Consequences Of Community Water Fluoridation Cessation For Medicaid Eligible Children And Adolescents, Jennifer Meyer Jan 2017

Consequences Of Community Water Fluoridation Cessation For Medicaid Eligible Children And Adolescents, Jennifer Meyer

Walden Dissertations and Doctoral Studies

Oral health impacts general health and well-being throughout the lifespan. Recent trends in the United States towards cessation of community water fluoridation (CWF) may increase disparities in oral health. The purpose of this quantitative retrospective cohort study was to analyze Medicaid dental claims records for caries related procedures among 0 to18-year-old patients during an optimal CWF year 2003 (n = 854) and compare them to claims records from 2012 (n = 1,053), 5 years after CWF was ceased. The theoretical framework of this study was the diffusion of innovations theory. Statistically significant results included higher mean number of caries related …

Health Care For All In Ireland? The Consequences Of Politics For Health Policy, Vivienne Byers Jan 2017

Health Care For All In Ireland? The Consequences Of Politics For Health Policy, Vivienne Byers

Articles

The Irish health-care system is a complicated mix of public and private providers, with inequitable and unclear routes for health-service users to access and navigate the system. In 2011, the Irish Government committed to significant health reform to develop a universal single-tier health system. In line with other European nations this was to be underpinned by the principle of social solidarity, with equitable access based on need rather than ability to pay. The road to this reform and its recent collapse highlights the practical implications of political and policy choices in health care, and has implications for financing and delivery, …

Anthropogenic Disturbance Modulates Mammal Community Diversity, Assembly, & Abundance: Emerging Infectious Disease Risk In The Greater Yellowstone Ecosystem, Leticia Andrea Gutiérrez Jiménez Dec 2016

Anthropogenic Disturbance Modulates Mammal Community Diversity, Assembly, & Abundance: Emerging Infectious Disease Risk In The Greater Yellowstone Ecosystem, Leticia Andrea Gutiérrez Jiménez

Dissertations

This dissertation examines the role of mammalian biodiversity in maintaining overall ecosystem health in the Greater Yellowstone Ecosystem (GYE). The study explores the pathways by which anthropogenic disturbance prevents or promotes the emergence of human infectious diseases. I studied two paramount research questions: Question 1: What are the direct effects of anthropogenic disturbance on rodent community assemblages and the consequent indirect effects on public health? I first surveyed the GYE rodent community and their pathogens by using land use as a measure of anthropogenic disturbance (e.g., human settlements, horseback ranches, pastures, undisturbed). I identified pathogens in rodent blood samples by …

Privacy Protection And Aggregate Health Data: A Review Of Tabular Cell Suppression Methods (Not) Employed In Public Health Data Systems, Gregory J. Matthews, Ofer Harel, Robert H. Aseltine Jr. Dec 2016

Privacy Protection And Aggregate Health Data: A Review Of Tabular Cell Suppression Methods (Not) Employed In Public Health Data Systems, Gregory J. Matthews, Ofer Harel, Robert H. Aseltine Jr.

Mathematics and Statistics: Faculty Publications and Other Works

Public health research often relies on individuals’ confidential medical data. Therefore, data collecting entities, such as states, seek to disseminate this medical data as widely as possible while still maintaining the privacy of the individual for legal and ethical reasons. One common way in which this medical data is released is through the use of Web-based Data Query Systems (WDQS). In this article, we examined WDQS listed in the National Association for Public Health Statistics and Information Systems (NAPHSIS) specifically reviewing them for how they prevent statistical disclosure in queries that produce a tabular response. One of the most common …

Predictive Mapping Of Mycobacterium Tuberculosis At The County Level In The State Of Florida, Ali Moradi Nov 2016

Predictive Mapping Of Mycobacterium Tuberculosis At The County Level In The State Of Florida, Ali Moradi

