Decriminalizing Mental Illness: The Need For Treatment Over Incarceration Before Prisons Become The New Asylums For The Mentally Ill, Rebecca L. Brown

Currently, US prisons are home to 10 times more mentally ill individuals than state psychiatric hospitals. Instead of treating those with mental illness, an extremely vulnerable population is being thrown behind bars. Mental illness is often exacerbated during incarceration, leaving inmates much sicker than when they entered. Moreover, upon discharge mentally ill inmates have virtually no support, making recidivism almost inevitable. This lack of treatment has devastating consequences for the mentally ill as well as the community at large. Removing the mentally ill from jails and prisons would reduce recidivism, increase public safety and save money.

The events that occurred last May have left many residents of Baltimore wondering what can be done to rebuild their city better than it was before.1 One particular suggestion is the elimination of all current property taxes along with the implementation of a land-value tax (LVT).2 An LVT would tax property owners based on the unimproved land they own, rather than on the improvements and structures that have been built on the land.3 The argument follows that this method of taxation would incentivize property owners to develop their land, rather than leave it undeveloped so they can pay less in …

In 2015 we celebrated the two hundredth anniversary of the birth of John William Wallace-librarian, court reporter, historian-who was born February 17, 1815 in Philadelphia and died on January 12, 1884. Known mostly as a reporter for the U.S. Supreme Court, this short biography tries to expand on some of the other accomplishments of his life. He was the son of John Bradford Wallace and Susan Binney, sister of the eminent Philadelphia lawyer, Horace Binney and descendant of the two famous printers in Pennsylvania, two William Bradfords in colonial Pennsylvania. Wallace studied law in his father's office and John Sergeant. …

Horizontal drilling and hydraulic fracturing have enhanced energy production but raised concerns about drinking-water contamination and other environmental impacts. Identifying the sources and mechanisms of contamination can help improve the environmental and economic sustainability of shale-gas extraction. We analyzed 113 and 20 samples from drinking-water wells overlying the Marcellus and Barnett Shales, respectively, examining hydrocarbon abundance and isotopic compositions (e.g., C2H6/CH4, δ13C-CH4) and providing, to our knowledge, the first comprehensive analyses of noble gases and their isotopes (e.g., 4He, 20Ne, 36Ar) in groundwater near shale-gas wells. Forests in Southeastern Pennsylvania have been shaped by a number of anthropocentric factors over the past century, with many areas experiencing a recent trend towards forest recovery. Studies on forest dynamics have shown that most developed regions exhibit a forest transition, which begins when land is cleared for natural resource extraction (e.g., agriculture, forestry) during an early development stage. Then as a population grows and food production needs are met, rural peoples begin to migrate to the city, and a feeling of scarcity of trees develops that may lead to changes in land management attitudes, and many formerly deforested areas …

Using multiple time series based on data gathered from reliable government agencies I will compare the effects of national inflation, fluctuations in national GDP, and fluctuations in national employment on the personal income of multiple Metropolitan Statistical Areas (MSA), with the effects that local (MSA) inflation, fluctuations in local GDP, and fluctuations in local employment in multiple MSAs have on real national GDP. This analysis will be limited to four metropolitan areas, San Antonio, Texas, Philadelphia, Pennsylvania, San Diego, California, and Cincinnati-Hamilton, Ohio. Unfinished Business: Protecting Voting Rights In The Twenty-First Century, Gilda R. Daniels

While minorities have experienced great progress because of the Voting Rights Act, particularly section 5 of the Act, the work to achieve an electoral process free of discrimination remains unfinished. In Shelby County v. Holder, the Supreme Court struck down section 4 of the Act, which provided the coverage formula through which section 5 was implemented. Without section 4, there is no section 5. The historical and contemporaneous discrimination that minorities in states formerly covered under section 5 continue to face is substantial and outpaces that in noncovered states. Scholars cannot divorce the debate surrounding section 5’s constitutionality, which continues …

Origin And Provenance Of Spherules And Magnetic Grains At The Younger Dryas Boundary, Yingzhe Wu, Mukul Sharma, Malcom A. Lecompte, Mark N. Demitroff, Joshua D. Landis

One or more bolide impacts are hypothesized to have triggered the Younger Dryas cooling at ∼12.9 ka. In support of this hypothesis, varying peak abundances of magnetic grains with iridium and magnetic microspherules have been reported at the Younger Dryas boundary (YDB). We show that bulk sediment and/or magnetic grains/microspherules collected from the YDB sites in Arizona, Michigan, New Mexico, New Jersey, and Ohio have (187)Os/(188)Os ratios ≥1.0, similar to average upper continental crust (= 1.3), indicating a terrestrial origin of osmium (Os) in these samples. In contrast, bulk sediments from YDB sites in Belgium and Pennsylvania exhibit (187)Os/(188)Os ratios <<1.0 and at face value suggest mixing with extraterrestrial Os with (187)Os/(188)Os of ∼0.13. However, the Os concentration in bulk sample and magnetic grains from Belgium is 2.8 pg/g and 15 pg/g, respectively, much lower than that in average upper continental crust (=31 pg/g), indicating no meteoritic contribution. The YDB site in Pennsylvania is remarkable in yielding 2- to 5-mm diameter spherules containing minerals such as suessite (Fe-Ni silicide) that form at temperatures in excess of 2000 °C. Gross texture, mineralogy, and age of the spherules appear consistent with their formation as ejecta from an impact 12.9 ka ago. The (187)Os/(188)Os ratios of the spherules and their leachates are often low, but Os in these objects is likely terrestrially derived. The rare earth element patterns and Sr and Nd isotopes of the spherules indicate that their source lies in 1.5-Ga Quebecia terrain in the Grenville Province of northeastern North America.

Around the country, state and local bar associations, access to justice commissions, and local advocacy groups are working to expand the right to counsel in their jurisdictions. The passage of three statutes in the past three years is tangible evidence of their efforts. Many civil right to counsel advocates take as their mandate a resolution passed unanimously by the American Bar Association’s House of Delegates two years ago, calling on the government to provide counsel in cases in which “basic human needs are at stake.” This Article describes efforts underway in eleven states to expand the right to counsel, as …

In late 1755, the vituperative Reverend William Smith reported to his proprietor Thomas Penn that there was "a most wicked Scheme on Foot to run things into Destruction and involve you in the ruins." The culprits were the members of the colony's unicameral legislative body, the Pennsylvania Assembly (also called the House of Representatives).
