใช้งานจริงของวิธีจัดกลุ่มที่ได้รับการเสริมด้วยควอนตัม

A small but increasing number of airports have implemented a hidden disability assistance program (HDAP) and issued sunflower lanyards to allow airport staff to recognize their travelers who have a hidden disability (HD) and may require special needs transiting through airport terminals. Airports employees are required to become aware of the challenges that travelers with an HD may face to provide appropriate support to meet their needs. Initial Financial Assessment Of The Fraport Greece Cluster A Concession, Dimitrios V. Siskos, Alexander Maravas, Ronald Mau

There is a worldwide trend in the privatization of transport infrastructure and airports. Likewise, the Greek government launched an extensive privatization program that granted Fraport AG the right to operate 14 airports for the next forty years. The two separate concessions for clusters of seven airports each are named "Cluster A" and "Cluster B." The financial assessment of privatization contracts is crucial so decision-makers can accurately assess the value of aviation enterprises.
