In 1954, a United States assisted coup ousted the freely elected Jacobo Arbenz Guatemalan government. The Eisenhower administration took action because it believed the Guatemalan government was influenced by a communist movement directed from Moscow. Eisenhower's "New Look" foreign policy, a continuation of the containment theory, utilized and revitalized the inner core of the Executive Branch to achieve its objective of eliminating the communist menace emanating from Guatemala. The strategy that supported Eisenhower's policy was successful largely due to conducive political and public opinion in the United States and instability within Guatemala. In this article, the author discusses a course in Comparative Constitutional Jurisprudence that she taught at Cornell Law School in the winter semester of 1989. She is particularly interested in the way this class of American students responded to the Supreme Court of Canada's interpretation of the Charter. She presents her reflections on differences between Canadian and American constitutional culture through a discussion of the decisions in The Motor Vehicle Reference, R. v. Morgentaler, and The French Language Case.

As the number of high school graduates decreases, Ferris State University (FSU) will increasingly compete with the other fourteen state universities, community colleges, and private schools for high school students. Therefore, in a effort to maintain current enrollment levels, Ferris will need to recruit actively nontraditional students (students aged twenty-five and older).

The recognition of and adaptation to the changes in the Ferris student population are of utmost importance to the university if administrators and faculty are to assess successfully the effects of this population on the institution's academic programs and fiscal health. Since the beginning of the Reagan Administration in 1981, there has been a dramatic change in policies affecting the national parks and the National Park service. The Department of the Interior's goals combined with the economic strategies of this Administration have brought about new park policies that have departed sharply from those of the last two decades. Predicting Attrition For Women At West Point : Is It A Function Of Adopting The Male Dominant Culture?, Jane P. Mckeon

This study examined 40 selected items from the Student Information Form that had been identified as representing cultural differences between men and women at the United States Military Academy. A principal components analysis of the data collected from 3005 male and 314 female cadets yielded 7 factors for men and 6 factors for women suitable for interpretation. As hypothesized, men and women were found to have similar cultual values, attitudes and experiences based on their similar factor structures. Next, item responses from 58 women attriters were compared to responses from the nonattriters. Using all the factors identified for the women, …

This article examines the legal and policy perspectives of U.S. trade initiatives toward the ROC in the last decade and their impact on economic liberalization in Taiwan. Part I sets forth the basic legal, policy and structural framework of this bilateral trade relationship. The European Convention for the Protection of Human Rights and Fundamental Freedoms is widely regarded as the most dynamic and effective of the various international human rights instruments. Its impact on the judiciary of the twenty-three Western European Member States, as well as its pace-setting role for other international mechanisms for the protection of human rights, has recently been confirmed by the unanimous judgment of the European Court of Human Rights in Soering v. This article reexamines recent U.S. withholdings of its assessed regular contributions to the UN, as well as the premises and assumptions underlying the theory that a UN member may legally and unilaterally withhold payments for ultra vires acts by the organization. The issue is of considerable consequence since, despite recent rhetoric, the number of members financially supporting the UN through timely payments of regular contributions number only about half the membership, payments. These practices undermine the basic doctrine of "collective financial responsibility" and threaten the survival of international organizations. On December 31, 1985, the European Community ["EC"] adopted the "Council Directive Prohibiting the Use in Livestock Farming of Certain Substances Having a Hormonal Action" ("the Directive"). The directive, originally scheduled to take effect on January 1, 1988, prohibits the use of hormones, natural and synthetic, in livestock production and the sale of meat treated with hormones in the EC market. The United States believes that the directive violates the requirements of the Agreement on Technical Barriers to Trade ("Standards Code" or "Code").

For many years, consumer organizations within the European Community have demanded the prohibition of natural and synthetic hormones from use in animal fodder. Since the level of hormone use by breeders varies among Member States, demands for a hormone prohibition have also differed in intensity from State to State. After lengthy negotiations beset with legal difficulties, a general, community-wide prohibition became reality at the beginning of 1989. Deregulation of the financial services industry has created a need for management to adapt a different approach to operations. Drastic regulatory and environmental changes have forced thrifts and banks to concentrate on increasing efficiency and core profitability from the retail branch network. Once considered to be highly bureaucratic, financial institutions are trimming back off ice review and focusing on a more decentralized leaner operation. Expensive mergers and large conglomerate financial powerhouses have created a need for increased management controls and reasonable methods of measuring the true profitability of the individual business units within a financial services company.