USF Tampa Graduate Theses and Dissertations

Introduction: One of the major barriers to developing an accurate tuberculosis (TB) surveillance program for Florida is the design and implementation of a sampling system that will adequately monitor and predict varying sizes and characteristics of county-level vulnerable endemic sub-populations and their explanatory covariates (e.g., living or working in a residential care facility). The aim of this research study is to envision an endemic, tuberculosis-related web-based interface for use by public health officials in the State of Florida which includes generating essential information such as a real-time syndrome-based reporting to regulate automated and immediate 'Alerts' to public health officials, doctors, …

Viral Zoonoses That Fly With Bats: A Review, Alfonso Calderon, Camilo Guzman, Jorge Salazar-Bravo, Luiz Tadeu Figueiredo, Salim Mattar, German Arrieta Sep 2016

Viral Zoonoses That Fly With Bats: A Review, Alfonso Calderon, Camilo Guzman, Jorge Salazar-Bravo, Luiz Tadeu Figueiredo, Salim Mattar, German Arrieta

MANTER: Journal of Parasite Biodiversity

Emerging infectious diseases are a growing threat to human health and a great challenge for global medical attention systems. Governmental agencies in tropical regions with abundant zoonotic pathogens should implement an active vigilance/monitoring model in bat reservoir populations because of their species richness, abundance and dispersal capabilities. Chiropterans represent approximately 20% of all mammal species, the second largest order in terms of number of species after rodents. Importantly, bats constitute natural reservoirs for potential infection of humans of several infectious disease agents such as Coronavirus, Filovirus, Lyssavirus, Paramyxovirus, and Flavivirus. Local disease outbreaks caused by new pathogens can …

Health Care, Employers And Population Health, Glen P. Mays Sep 2016

Health Care, Employers And Population Health, Glen P. Mays

Health Management and Policy Presentations

Data from the National Longitudinal Survey of Public Health Systems show that hospital and employer contributions to population health activities vary widely across U.S. communities. As peripheral participants in the organizational networks that support population health activities, these stakeholders bring novel information and resources to multi-sector work. This fact may explain the tendency for population health improvement activities to be more effective when hospitals and employers are involved.

State Space Analysis Of Dominant Structures In Dynamic Social Systems, Jeremy B. Sato Aug 2016

State Space Analysis Of Dominant Structures In Dynamic Social Systems, Jeremy B. Sato

McKelvey School of Engineering Graduate Student Theses & Dissertations

Many systems involving human relationships are modeled as dynamic systems, as diverse as urban population growth, diffusion of innovations, spread of viruses, and supply chain management. A fundamental assumption is that these systems contain variables which accumulate and deplete over time (people, innovation adoptions, infections, and orders), and whose dynamics are determined by societal rules and human decision making processes. These assumptions allow the system to be formally expressed by ordinary differential equations which are often nonlinear and contain multiple state variables and feedback loops. Analytical methods have been developed to identify the dominant feedback loops which primarily influence the …

The Right For Autonomy, The Duty Of Disclosure And Public Health Considerations – The 2013 Polio Crisis In Israel As A Case Study, Dr. Nili Karako Eyal Aug 2016

The Right For Autonomy, The Duty Of Disclosure And Public Health Considerations – The 2013 Polio Crisis In Israel As A Case Study, Dr. Nili Karako Eyal

Pace Law Review

Despite sharing the same theoretical framework of discussion with other papers, this paper addresses an ethical and legal issue that has received little attention in academic and public discourse: the duty of disclosure in the context of vaccinations. In particular, the paper addresses the question whether public health considerations provide a justification for restricting the duty of disclosure in the case of vaccination.

