The Transition From Unincorporated Community To Municipality In The South Valley, Joshua M. Akers Jun 2008

The Transition From Unincorporated Community To Municipality In The South Valley, Joshua M. Akers

BBER Publications

The South Valley is a diverse area at the heart of the rural-urban interface in the Middle Rio Grande Valley. The proposition of forming a municipality in this area is full of possibility and rife with challenges. It is the intent of this report to offer some assistance with the process of incorporation and to offer an examination, however brief and incomplete, of issues of concern that will accompany any incorporation. The report consists of three parts: a historical review of incorporation in New Mexico and the Southwestern United States; an examination of geographical, social and political issues unique to …

Spring Migratory Habits And Breeding Distribution Of Lesser Sandhill Cranes That Winter In West-Central New Mexico And Arizona, Gary L. Krapu, David A. Brandt Jan 2008

Spring Migratory Habits And Breeding Distribution Of Lesser Sandhill Cranes That Winter In West-Central New Mexico And Arizona, Gary L. Krapu, David A. Brandt

Proceedings of the North American Crane Workshop

Little information exists on the spring migratory habits and breeding distribution of lesser sandhill cranes (Grus canadensis canadensis) that winter in west-central New Mexico and southeastern Arizona. To address this question, we captured and attached a total of 6 Platform Transmitting Terminals (PTT) to adult lesser sandhill cranes at 2 sites each in west-central New Mexico and southeastern Arizona during December 2001 and monitored the birds’ movements to arrival on their arctic breeding grounds. After departing from their wintering grounds, 2 of the cranes stopped at Monte Vista NWR in south-central Colorado where they stayed for 17 and …

Socioeconomic Assessment Of The Carson National Forest: Submitted To The United States Forest Service, Region 3 Office, Billy Ulibarrí, Lee A. Reynis, Jeffrey Mitchell

BBER Publications

The UNM Bureau of Business and Economic Research conducted a socioeconomic analysis of the Carson National Forest (CNF) and surrounding communities for the U.S. Forest Service. The report includes quantitative data on the CNF overall, and on the various activities within its boundaries — recreation, livestock grazing, and timber harvesting — as well as demographics on the population of northern New Mexico. The authors used input-output analysis to determine CNFs economic impact. The study's principal finding: of the six ranger districts in the CNF, Questa attracted the most visitors and had the greatest economic impact, largely because of its winter …

Douglass, Amy Kuenzi, Ken Abbott, Cheryl Parmenter, Terry Yates, Thomas Ksiazek, Barry J. Beaty, James N. Mills

United States Public Health Resources

We used long-term data collected for up to 10 yr (1994–2004) at 23 trapping arrays (i.e., webs and grids) in Arizona, Colorado, Montana, and New Mexico to examine demographic factors known or suspected to be associated with risk of infection with Sin Nombre virus (SNV) in its natural host, the deer mouse (Peromyscus maniculatus). Gender, age (mass), wounds or scars, season, and local relative population densities were statistically associated with the period prevalence of antibody (used as a marker of infection) to SNV in host populations. Nevertheless, antibody prevalence and some of the risk factors associated with antibody …

Cause Specific Mortality Of Desert Bighorn Sheep Lambs In The Fra Cristobal Mountains, New Mexico, Usa, Zachary David Parsons Jan 2007

Cause Specific Mortality Of Desert Bighorn Sheep Lambs In The Fra Cristobal Mountains, New Mexico, Usa, Zachary David Parsons

Graduate Student Theses, Dissertations, & Professional Papers

Desert bighorn sheep (Ovis canadensis mexicana) are an endangered species in New Mexico. Many of the small, isolated populations of desert bighorn are declining, and factors affecting their growth rates include low lamb recruitment and high mortality of adults due to cougar predation. No one has previously reported cause-specific mortality rates for desert bighorn lambs. My objectives were to determine the causes, extent, and timing of lamb mortality in the Fra Cristobal Mountains, New Mexico, USA. I tested 3 capture techniques during 2001 and 2002: approaching lambs on foot and restraining them by hand; jumping from a helicopter and restraining …

Chama Mainstreet Community Economic Assessment, Jeffrey Mitchell Jul 2006

Chama Mainstreet Community Economic Assessment, Jeffrey Mitchell

BBER Publications

An analysis of the Chama, New Mexico community and market area. Socioeconomic data, including population growth and selected demographic, economic, and housing characteristics are described. The author discusses the significant economic challenges facing Chama, which are due to its isolated, rural location; lack of exporting industries; and need for investment in infrastructure. Chamas only major industry is tourism, primarily the Cumbres & Toltec Scenic Railroad. Using a location quotient analysis, the author discusses the area's pull factors and leakages in retail and services. He concludes with three recommendations for diversifying the local economy: establishing a base (export-oriented) industry in agriculture, …

Full Nps As Subjects, Jenny Dumont

Spanish Faculty Publications

The purpose of this study is to investigate and identify factors that influence 3rd person (singular and plural) subject expression in the spoken Spanish of New Mexico, with particular emphasis on the role of full NPs as subjects. Subject expression has been the topic of many linguistic studies, especially with respect to personal pronouns (Bayley & Pease Alvarez 1997; Bentivoglio 1987; Cameron 1994, 1995; Cameron & Flores 2003; Flores-Ferrán 2002; Silva-Corvalán 1994; Travis 2005, To appear). What distinguishes this investigation from other studies of subject expression is that it focuses on the third person, which is a more heterogeneous category …

