This thesis explores the framing of conflict after the September 11, 2001 terrorist attacks, and more specifically, during President George W. Bush’s first term in office. The legal scope of the Terrorism Law and the Information and Electronic Transactions Law in Indonesia is considered as lacking to cover the problem of cybercrime in social media. Aside from literature review, this paper is also supported by data from direct interview with the Head of Counterterrorism Special Detachment 88 (Densus 88 AT) of Indonesian National Police. The data found out that the Terrorism Law is a repressive response towards terrorism crimes that have already occured, but less preventive to future crimes. Recent narratives on terrorism have focused on the definitions. Terrorism is not a new phenomenon, but the problem resides in its definition and who is defining it. Conceptualizing terrorism depends on which framework one utilizes. The use of different lenses to define the term has contributed to the lack of global acceptance of what constitutes terrorism, hence the difficulty of gathering data for analysis. It is also a conundrum when powerful nations legitimize their terrorist activities against weaker ones. Few violations of the law of armed conflict (LOAC) are as pernicious as using civilians to shield military objectives from attack. This unlawful tactic unfortunately seems to be an all too common practice of organized armed groups, especially in conflicts against tactically superior conventional state armed forces. The very term "human shielding" presupposes, however, the ultimate objective is to prevent an opponent from attacking the shielded military objective or, in the alternative, substantially complicate that attack decision. This thesis examines the way in which various groups have used religion as a justification for violent action towards political ends. Croatian Radical Separatism and Diaspora Terrorism During the Cold War examines one of the most active but least remembered groups of terrorists of the Cold War: radical anti-Yugoslav Croatian separatists. Operating in countries as widely dispersed as Sweden, Australia, Argentina, West Germany, and the United States, Croatian extremists were responsible for scores of bombings, numerous attempted and successful assassinations, two guerilla incursions into socialist Yugoslavia, and two airplane hijackings during the height of the Cold War. Killing Them To Save Us’: Lessons From Politicide For Preventing And Countering Terrorism, Clark R. Mccauley

Psychology Faculty Research and Scholarship

This chapter reviews and extends the analysis of mass political murder advanced by Chirot and McCauley, then applies this analysis to understanding and countering terrorism. The justification for this application is that both politicide and terrorism target civilians in the context of asymmetric conflict. Three generalizations emerge. Politicide and terrorism cannot be understood or countered without (i) studying both sides in the conflict, (ii) separate studies of leaders, perpetrators, and mass sympathizers, and (iii) acknowledgment of the threats and grievances perceived by both sides. The chapter concludes with implications for fighting the war of ideas against jihadist and right-wing terrorists.

Abstract: Terrorists likely have adopted vehicle ramming as a tactic because it can be carried out by an individual (or “lone wolf terrorist”), and because the skills required are minimal (e.g. the ability to drive a car and determine locations for creating maximum carnage). Studies of terrorist activities against transportation assets have been conducted to help law enforcement agencies prepare their communities, create mitigation measures, conduct effective surveillance and respond quickly to attacks.

The origin of science fiction is twentieth-century Futurism. For the largest part of the twentieth century, science fiction maintained an optimistic attitude towards the future. Representations of terrorism, in fiction and non-fiction, summon their readers and viewers to examine terrorism in any of at least four modes of temporality: the past, the past perfect, the continuous present, and the simple present. This essay explains those modalities and shows how they work with reference to novels, a film documentary, and contemporary American television, including the documentary Black September and the series NCIS. The modalities are ideological as well as narratological functions and are sometimes employed to occlude the historical and pragmatic dimensions of terrorist violence. The incitement standard announced in Brandenburg v. Ohio is one of the most familiar tests in the Supreme Court's jurisprudence. It prohibits government officials from punishing advocacy of illegal activity unless it is directed and likely to imminently incite such activity. Brandenburg's standard has become a pillar of free speech law, allowing government officials to protect public safety by punishing only speech intended and likely to create an imminent danger of harm, while protecting even the most abhorrent of speakers from suppression of their speech simply because government officials fear or dislike it. This paper assesses current trends in small unmanned aircraft systems (sUAS) technology and its applications to the Special Operations Forces (SOF) community. Of critical concern to SOF is that commercial-off-the-shelf (COTS) sUAS technologies are relatively inexpensive, improving at a dramatic rate, and widely available throughout the world. Insurgents, terrorists, violent extremist organizations (VEOs) and other nefarious actors have used COTS sUAS to conduct offensive attacks as well as to develop battlefield situation awareness; these technological improvements combined with their widespread availability will require enhanced and rapidly adaptive counter-sUAS measures in the future. Though it evokes a strong image of an Orientalist, colonized, brown body enacting brutal, theatrical violence from behind a balaclava, the term itself describes very little.
