Why at the present time do we need added sources of labor beyond that available within the country? One faction would cry, "We don't!" Another would say, "We decry the importation of labor, but there simply aren't United States citizens in sufficient numbers to get these jobs done." A third group would probably answer, "Why worry about it? These laborers will come across the border, legally or illegally; we may as well avail ourselves of their services." Perhaps we should let a fourth group speak: "We must see that you do not misuse these people."

The people of forty-seven states in this country are governed by bicameral or two-house legislatures. The people of the forty-eighth, Nebraskans, are governed by a unicameral or one-house legislature.
On November 6, 1934, the people of Nebraska provided by amendment to their state constitution, a one-house legislature to be composed of between thirty and fifty members to be elected on a non-partisan ballot. The number of solons was later set at forty-three, and 1957 marked the twentieth anniversary of the first unicameral session in Nebraska.

In dealing with the legal rules affecting foreign personal representatives, the author of the present monograph is to be commended for the lucid analysis in the following pages of the principal questions that an executor or administrator appointed in one state will encounter in the administration of a single estate on a multi-jurisdictional basis: his right to sue and liability to suit in other states, the effects of his extra-legal action outside the state of his appointment, and the possibilities of reforming existing laws so as to make feasible a system of single administration of decedents' estates. Division of authority between the national goverment and the state governments has been a problem since the origin of the United States and this problem is especially prominent today in so far as it concerns the public schools. In the present situation, both constitutional and emotional difficulties are concerned; for this reason, history, constitutional analysis, and recent developments in trends of thought are all essential parts of a discussion concerning the present problem of segregation in public schools.

The struggle to gain recognition for the Church of Jesus Christ of Latter-day Saints (Mormon) among the body of Christian groups has been a vigorous and energetic one. Erickson, State Engineer Prepared in cooperation with the Geological Survey and National Park Service, United States Department of the Interior The flows of Rattlesnake Springs, Blue Spring, and the Black River in the upper Black River valley in southwestern Eddy County, N. Mex., are utilized mostly for irrigation. Part of the water from Rattlesnake Springs also is pumped by the National Park Service for use at the Carlsbad Caverns about 5.5 miles distant. The writer undertook this study with several objectives in view. Primarily it was desired to study the exact statistical relationship between academic success at University of Richmond and each of several scores obtained in the freshman testing program. More specifically, it was desired to check the predictive ability of: (1) the "Q" or quantitative score, (2) the "L" or linguistic score, (3) the "T" or total score, (sum of "Q" and "L" scores) obtained from the American Council on Education Psychological Examination for College Freshmen.

Savings aggregating millions of dollars annually have been made possible.by fundamental improvements of a Government-wide nature and the modernization and streamlining of accounting methods and systems of individual departments and agencies. The impetus for instituting these changes in fiscal procedures was provided in the recommendations of the Hoover Commission as submitted to Congress February 15, 1949.