Weighing And Balancing Social And Economic Considerations Of Siting Landfills To Address Environmental Justice Concerns, Sharon Shaheen Jun 2005

Weighing And Balancing Social And Economic Considerations Of Siting Landfills To Address Environmental Justice Concerns, Sharon Shaheen

Student Thesis Honors (1996-2008)

Environmental justice in permitting new landfills is best addressed as one element of many weighed in an agency discretionary decision-making process. Siting landfills necessarily includes consideration of technical, social, economic and political issues. Currently, the landfill permitting process in New Mexico examines only technical, scientific, and geological factors. In effect, a permit must be granted if all of the technical specifications and notice requirements are met. To adequately address all of the impacts on a community when a landfill is sited nearby, an agency should have both the discretion to weigh and balance all relevant factors and the authority to …

Migration Routes, Staging Areas, And Wintering Grounds Of Sandhill Cranes That Breed In Siberia, Gary L. Krapu, David A. Brandt Jan 2005

Migration Routes, Staging Areas, And Wintering Grounds Of Sandhill Cranes That Breed In Siberia, Gary L. Krapu, David A. Brandt

Proceedings of the North American Crane Workshop

We determined breeding sites, migration routes, spring and fall staging areas, and wintering grounds for sandhill cranes (Grus canadensis) from the midcontinent population that nest in Siberia. Our results are from 30 PTT-marked individuals captured and marked along the Platte and North Platte Rivers in Nebraska. Findings indicate the species breeds across a vast area of northeastern Siberia extending at least 1500 km west from near the Bering Strait to the Kolymskaya Plains with most breeding confined to within 75 km of the coast. We describe when PTT-tagged cranes arrived at breeding sites in Siberia, duration of stay, …

Sandhill Crane Use Of Managed Chufa Wetlands In New Mexico, John P. Taylor, Loren M. Smith Jan 2005

Sandhill Crane Use Of Managed Chufa Wetlands In New Mexico, John P. Taylor, Loren M. Smith

Proceedings of the North American Crane Workshop

Natural wetland food plants help meet energetic requirements for sandhill cranes (Grus canadensis). Chufa (Cyperus esculentus) tubers were found to be a prominent item in the winter diet of cranes in New Mexico and Texas. In 1996 and 1997, chufa production was compared among mowing, discing, and sustained-flooding treatments intended to enhance chufa tuber growth. Sandhill crane numbers were monitored on wetlands during winter flooding to determine treatment preferences. No differences in sandhill crane use of treated wetlands were found in 1996, however in 1997, crane use was higher on disked field than sustained flood fields …

Lower Limb Bone Shape And Structure Among Populations Of Differing Lifestyles: Effects Of Biomechanical Stress And Inferences Of Activity, Michele Marcela Bleuze Jan 2004

Lower Limb Bone Shape And Structure Among Populations Of Differing Lifestyles: Effects Of Biomechanical Stress And Inferences Of Activity, Michele Marcela Bleuze

UNLV Retrospective Theses & Dissertations

It is known that activity-related stresses and mechanical loadings affect adult bone morphology. The purpose of this study is to examine how well presumed subsistence-related activities correlate with bone morphology; In addition, this study will investigate the degree to which sex differences can be explained by differences in mechanical loaDing If such differences in expression are apparent between males and females within a population, then it can be speculated that the sexes were participating in different activities---or at least in activities that yielded different mechanical loadings; Although there have been several biomechanical studies that have looked at the relationship between …

Secured Transaction History: The Impact Of English Smuggling On The Chattel Mortgage Acts In The Spanish Borderlands, George Lee Flint Jr, Marie Juliet Alfaro Jan 2003

Secured Transaction History: The Impact Of English Smuggling On The Chattel Mortgage Acts In The Spanish Borderlands, George Lee Flint Jr, Marie Juliet Alfaro

Faculty Articles

Spanish colonies, including the territories of Florida, Louisiana, and southwestern America, acknowledged the jurisdiction of Spanish royal decrees. The colonies approached the registration of mortgages in a similar but more tentative fashion, recognizing the distances between the borderlands and the registrar’s offices. The law developed differently in Florida and Louisiana, which were administered by a different governmental body. While the registration process was required for chattel mortgages on slaves, there is no evidence the rules were enforced or applied to other types of mortgages on personalty. However, in 1770, Louisiana adopted a filing requirement for chattel mortgages for all slaves …

Vegetation Effects On Airborne Particles And Soil Gradation Near Mesquite Dunes, Ann Marleau Pitchford Jan 2002

Vegetation Effects On Airborne Particles And Soil Gradation Near Mesquite Dunes, Ann Marleau Pitchford

UNLV Retrospective Theses & Dissertations

This study investigated the effect of vegetation on gradation of surficial soils and airborne concentrations of particulate matter at a site in the mesquite sand dunes within the Jornada Experimental Range, a research ranch near Las Cruces, New Mexico. Particles less than 10 microns in diameter were of particular interest. This study site was chosen because it had been in used in previous studies, and meteorological instruments and dust collectors were already installed. Aerodynamic size distributions for soil and airborne particulate matter samples collected at different positions near and on the dunes were determined using a laboratory settling tube apparatus. …
