This interview was conducted by Prof. Donald Raichle in preparation for his book From a Normal Beginning: the Origins of Kean College of New Jersey, printed in 1980. It’s a transcript between James Downes and Raichle.
In this interview, Downes reflects on his career as a high school teacher, political candidate, New Jersey State Librarian, and faculty member at Newark State College.

In 1846 the Mormons were expelled westward from Nauvoo, Illinois. Beyond the borders of the United States, the Mormon Church absorbed the civil functions of municipal government, a pattern which continued in the Great Basin and received the sanction of state authority in 1849 under Deseret.
As the political arm of the "Kingdom of God," the Council of Fifty influenced local political development as its members simultaneously occupied elective offices in both the territorial legislature and municipal government.
During the first decade as a territory, Utah's city charters generally followed the pattern established by Nauvoo in 1840. However, in the …

Politics And Jurisprudence In West Germany: State Financing Of Political Parties, Donald P. Kommers

The relationship between political parties and representative government has been an important consideration in the constitutional jurisprudence of the Federal Republic of Germany. The Federal Constitutional Court has gone further than any other constitutional tribunal in the West to promote a free and competitive party system, and the Court’s decisions affecting the status of parties under the Basic Law, especially those having to do with party finance, are a marvelous illustration of the interplay between politics and law.
