Background: Food allergy is an important public health problem because it affects children and adults, can be severe and even life-threatening, and may be increasing in prevalence. Beginning in 2008, the National Institute of Allergy and Infectious Diseases, working with other organizations and advocacy groups, led the development of the first clinical guidelines for the diagnosis and management of food allergy. A recent landmark clinical trial and other emerging data suggest that peanut allergy can be prevented through introduction of peanut-containing foods beginning in infancy.
Objectives: Prompted by these findings, along with 25 professional organizations, federal agencies, and patient advocacy …

Border Insecurity: Reading Transnational Environments In Jim Lynch’S Border Songs, Jenny Kerber
Border Insecurity: Reading Transnational Environments In Jim Lynch’S Border Songs, Jenny Kerber
English and Film Studies Faculty Publications
This article applies an eco-critical approach to contemporary American fiction about the Canada-US border, examining Jim Lynch’s portrayal of the British Columbia-Washington borderlands in his 2009 novel Border Songs. It argues that studying transnational environmental actors in border texts—in this case, marijuana, human migrants, and migratory birds—helps illuminate the contingency of political boundaries, problems of scale, and discourses of risk and security in cross-border regions after 9/11. Further, it suggests that widening the analysis of trans-border activity to include environmental phenomena productively troubles concepts of nature and regional belonging in an era of climate change and economic globalization. Researchers have documented how race and racism influence the college experiences of U.S. citizens. However, research on the ways that race and racism affect international students warrants similar attention. This qualitative study explored how international students learned about U.S. concepts of race and racism and how such concepts shaped their college experiences. The participating international college students learned about U.S. concepts of race and racism through media, relationships, formal education, and lived experiences. They defined these concepts in varying ways and had varying racial ideologies.

Multidimensional Poverty Among The Native- And Foreign-Born In The United States: Evidence From The 2010-2014 American Community Surveys, Roger White, Stacy Yamasaki
Economics
We examine data from the 2010-2014 American Community Survey 5-year Public Use Microdata Sample files (U.S. Census, 2016) and employ the methodology of Alkire and Foster (2009) to measure multidimensional poverty in the United States. While our findings confirm the results of earlier studies, we also report considerable variation across native- and foreign-born residents of the U.S. and across immigrant home countries in terms of the incidence and intensity of deprivation and, thus, in Multidimensional Poverty Index values. Our econometric analysis identifies several factors that contribute to multidimensional poverty and, again, we examine variation in the determinants across both native- …

Comparison Of Primary Care Physician Reimbursement Rates In The United States, Nathan Riley, Kelley Withy, Kevin Rogers, Ragan Dubose-Morris, Tiffany Kurozawa
MUSC Faculty Journal Articles
With a growing shortage of physicians, particularly primary care physicians, the issue of adequate pay in Hawai‘i is increasingly important. Anecdotal reports of low pay in Hawai‘i have rarely been substantiated. Data from FAIR Health, a company that tracks private insurance reimbursement rates, is compared across the United States (US) for the CPT code 99213. In addition, FAIR Health and Medicare rates are compared for cities with both similar and disparate cost of living to Hawai‘i. Hawai‘i is in the second lowest quintile for payment in the US for private insurances, and providers are reimbursed significantly lower than in cities …

Circumcision: Immigration, Religion, History, And Constitutional Identity In Germany And The U.S., David Abraham
Circumcision: Immigration, Religion, History, And Constitutional Identity In Germany And The U.S., David Abraham
Articles
A four-year-old Muslim boy was brought to a local Cologne emergency room by his mother, who was concerned about minor bleeding around the site of a circumcision. A District Court there found that circumcision, notwithstanding parental consent or religious motivation, constituted a criminal bodily injury and child abuse. Ultimately, on July 19, 2012 the Bundestag resolved that "Jewish and Muslim religious life be viable in Germany," and in December a bill was passed that legislatively overrode the ruling of the District Court and recognized circumcision as a non-punishable undertaking when undertaken for religious reasons by someone professionally trained. Two years …
The Politics Of Homelessness In The United States, Jean Williams
The Politics Of Homelessness In The United States, Jean Williams
Political Science
As the United States grapples with increasing economic inequality and significant poverty, homelessness represents a thorny political and policy issue. This article explores the debates that contrast two primary responses to homelessness, Housing First and the linear, or treatment first, model. Both are employed to address homelessness, though Housing First has been directed almost exclusively to chronic homeless people who are on the streets for long periods of time and contend with mental illness and substance abuse problems. By reviewing the strengths and weaknesses of each type of policy, this article analyzes the philosophy underlying each approach and its impact …

