Tortured Confessions presents an innovative perspective on the relationship between torture and propaganda. Abrahamian’s persuasive account exposes the intrinsic limitations of arguments that try to explain torture as simply the result of a “traditional” regime, a desire for social discipline, or a search fro security information; he binds torture instead to ideological warfare and political mobilization, the fundamental goals of military propaganda.

The first ten amendments to the United States Constitution, ratified in 1791 and known as the Bill of Rights, create the core of what people today consider their most basic freedoms. Without these rights, and consistent judicial adherence to them, most Americans would not feel secure. There are two major sources of danger to these basic rights: internal and external. Internally, we must protect ourselves from our own infringement of these rights through the firm restrictions that the Constitution places on the government in its treatment of the people. This report provides a historic context statement for Building 2101, a WWII period Black Officers' Club located at Fort Leonard Wood, Missouri, that is still in active use. The best historical evidence indicates that the building, a standard A-12 temporary classroom building, was designed as the club for black officers stationed at Fort Leonard Wood sometime between June 1942 and January 1943. Later in 1943, it was expanded with an addition. The building was built as part of Fort Leonard Wood's initial construction and used as a Personnel Adjutant's Office for the Engineer Replacement Training Center, 7th Training Group (Colored), …

News coverage of warfare poses a difficult problem for political systems with a free press, such as ours in the United States. In an era of high-tech weaponry and nearly instantaneous global communications, conflicts are inevitable between the obligation of the press to inform the general public, and the obligation of the military to successfully conduct war. The military’s controls over news-gathering during the 1990-91 Persian Gulf War set off a controversy still smoldering during the Haiti occupation of 1994. This paper examines the legal, historical, and technological aspects of this issue.

The purpose of this paper is to explore the political and military considerations that provided the frame of reference for the promulgation of the Commonwealth of Puerto Rico in 1952. Since 1492 possession of this island has been coveted by nations with vital interest in the Caribbean region. To the United States, who conquered the island in 1898, Puerto Rico formed the backbone of the defense perimeter for the Panama Canal and adjacent shipping lanes. Military Downsizing in the United States examines military downsizing efforts during the late 1980's and early 1990's. It begins with an outline of the historical development of the United States military, and it then evaluates the key economic and political factors involved in the recent decision to close bases around the country. Military Downsizing in the United States then evaluates three separate base closure case studies in California. The case studies are Fort Ord, the Long Beach Naval Complex, and Norton Air Force Base. Metaphors matter, as our sterile debate on the fi-nancing of health insurance demonstrates so well. In that debate the traditional metaphor of American medicine, the military metaphor, was displaced by the market metaphor in public discourse. Metaphors, which entice us to understand and experience “one kind of thing in terms of another . . . play a central role in the construction of social and political reality.” The market metaphor proved virtually irresistible in the public arena and led Congress to defer to market forces to “reform” the financing of health insurance in the United States.

Shortly before the beginning of Operation Desert Storm, during Desert Shield, the U.S. military sought a waiver of requirements for informed consent for the use of investigational drugs and vaccines on our troops in the Persian Gulf. The danger of chemical and biologic warfare was seen as demanding this waiver, although the Nuremberg Code, other codes of medical ethics, and respect for the human rights of American soldiers seemed to caution against it. This study analyzed the self-reported survey responses of 404 Air Force pilots concerning their perceptions of using advanced cockpit technologies to replace the Navigator, Weapon System Officer, and Electronic Warfare Officer (Nav/WSO/EWO) and the impact of advanced cockpit technologies on combat mission effectiveness. The first objective of this study was to compare, by aircraft type, the mission effectiveness factors that are always critical and almost always critical to the success of a combat mission. This paper will examine the Strategic Defense Initiative, or “Star Wars” ballistic missile defense. It will examine the proposed multilayered system, its strengths and weaknesses, and conclude with a discussion of the impact SDI has had on strategic thought. It will try to answer the fundamental question of whether the proposed BMD (ballistic missile defense) will create a more secure and stable world for the United States and its allies, or one less so filled with “new hazards to the security of all.”
