On Independence Day 1927, on the occa sion of the Swiss Singing Festival, a group of Swiss Americans living in the Chicago area decided to found a historical society. The idea had been in the air, so to speak. For some time , persons of different background and living in different parts of the country had been working diligently in that direction by encouraging existing Swis s societies to add another dimension to their activities and by gathering materials about "famous Swiss." This paper presents a study of three non-traditional models of higher education for adults leading to degrees in England and America. The programs are only in their pilot stage and are attempting to open the resources of faculty, educational technology, and other methods of instruction to adults desiring study standards and degrees academically equal to traditional residential university programs.

The effects of the programs on adult education and on higher education generally are studied by a research of the literature and program reports.

Recommendations are made for further research and projections are made of the effects of the programs on …

The Railroad Passenger Problem: American And British Experiences As Bases For A New Model, Vincent J. Tolve

University of Michigan Journal of Law Reform

This article examines the character of the rail passenger problem, identifies the American and British governments' responses and proposes a hybrid model of a rail passenger service organization based on several intrinsic characteristics of these existing systems. The article implies that the profit standard inadequately measures the success of a public utility, and suggests the adoption of an eclectic standard that measures enterprise success in terms of economic viability, response to public need, and quality of service rendered. The proposed model involves the rediscovery, application, and combination of two organizational concepts: the public corporation and the interstate compact.

An Analysis Of The Effects Of Background Variables On Attitudes And Policy At The Bonneville Power Administration, Philip George Millam

Dissertations and Theses

The question is asked whether or not background, education, and training of middle and upper level bureaucratic personnel affects policy outcomes. The Bonneville Power Administration (BPA) serves as the agency examined. A written questionnaire sent to a random sample of BPA executives sought data on background variables with the intent of making comparisons. Most BPA executives are found to share very similar education and training backgrounds – namely, engineering studies at Northwest state universities. Also, attitudes measured are found to be more similar than different on most issues for the agency as a whole. This phenomenon is explained in terms …

In this context, a study of the proposed Agreement and, more particularly, of the long history of developing United States-Canadian cooperation that preceded it may be of use. First, this United States-Canadian experience offers guidance for the solution of some of the specific problems that programs for international environmental cooperation may face: questions of framework and approach; institutional organization, function, and authority; determination of objectives; apportionment of burdens; coordination; and implementation. The purpose of this paper is to report on the results of research of the United States Office of Censorship from the birth of that office in 1941 to its timely death in 1945.

Jim Heath, in his article, “Domestic America during World War II: Research Opportunities for Historians,” provided the impetus for the research that has resulted in this paper. So badly wounded that he had to be propped up in a chair to face the firing squad, James Connolly was executed by the British on May 10, 1916 in Dublin's infamous Kilmainham Jail. He had been one of the leaders of the abortive Easter 'Rising against English control of Ireland. This event in itself was sufficient to guarantee him a significant place in Irish history but Connolly had achieved prominence in other activities as well. Like many of its predecessors, the campaign for the Presidency of the United States in 1928 began months before candidates were nominated and ballots were cast. The Republican Party found itself without a candidate when President Coolidge announced late in the summer of 1927 that he would not seek re-election in the following year. There was a slight scramble within Republican ranks for the nomination. Among those considered were Senator Charles G.