Maintaining Religious Identity In Hiring In Faith-Based Schools: A Comparative Analysis Of Australia And The United States, Keith Thompson, Charles J. Russo
Law Papers and Journal Articles
Even as Australia and the United States (US) are becoming increasingly secularised, they retain a significant number of faith-based primary and secondary schools. Aware of the tension between changing societal norms and the freedoms associated with religious institutions, the main part of this paper is divided into two sections. The first part surveys the relevant constitutional and anti-discrimination laws in Australia and the US along with exemplary litigation on how these statutes are applied. The second section offers six suggestions for school administrators who are wrestling with the challenge of preserving the faith-based ethos in their schools in the face …

Theses, Dissertations and Capstones
Introduction: Needle Exchange Programs (NEPs) have been controversial aspects of public healthcare due to conflicting beliefs and opinions for public policies. NEPs allow Injection Drug Users (IDUs) the ability to exchange their used equipment for clean, unused supplies.
Purpose: The purpose of this literature review was to determine the effectiveness of needle exchange programs and the impact it has had on the reduction of HIV and viral hepatitis infections in people who inject drugs. It further explores if these strategies have had a positive impact on the reduction of HIV and viral hepatitis C in West Virginia.

Gender And The Emergence Of The Soviet 'Citizen-Consumer' In Comparative Perspective, Amy E. Randall
Gender And The Emergence Of The Soviet 'Citizen-Consumer' In Comparative Perspective, Amy E. Randall
History
In the 1930s, the Stalinist regime promoted a campaign to establish “Soviet trade,” a non-capitalist system of “socialist” retailing. Policymakers also legitimized ordinary people’s desires for greater material comfort and increased consumption, and encouraged them to act as new Soviet consumers by engaging in new consumer behavior and official efforts to improve retail trade. This essay examines how the government’s mobilization of consumers helped to produce a new identity, the Soviet “citizen-consumer,” whose consumer practices facilitated the integration of consumers into the Soviet polity and the building of socialism. It also considers how this mobilization of Soviet consumers was similar …
Gender And Domination In Prison, Terry A. Kupers
Gender And Domination In Prison, Terry A. Kupers
Western New England Law Review
This Article discusses gender relations in prison systems and the plight of gay, lesbian, bisexual, transgender, and gender variant prisoners within these systems, where strict conformity with narrow definitions of gender are violently policed. The dominance hierarchy, Blue Code, and toxic masculinity in male prison culture also shape the culture in women’s facilities and much of what happens to LGBT and gender variant juvenile prisoners. The Author describes gender relations in male and female prisons through the context of experiences of inmates raped by other prisoners or prison staff.
The Author argues that the horrific pain and suffering caused by …
The Next American Revolution, Timothy K. Kuhner
The Next American Revolution, Timothy K. Kuhner
Western New England Law Review
Scholarly literature does not provide an adequate understanding of money in politics and corporate political power, which is, ultimately, the role of concentrated capital in democracy. The United States’ rising economic and political inequalities are not properly diagnosed as the excesses of a generally legitimate capitalist democracy in need of legal reforms. Rather, these inequalities are the symptoms of an overarching flaw in our political system that requires a revolution—one of the non-violent, constitutional kind.
Action follows understanding and if the understanding of a problem is weak and superficial, the reform agenda will also be weak and superficial. Supreme Court …

Incarceration As A Threat To Reproductive Justice In Massachusetts And The United States, Rachel Roth
Western New England Law Review
This Article is an edited and expanded version of Rachel Roth’s presentation at the 2016 Western New England Law Review Symposium on Gender and Incarceration. It provides an overview of reproductive justice and describes (1) how prisons and jails undermine reproductive health, rights, and justice for the people they confine, and (2) how mass incarceration undermines the prospect for reproductive justice in the United States overall. It focuses on examples from women’s prisons and includes issues and advocacy work from Massachusetts and across the country.

