Open Skies: The 1955 Proposal And Its Current Revival, Jane Boulden

On 21 July 1955, at a four-power summit conference involving France, Great Britain, the United States, and the Soviet Union, President Eisenhower put forward a proposal calling upon the Soviet Union to engage in an exchange of military blueprints with the United States and to accept a system of mutual, unlimited aerial reconnaissance of each others' territory. Dubbed Open Skies, the proposal was intended to test the seriousness of the Soviet Union with respect to disarmament negotiations. It was also intended, if successful, to pull back the veil of secrecy surrounding the Soviet Union and its military activities.

As the number of high school graduates decreases, Ferris State University (FSU) will increasingly compete with the other fourteen state universities, community colleges, and private schools for high school students. Therefore, in a effort to maintain current enrollment levels, Ferris will need to recruit actively nontraditional students (students aged twenty-five and older).

The recognition of and adaptation to the changes in the Ferris student population are of utmost importance to the university if administrators and faculty are to assess successfully the effects of this population on the institution's academic programs and fiscal health. This study attempts to show how Americans in general remembered the Vietnam War from 1975 to 1985, the decade after it ended. A kind of social history, the study concentrates on the war as remembered in the popular realm, examining novels as well as nonfiction, poetry, plays, movies, articles in political journals, songs, memorials, public opinion polls and more. Most everything but academic history is discussed. The study notes how the war's political history was not much remembered; the warrior, not the war, became the focus of national memory. The study argues that personal memory predominated over political memory for …

A study of the weak state was conducted using the Honduras-U.S. relationship as a case study. Most existing literature, with the exception of Annette Baker Fox's The Power of Small States, does not analyze in detail a specific country's relationship with a powerful nation. This research examined the factors that helped a weak country maintain maneuverability in its domestic and foreign policies when under the influence of a strong power. Six conditions which facilitated maneuverability were: geographic proximity, rising nationalism, citizen participation in government, trade distribution and diversification, international pressure, and declining hegemony of the strong power. Canadian Signal Piracy Revisted In Light Of United States Ratification Of The Free Trade Agreememt And The Berne Convention: Is This A Blueprint For Global Intellectual Property Protection?, Nancy R. Weisberg

Syracuse Journal of International Law and Commerce

This note will examine the Canadian piracy problem in light of these recent developments. Next, it will analyze whether the FTA and the Berne Convention can provide an adequate means of preventing unauthorized retransmission of United States intellectual property in the future. Finally, this note will consider practicable alternatives, which would alleviate electronic piracy on a global scale. This note will conclude that if a practicable remedy can be enacted in Canada, then such a remedy could act as a blueprint for global implementation.

Throughout this century scholars and legal experts have devoted special attention to the issue of race and ethnicity as a determinant of life chances in the United States. Some of the more influential treatises in the social and behavioral sciences, many of which have become classics, addressed fundamental, derivative (and often more compelling) extensions of race and ethnicity. The outbreak of the French Revolution in 1789 had a profound effect on the countries of the western world. In Great Britain and America initial reaction to the Revolution was overwhelmingly positive, but as the events in France became increasingly violent opinions began to diverge. Protecting water quality is essential to preserve the many beneficial uses of western water resources. This conference addresses the dominant federal requirements in the Clean Water Act, including the important major revisions enacted by Congress in 1987, with special attention to western problems regarding nonpoint source pollution. Developments in groundwater quality regulation are considered, as are selected issues concerning the implications of state and federal water quality regulation for the traditional exercise of water rights.

Risk communication has become an important element of public policy in the United States and the European Community (E.C.) for reducing technological risks to workers, product users and community residents. The risk communication process involves disclosure by an industrial firm (or other party) of information about the hazardous attributes of its activity or product to a regulatory agency or to persons who may be at risk, thereby facilitating a shared understanding of the risk and enabling interpretation of various risk prevention and response measures.

This Article examines the regulation of pornography in West Germany and compares it to regulation in the United States. Part I provides an overview of the legal framework- constitutional and statutory-of pornography regulation in West Germany. Part II then traces the evolution of the concept of human dignity as a standard for defining pornography in West Germany, and Part III illustrates the practical impact of the idea in two widely debated recent cases. Part IV argues that West Germany's human dignity approach to pornography regulation raises important questions about how to view pornography, but that cultural and constitutional differences between …

One focus of this Note is to analyze the international repercussions of the Anti-Apartheid Act within the context of United States foreign policy, the sovereignty rights of South Africa, the jurisdiction of United States courts to pass on violations of the Act, and United Nations provisions governing interference with the economy of a foreign government. However, before any discussion of the international legality of this Act can take place, its domestic legality must be determined.
