During the meeting of the Committee of Experts for the Codification of International Law at Lima, Mr. Cruchaga Ossa of Chile contended that article 9 of the Montevideo Convention on the Rights and Duties of States made the equality of rights the maximum that could be claimed by any alien. He denied the existence of any "minimum standard" for the treatment of aliens; but remarked that even if there were one recognized in Europe the countries on this continent had in the first, second, fifth and seventh Inter-American Conferences committed themselves to the doctrine of absolute equality, which henceforth constituted …

The artificial air of the Nineteenth Century was filled with such pious asininities as "the white man's burden" and "saving the heathen form hell". To our cynical generation this jargon of concealed desires seems the ultimate in hypocrisy but it should be remembered that such an attitude was not an isolated phenomenon; it was merely one of the high points in an imperialism which is as old as modern civilization.

Democratic government implies that "the people shall rule." This means if it means anything, that public opinion shall found expression in law. The mechanism by which this takes place seems to me to be one of the basic problems of popular government. Democracy without organization is in conceivable and public opinion that is organized is likely to be evanescent and ineffective--a phantom. In a Greek city-state or in a New England town, the determination of the collective will upon a particular problem will occasion no great difficulty. But direct democracy falls down in the face of increasing numbers. The individual …

The Evolution Of Ethical Codes In The Teaching Profession In The United States, Daniel Frederick Klemm

This investigation includes not only the development of the codes of ethics adopted by the state teachers’ associations, but the codes which have been adopted by local associations of teachers as well . The impetus gained from the formulation and adoption of local codes of ethics and their enforcement carried the movement onward and finally resulted in the adoption of similar codes by state teachers’ associations for state-wide application. Examples of local codes are Batavia, Illinois; Boise, Idaho; and Sedalia, Missouri. Parenthetically it may be said, however, that, since the advent of the state codes as well as the national …
