A Risk- And Fuzzy Set-Based Methodology For Advanced Concept Technology Demonstration Military Utility Assessment Design, Thomas James Meyers

The U.S. Department of Defense Advanced Concept Technology Demonstration (ACTD) and derivative, rapid acquisition programs offer timely solutions to critical military needs by assessing the utility of technologies mature enough to be fielded without application of traditional, defense system development processes. Military utility assessments (MUA) are ACTDs' most critical features, but the lack of a standard for identifying assessment criteria tailored to specific demonstrations risks poorly informed acquisition decisions and the military operations those decisions are intended to support.

"Project Camelot" was an ambitious social science research project conceived and funded by the Army, one whose scope and level of funding was unprecedented as of its inception in 1964. It was created in order to examine the potential for "internal war" and insurgency in the "developing countries" of the world, and to identify actions that the U.S. and its allies could take to prevent or suppress such insurgencies. Military operations routinely require military personnel to consistently perform their duties over several hours or days. Tasks that require prolonged work can lead to mental fatigue and decreased performance. The transactional model proposes that individuals cope with changes in the environment and maintain performance. This ability to cope is determined by factors of the environment and the individual's personality. One environmental factor that can influence coping is extended task performance. This study examined the effect of extended task performance and its interaction with task difficulty. The degradation inflicted on Russian soldiers within their regime necessitates reformation by the government and implementation of resolutions. Private Military Companies (PMCs) are civilian staffed corporations that provide military (and law enforcement) services, logistics, and support under contract to a government both inside and outside the country’s borders. Prior to Congress passing the Military Extraterritorial Jurisdiction Act, U.S. courts lacked jurisdiction to prosecute civilians accompanying United States’ Armed Forces overseas. This article will specifically address how the United States exercises jurisdiction and prosecutes the civilian employees of PMCs in United States courts for crimes they have committed in foreign countries while working under contract to the United States government.

Many perspectives exist for why private military companies have emerged over the last decade or so: cost-effectiveness, fact reaction cycles, lack of will or inability of governments to send their own troops into peace operations. This short essay will not attempt to debate these traditional reasons given for PMC growth and operational fielding. Rather, it will make some basic observations concerning the changing nature of warfare, attempt to place PMC ascendancy within the historical context, and make some policy suggestions concerning the relationship of PMCs to international law and the state.

The last big change in doctrine occurred in the post-Vietnam era. It involved not simply the change to the all-volunteer force, but an abandonment of escalation brinkmanship and open-ended missions. A virtual environment (VE) is one such tool. The focus of the present study was to evaluate a VE as a training tool for military guards.
