Today's K-20 educators are more adept at using technology resources than at any time in the past. Simultaneously, educators are ever more wary about technology resources because of the risk that the technology may fail at some critical moment in class, the risk that privacy issues may cause problems for their students, and the risk of unintended consequences for teachers who experiment with new technologies. For example, asking students to use some of the many new free or low-cost applications means that educators must be aware of advertisements for products that may be misleading, and malware that may compromise school …

Addressing The Technology Gap In Counselor Education: Identification Of Characteristics In Students That Affect Learning In College Classrooms, Isaac Burt, Tiphanie Gonzalez, Jacqueline Swank, David L. Ascher
Journal of Counselor Preparation and Supervision
As advancements in technology continue to revolutionize the field of counseling, certain populations of students still encounter difficulties incorporating technology in the classroom. Non-traditional students, many who possesses years of professional experience, struggle academically due to a lack of technological expertise and knowledge. Low technological expertise potentially decreases students’ self-efficacy, enjoyment, and performance (Baturay & Bay, 2010). Consequently, it is imperative that counselor educators use a variety of strategies with non-traditional students struggling with technology. Thus, the purpose of this article is to propose guidelines encompassing self-efficacy, the evolution of technology and competencies required for assisting students in the classroom.
The Record Industry In Transition, Monica Caro
The Record Industry In Transition, Monica Caro
Whittier Scholars Program
The objective of this paper is to examine how technology and the internet has shaped the business model of the record industry. For decades the record industry operated under a service-type model before eventually transitioning into an industry of physical products. The industry's transition began with the consolidation of major record companies by media conglomerates. Driven by their venture for profit, major record companies only capitalized on artists with the greatest potential of generating revenue. Consequently, this compromised artistic creativity and ultimately encouraged by the development of an increasingly homogenized music market. Furthermore, this paper analyzes how major record companies …

School of Teacher Education Faculty Publications & Presentations
The Digital Age is revolutionizing education. Educators need to be well-trained on the variety of technology tools available. Technology tools captivate the interest of students and encourage high-levels of engagement. Often, the daily lives of students are rich in technology, while teachers lack the knowledge or skills to integrate technology into the curriculum. Two university teacher education professors will share innovative technology tools to enhance instruction. The tools were modeled in education courses for preservice teachers and transferred into K-12 classrooms. Technology tools included: Skype, PhotoPeach, Prezi, Blabberize, Xtranormal, Poll Everywhere (voting with cellphones), Tagxedo, GPS, and GIS. For example, …

Federal Communications Law Journal
Symposium: Rough Consensus and Running Code: Integrating Engineering Principles into Internet Policy Debates, held at the University of Pennsylvania's Center for Technology Innovation and Competition on May 6-7, 2010.
In the discourse on communications and new media policy, the average consumer-the user-is frequently eliminated from the equation. This Article presents an argument rooted in developmental psychology theory regarding the ways that users interact with technology and the resulting implications for data privacy law. Arguing in favor of a user-centric construction of policy and law, the Author introduces the concept of resilience. The concept of resilience has long been discussed in …

Reflexivity And The Sociology Of Science And Technology: The Invention Of "Eryc" The Antibiotic, Fran Collyer
Reflexivity And The Sociology Of Science And Technology: The Invention Of "Eryc" The Antibiotic, Fran Collyer
The Qualitative Report
Until recently, the social-technical process of invention has fallen between sociological investigation of the genesis of a new idea (an ideational phenomenon) and the production of a new technology (a material phenomenon). The advent of post-modernism and post-structuralism offered new avenues for theorising invention, accounting for, on the one hand, its material nature, and, on the other, its ideational nature, through the notion of socio-technical ensembles: phenomena constructed through the co-producing, mutually constitutive action of actants (both human and otherwise). This paper argues that despite its potential, theorising within the sociology of science and technology is hampered by insufficient attention …
Administrative Strategies For Preparing Teaching Candidates To Be Building-Level Technology Change Agents, Richard Rose
Administrative Strategies For Preparing Teaching Candidates To Be Building-Level Technology Change Agents, Richard Rose
Administrative Issues Journal
Teacher education graduates in their early years of service are ill-prepared to act as building-level change agents who can advocate for the enhanced use of technology in the classroom. In this study, a group of experienced teachers seeking the M.Ed. in Educational Technology suggest that the lack of confidence which new teachers show in relation to technology can be traced back to the absence of rigorous technical skill-building in both their Introduction to Educational Technology class and methods classes. These tech-savvy mid-career teachers then identify obstacles to enhancing pre-service teacher education programs with more effective preparation in teaching with technology …
University Technology Transfer Factors As Predictors Of Entrepreneurial Orientation, Dorothy M. Kirkman
University Technology Transfer Factors As Predictors Of Entrepreneurial Orientation, Dorothy M. Kirkman

