Effective leadership in Islamic schools involves the incorporation of Islamic principles in the leadership behaviors and practices. With so much literature about the need of Islamic leadership in Islamic institutions in the United States, the problem addressed by the study was whether school principals in Islamic schools exhibited and led these schools according to the principles of Islamic leadership. The study described leadership approaches used by school principals in Islamic schools and how those leadership approaches were influenced by Islamic leadership principles, comparing the Islamic leadership principles derived from the literature with the leadership principles of principals of Islamic schools. …

With the passage of the Michigan Civil Rights Initiative (“MCRI”), Michigan joins California and Washington to constitute the new postaffirmative action frontier. For proponents such as Ward Connerly, affirmative action is on the edge of extinction. Connerly plans to carry his campaign against what he calls “racial preferences” to eight states in 2008, scoring a decisive Super-Tuesday repudiation of a social policy that he portrays as the contemporary face of racial discrimination. Ann-Marie Brege's parents established an irrevocable trust in 1985, with Ann-Marie as sole beneficiary. When Merrill Lynch Trust Co. took over as trustee years later, however, the trust's principal dropped sharply, losing over half its value in just a few years. Ann-Marie sued in Michigan probate court, alleging that Merrill Lynch had violated its legal duties in administering the trust. Since Ann-Marie was from New York and Merrill Lynch had its headquarters in New Jersey, Merrill Lynch had an apparently easy argument for diversity jurisdiction. The Citizens Research Council announces the release of the Catalog of Local Government Services. The Catalog is the result of a survey sent to the governments of 670 counties, cities, villages, and counties in 24 Michigan counties. The surveys asked which services are provided to residents of each community, and if the services are provided, whether they are provided by the units themselves, through cooperative arrangements, by another unit, or by contract. Responses were received from about 70 percent of the units contacted. The data show that Michigan cities, villages, and townships cannot be characterized in simple terms. The menu …

Internal Phosphorus Loading In Spring Lake Eight Months Following An Alum Treatment, Alan Steinman, Mary Ogdahl

An analysis of internal phosphorus loading in Spring Lake, MI was conducted during August 2006, eight months following an alum treatment. Sediment cores were removed from 4 sites (that had been sampled previously in 2003 and 2004) and incubated in the laboratory under aerobic (with oxygen) and anaerobic (without oxygen) conditions. Phosphorus flux from the sediments into the overlaying water column were measured over a 22-day period and compared to rates measured from sediment cores collected previously from these sites. Field measurements showed reduced soluble reactive and total phosphorus concentrations the summer following the alum application, but chlorophyll and irradiance …

The Mona Lake watershed, located in Muskegon and Newaygo Counties in west Michigan, is relatively small in area (~ 200 km2 or 48,000 acres), but faces a large number of environmental challenges. An ecological assessment of the watershed was conducted to provide a new baseline of information, in the hope that this effort would catalyze actions to improve the health of the watershed.

The rate of phosphorus release from sediments, and the degree to which alum reduces phosphorus release from sediments, was investigated in Spring Lake during the summer of 2003. Triplicate cores were sampled from 4 sites in the lake, and exposed to one of four treatments in the laboratory: 1) oxygen/alum; 2) oxygen/ no alum; 3) nitrogen/alum; or 4) nitrogen/no alum. Both soluble reactive phosphorus (SRP) and total phosphorus (TP) release rates were virtually undetectable in the alum treatments (both with and without oxygen). Low, but detectable, release rates were measured in the oxygen/no alum treatment. The highest release rates were …

One of the strangest and most extensive archaeological hoaxes in American history was perpetrated around the turn of the twentieth century in Michigan. Hundreds of objects known as the Michigan Relics were made to appear as the remains of a lost civilization. The artifacts were produced, buried, "discovered," and marketed by James O. Scotford and Daniel E. Soper. For three decades these artifacts were secretly planted in earthen mounds, publicly removed, and lauded as wonderful discoveries. A volunteer-based monitoring project for frog and toad populations in Michigan was initiated in 1996. The survey protocols developed by the North American Amphibian Monitoring Program (NAAMP) were used and modified to suit the needs of the Michigan project and because of the highly variable Michigan spring weather. The modifications include route establishment, recommended dates during which surveys are conducted, and a more specific definition of population indices. Development of the project included training workshops for volunteers.

The ongoing Indian fishing rights debate in northern Michigan is intensifying as a 1985 court ordered consent agreement nears its year 2000 expiration date. Many of the local citizenry are concerned that the debate may turn violent as it did in the 1970s. In the 1970s there was fierce competition between Indians and non-Indians over a fish resource that was becoming depleted at an alarming rate. While pollution of the Great Lakes and the presence of non-native parasites were more likely the cause of the depleted stocks, the sport fishermen blamed Indian gill netting for the problem. Symposium on Double-Crested Cormorants: Population Status and Management Issues in the Midwest
The Michigan Department of Natural Resources, in conjunction with the University of Michigan and the U.S. Fish and Wildlife Service, initiated a research study to determine the impact of double-crested cormorants (Phalacrocorax auritus) on the yellow perch (Perca flavescens) population in the Les Cheneaux Islands area of northern Lake Huron. Aerial and nesting colony counts were conducted to monitor cormorant abundance. Creel census counts and tagging of 8,400 perch were used to study perch abundance. We collected 373 cormorants to study food habits via stomach-content analysis. We found that (1) cormorants fed heavily on yellow perch …

By using a combination of chemistry, toxicological evaluation, ecological analysis, and radiodating, this investigation has defined the ecological effects and the nature and extent of sediment contamination in the Tannery Bay area of eastern White Lake. The sediments in Tannery Bay represent a source of chromium transport for most of the eastern basin of White Lake. The recent deposition of chromium contaminated sediments exceeding 500 mg/kg in down gradient locations shows that export processes are responsible for the movement of this material from Tannery Bay. Innocents Beware: Has Bennis V. Michigan Made Asset Forfeiture Too Easy?, Ronald F. Labedz

This note examines the historical justifications of asset forfeiture as well as the justifications behind its more recent uses. The note begins by analyzing the rationale of precedents that have upheld asset forfeiture then that rationale is applied to the facts of Bennis v. Michigan. After establishing that the exigencies historically thought necessary to justify asset forfeiture are not present in Bennis, the author determines the Supreme Court improperly applied precedent and instead should have conducted a due process analysis. The author argues that had the Supreme Court conducted that analysis, the Court would have held Michigan's asset forfeiture scheme …

Seniority, External Labor Markets, And Faculty Pay, Byron W. Brown, Stephen A. Woodbury

We estimate the returns to seniority (the wage-tenure profile) for university faculty, and the degree to which these returns respond to entry-level salaries (or opportunity wages) a relationship unexplored in work to date. Using data on faculty at a Big Ten university (ours), we estimate elasticities of senior-faculty salaries with respect to entry-level salaries, and find that these elasticities decline with seniority. The evidence both provides an explanation of faculty salary compression and suggests the importance of controlling for entry-level salaries in obtaining estimates of the returns to seniority.