Delimitating the research question to the issue of disclosure has several implications. First, the decision to vaccinate the population with bOPV as describe above and the decision to adopt a voluntary vaccination policy are not the focus …

Zika Virus, Nurto A. Abdulla Jul 2016

Zika Virus, Nurto A. Abdulla

Nursing Student Class Projects (Formerly MSN)

Zika virus infection, a mosquito-borne flavivirus that causes febrile illness associated with rash, has been rapidly emerging in the Western Hemisphere over the past few months. The virus was rarely identified until outbreaks occurred on Yap Island in the Federated States of Micronesia in 2007, Fresh Polynesia in 2013, and Easter Island in 2014 (Chen & Hamer, 2016). The virus was initially detected in Brazil in 2015, in the northeast, and was subsequently identified in other states and several South American countries, including Colombia, Ecuador, Suriname, Venezuela, French Guyana, and Paraguay. Local transmission has been documented in Central America in …

Intersystem Implications Of The Developmental Origins Of Health And Disease: Advancing Health Promotion In The 21st Century, Michael D. Barnes, Thomas L. Heaton, Michael C. Goates, Justin M. Packer Jul 2016

Intersystem Implications Of The Developmental Origins Of Health And Disease: Advancing Health Promotion In The 21st Century, Michael D. Barnes, Thomas L. Heaton, Michael C. Goates, Justin M. Packer

Faculty Publications

The developmental origins of health and disease (DOHaD) theory and life course theory (LCT) are emerging fields of research that have significant implications for the public health and health promotion professions. Using a DOHaD/LCT perspective, social determinants of health (SDH) take on new critical meaning by which health promotion professionals can implement DOHaD/LCT guided interventions, including recommended policies. Through these interventions, public health could further address the sources of worldwide chronic disease epidemics and reduce such disease rates substantially if related policy, programs, and interdisciplinary and multi-sector collaboration are emphasized. Additional characteristics of the most effective interventions involve context-specific adaptation …

Developing A Prototype System For Syndromic Surveillance And Visualization Using Social Media Data., Anup Aryal May 2016

Developing A Prototype System For Syndromic Surveillance And Visualization Using Social Media Data., Anup Aryal

Theses

Syndromic surveillance of emerging diseases is crucial for timely planning and execution of epidemic response from both local and global authorities. Traditional sources of information employed by surveillance systems are not only slow but also impractical for developing countries. Internet and social media provide a free source of a large amount of data which can be utilized for Syndromic surveillance.

We propose developing a prototype system for gathering, storing, filtering and presenting data collected from Twitter (a popular social media platform). Since social media data is inherently noisy we describe ways to preprocess the gathered data and utilize SVM (Support …

The Germ Of Death Itself: A Study Of Tuberculosis And Community Education In Ghana, Brittany T. Peterson May 2016

The Germ Of Death Itself: A Study Of Tuberculosis And Community Education In Ghana, Brittany T. Peterson

Graduate Theses & Dissertations

Background: Tuberculosis remains a significant threat to global public health, despite advancements in treatment and detection in recent decades. Treatment regimens are unpleasant and time-consuming, particularly when the disease-causing strain is partially or completely drug-resistant. Approximately one-third of the global population is currently infected with tuberculosis, but the majority of these cases are dormant and non-contagious. These dormant cases are more difficult to diagnose, but if the immune system is compromised, as in the case of HIV/AIDS, the individual will transition to an active and contagious case of tuberculosis. Resistant strains are increasing around the world, making treatment of a …

Paternalism, Self-Governance, And Public Health: The Case Of E-Cigarettes, Wendy E. Parmet May 2016

Paternalism, Self-Governance, And Public Health: The Case Of E-Cigarettes, Wendy E. Parmet

University of Miami Law Review

This article develops a normative framework for assessing public health laws, using the regulation of e-cigarettes as a case study. Although e-cigarettes are likely far less dangerous to individual users than traditional cigarettes, it remains uncertain whether their proliferation will lead to a reduction of smoking-related disease and deaths or to increased morbidity and mortality. This scientific uncertainty, whether and how to regulate e-cigarettes. This article presents a normative framework for analyzing such questions by offering three justifications for public health laws: impaired agency, harm to others, and self-governance. Each justification responds to the common charge that public health laws …

Vaccines And Airline Travel: A Federal Role To Protect The Public Health, Christopher Robertson May 2016

Vaccines And Airline Travel: A Federal Role To Protect The Public Health, Christopher Robertson