Extension Learners' Use Of Electronic Technology, Joseph F. Guenthner, Benjamin G. Swan
Journal of Extension
Extension clientele use electronic technology for entertainment, communication, and business. Educational programs that use electronic technology can enhance learning. To learn more about use of electronic technology among Extension clientele, we surveyed 80 university students and 135 potato farmers. We found that the farmers were likely to use more technology than the students were. We also found that younger people used more technology and that awareness of technology and source of news were other significant variables. One implication for Extension practitioners is that use of electronic technology by farmers should not be underestimated.

Extension's Progress In The Paperless Revolution: Balancing Digital And Paper, Lacie Ashby
Journal of Extension
This article examines the theory of a paperless workplace and its possible implementation in Extension, based on the advantages and disadvantages involved. Despite decades of discussion, many organizations, including Extension, have still failed to fully implement a paperless system. Paper is an integral part of our work; however, with budgetary cutbacks and the "going green" move, we need to reevaluate our dependency on hard copy documents. Consider the benefits of a paperless workplace and impacts of implementation for Extension and the community we serve.

The Copyright Act of 1976 is due for a major revision in the 21st century, in order to keep pace with the advances in digital technologies. This Article offers a new alternative for copyright reform: tax law. Using the tax system as a way to modernize our copyright system offers several advantages. Most important, tax law can fix problems in our copyright system without violating the Berne Convention or TRIPS Agreement, and without requiring amendment to either treaty. Tax law can also be used to incentivize the copyright industries to adopt new, innovative approaches to copyright in ways that voluntary …

A Study Of Teachers Using 21st Century Tools In A Rural South Carolina School District, Amanda Elmore Moss
Education Dissertations and Projects
Students currently live surrounded by technology and the tools of the 21st Century, but as Prensky (2008) asserted, students feel like they "have to power down" when they go to school by working without many of the technology tools with which they are comfortable and by changing, even slowing, their ways of thinking (p. 42). One purpose of this study was to evaluate the technology tools used by students and the quality or types of usage by teachers and students as defined by the recommendations of the Partnership for 21st Century Skills in a rural school district. The study also …

A Review Of Polymer Electrolyte Membrane Fuel Cells: Technology, Applications, And Needs On Fundamental Research, Yun Wang, Ken Chen, Jeffrey Mishler, Sung Chan Cho, Xavier Cordobes Adroher
United States Department of Energy: Publications
Polymer electrolyte membrane (PEM) fuel cells, which convert the chemical energy stored in hydrogen fuel directly and efficiently to electrical energy with water as the only byproduct, have the potential to reduce our energy use, pollutant emissions, and dependence on fossil fuels. Great deal of efforts has been made in the past, particularly during the last couple of decades or so, to advance the PEM fuel cell technology and fundamental research. Factors such as durability and cost still remain as the major barriers to fuel cell commercialization. In the past two years, more than 35% cost reduction has been achieved …

Getting The Right Scope: How To Equip Online Faculty Of The 21st Century With Perfected Knowledge And Skills, Derrick Davis
Academic Leadership: The Online Journal (2003-2012)
Technology consumes us and has become so intimately connected in our lives that now, to a large degree, it is dictating its use (in educational settings throughout the globe). It’s like a lion that never stops roaring-it’s demanding our attention, and its’ breathe and impact are so far reaching; it can be best described as inescapable. Thus, universities and colleges alike no longer can sit by and speculate whether or not this is a trend that will eventually disappear (as other educational trends have done so in the past). Rather, institutions need to understand that online education is more like …

¡Pendejo! Preschoolers’ Profane Play: Why Children Make Art, Marissa Mcclure
Journal of Social Theory in Art Education
In this article, I address the concept of critical coalitions in play from two perspectives. First, I consider young children’s art making with digital video through contemporary play frames that propose moving beyond the dichotomy of subject (child as actor; active meaning-maker) and object (child as dupe; susceptible to media and moral panic). This reaffirms that play is at once contradictory, pleasurable, fantastic, and culturally purposeful. Analysis of young children’s digital video as play within frameworks proposed by Wilson (1976), Walkerdine (2007), and Freud (1922/1948) allows for an expansion of philosophical ideas about young children’s art making. This coalition between …
