We may think of the task of the legal order as one of maintaining the inner order of a politically organized society. On the contrary, the principle is inherent in every legal system, at least in its primitive stage; for the earliest form of law is custom, and the "core of custom" is precedent, not necessarily judicial, but something quite as authoritative.

Julia Richman, District Superintendent of the Public Schools of New York in 1909, said, "The law in some states defines "truancy" as a failure to attend school, making no difference between the parents offense in keeping the child at home and the child's offense in remaining away from school without the parent's knowledge. Two years ago this coming August I was fortunate enough to acquire the manuscript around which this treatise is built. When I acquired it I was of the opijnion that it was in Jefferson's own hand-writing. However, upon investigation I have discovered that although the body of the letter greatly resembles Jefferson's hand, th esignature is not his. Therefore, the most plausible explanation is that this is a contemporary copy of a letter which Jefferson wrote.