PURPOSE: We wanted to evaluate novel decision aids designed to help patients trust and accept the controversial, evidence-based, US Preventive Services Task Force recommendations about prostate cancer screening (from 2012) and mammography screening for women aged 40 to 49 years (from 2009).
METHODS: We created recorded vignettes of physician-patient discussions about prostate cancer screening and mammography, accompanied by illustrative slides, based on principles derived from preceding qualitative work and behavioral science literature. We conducted a randomized crossover study with repeated measures with 27 men aged 50 to 74 years and 35 women aged 40 to 49 years. All participants saw …

Toward The Anthropology Of White Nationalist Postracialism: Comments Inspired By Hall, Goldstein, And Ingram’S “The Hands Of Donald Trump”, Jeff Maskovsky
Publications and Research
This article explains Donald Trump’s brutal political effectiveness in terms of his white nationalist appeal. It locates the intellectual, popular, and policy imperatives of Trumpism in a new form of racial politics that I am calling white nationalist postracialism. This is a paradoxical politics of twenty-first-century white racial resentment whose proponents seek to do two contradictory things: to reclaim the nation for white Americans while also denying an ideological investment in white supremacy. The article shows how Trump’s excoriation of political correctness, his nostalgia for the post–WWII industrial economy, his use of hand gestures, and his public speaking about race …

Executive Summary
The mission of the National Park Service (NPS) is “to conserve unimpaired the natural and cultural resources and values of the national park system for the enjoyment of this and future generations” (NPS 1999). To uphold this goal, the Director of the NPS approved the Natural Resource Challenge to encourage national parks to focus on the preservation of the nation’s natural heritage through science, natural resource inventories, and expanded resource monitoring (NPS 1999). Through the Challenge, 270 parks in the national park system were organized into 32 inventory and monitoring (I&M) networks.

Physical Activity And Sedentary Behaviors In Urban Chinese Children: Grade Level Prevalence And Academic Burden Associations, Xihe Zhu, Justin A. Haegele, Yan Tang, Xueping Wu
Human Movement Studies & Special Education Faculty Publications
The objectives of this study were (a) to report grade level prevalence in physical activity and sedentary behaviors and (b) to examine academic burden associations with these behaviors. School-aged children (n = 48,118) reported their physical activity, perception of physical activity sufficiency, factors for activity insufficiency, homework hours, and screen time in a typical week. Data were analyzed using general linear models and logistic regression models of Complex Samples. Prevalence results showed that children had lower physical activity and lower screen viewing time, but higher homework time during transition grades (6th, 9th, and 12th) and high school years. Academic burden …
The Process Of Reclaiming Tribal Sovereignty Through Healthcare Autonomy, Karolina A. Serhan
The Process Of Reclaiming Tribal Sovereignty Through Healthcare Autonomy, Karolina A. Serhan
Honors Theses
This honors thesis explores the complex interplay between health status, healthcare, and tribal sovereignty among native communities in the United States. These relationships are explored through analyzing the paradoxical and condescending nature of the Federal Trust Responsibility in relation to government-organized healthcare programs for natives. In establishing this relationship, the thesis goes on to illustrate how native communities have effectively fought to regain sovereignty through reclaiming autonomy of their healthcare systems through the use of the 1975 Indian Self-Determination and Education Assistance Act. The impact of tribal-led healthcare systems is further explored through an in-depth case study conducted regarding the …

Where Policy And Practice Collide: Comparing Us,South African And European Union Approaches Toprotecting Children Online, Monica Bulger, Patrick Burton, Brian O'Neill, Elisabeth Staksrud
Articles
That children have a right to protection when they go online is an internationally well-established principle, upheld in laws that seek to safeguard children from online abuse and exploitation. However, children’s own transgressive behaviour can test the boundaries of this protection regime, creating new dilemmas for lawmakers the world over. This article examines the policy response from both the Global North and South to young people’s online behaviour that may challenge adult conceptions of what is acceptable, within existing legal and policy frameworks. It asks whether the ‘childhood innocence’ implied in much protection discourse is a helpful basis for promoting …

You Say Embargo, I Say Bloqueo - A Policy Recommendation For Promoting Foreign Direct Investment And Safeguarding Human Rights In Cuba, Marcia Narine Weldon
Articles
The United States is the only major industrialized nation that restricts trade with Cuba. Although President Obama issued several executive orders that have facilitated limited trade (and President Trump has scaled some back), an embargo remains in place, and by law, Congress cannot lift it until, among other things, the Cuban government commits to democratization and human rights reform. Unfortunately, the Cuban and U.S. governments fundamentally disagree on the definition of "human rights, " and neither side has shown a willingness to compromise. Meanwhile, although some US. investors clamor to join their European and Canadian counterparts in expanding operations in …