Faculty Scholarship

This Article explores two ways in which airline travel is an important vector for the spread of infectious disease, and argues that airlines have market-based and liability-based reasons to require that passengers be vaccinated. Going further, the Article explores whether the federal government has the legal and constitutional authority — especially under the Commerce Clause — to encourage or mandate that airlines implement such a vaccine screen. By disrupting the spread of disease at key network nodes where individuals interact and then connect with other geographic regions, and by creating another incentive for adult vaccination, an airline vaccine screen could …

Ebola And Human Rights: Post-9/11 Public Health And Safety In Epidemics, George J. Annas May 2016

Ebola And Human Rights: Post-9/11 Public Health And Safety In Epidemics, George J. Annas

Faculty Scholarship

In public health practice, the concepts of health and safety are often conflated. However, protecting and promoting health is radically different from protecting and promoting safety. Since 9/11, the distinctions between health and safety have changed and are in the process of merging. In our terrorism-obsessed world, public health has been increasingly militarized and enlisted, often without protest, into the service of protecting the safety of the public and the security of the nation. But safety and security are the proper purposes of law enforcement and the military, not of public health. More importantly, using public health to combat terrorism …

Summary Of Results From The 2016 National Health Security Preparedness Index, Glen P. Mays, Michael T. Childress, Pierre Martin Dominique Zephyr, Anna Goodman Hoover

Health Management and Policy Reports

The National Health Security Preparedness Index tracks the nation’s progress in preparing for, responding to, and recovering from disasters and other large-scale emergencies that pose risks to health and well-being in the United States. Because health security is a responsibility shared by many different stakeholders in government and society, the Index combines measures from multiple sources and perspectives to offer a broad view of the health protections in place for nation as a whole and for each U.S. state. The Index identifies strengths as well as gaps in the protections needed to keep people safe and healthy in the face …

Integrating Correctional And Community Health Care: An Innovative Approach For Clinical Learning In A Baccalaureate Nursing Program., Mary T. Bouchaud, Beth Ann Swan

College of Nursing Faculty Papers & Presentations

PROBLEM: With an evolving focus on primary, community-based, and patient-centered care rather than acute, hospital-centric, disease-focused care, and recognition of the importance of coordinating care and managing transitions across providers and settings of care, registered nurses need to be prepared from a different and broader knowledge base and skills set. A culture change among nurse educators and administrators and in nursing education is needed to prepare competent registered nurses capable of practicing from a health promotion, disease prevention, community- and population-focused construct in caring for a population of patients who are presenting health problems and conditions that persist across decades …

Reconsidering Constitutional Protection For Health Information Privacy, Wendy K. Mariner Feb 2016

Reconsidering Constitutional Protection For Health Information Privacy, Wendy K. Mariner

Faculty Scholarship

What kinds of health information should be reported to government for civil purposes? Several competing trends encourage efforts to reassess the scope of constitutional protection for health information: the social and commercial value of health information; the amount of data held by third parties, from health care providers to internet servers; critiques of the third party doctrine exception to Fourth Amendment protection; and concerns about the loss of privacy. This article describes a variety of civil purposes for which health information is collected today. A close analysis of cases applying the third party doctrine, administrative search principles, and the special …

The Emerging Zika Pandemic: Enhancing Preparedness, Lawrence O. Gostin, Daniel Lucey Jan 2016

The Emerging Zika Pandemic: Enhancing Preparedness, Lawrence O. Gostin, Daniel Lucey

Georgetown Law Faculty Publications and Other Works

The Zika virus (ZIKV), a flavivirus related to yellow fever, dengue, West Nile, and Japanese encephalitis, originated in the Zika forest in Uganda and was discovered in a rhesus monkey in 1947. The disease now has “explosive” pandemic potential, with outbreaks in Africa, Southeast Asia, the Pacific Islands, and the Americas. Since Brazil reported Zika virus in May 2015, infections have occurred in at least 20 countries in the Americas. Puerto Rico reported the first locally transmitted infection in December 2015, but Zika is likely to spread to the United States. The Aedes species mosquito (an aggressive daytime biter) that …
