This article traces the origin of the peculiar Illinois "Innocent Construction Rule" in defamation law. The author concludes that the Illinois "Innocent Construction Rule" was unfortunately resurrected in John v. Tribune. He calls upon the Illinois Supreme Court to reconsider the John case.

This article deals with regulation of scientific inquiry and its susceptibility to constitutional protection from government impingement. The authors provide extensive definition and discussion of scientific inquiry and examine two broad bases upon which a constitutional right of scientific inquiry could rest: The first amendment and an as yet unenunciated fundamental right of scientific inquiry.

Reports
This report describes potential sources of discrimination in the Alaska criminal justice system related to agency policies and procedures. The study relied on policy and procedural manuals and other written materials describing operational practices and organizational and management information about criminal justice operations. The report identifies policy areas in law enforcement, the legal and judicial system , corrections, and systemwide which provide the highest potential for discrimination on the basis of race, sex, economic condition, or other characteristics.

This note focuses on the role of the first amendment in patronage dismissals and analyzes the implications of the Court's modification of the Elrod decision. It will focus on two aspects of the Branti decision. First, the role of the first amendment and its applicability to patronage dismissals will be examined. Second, the Court's modification of the Elrod decision will be analyzed in light of the new standard adopted by the Court.

An American Enforcement Model Of Civil Process In A Canadian Landscape, Bruce H. Wildsmith

One general perspective from which to view the Anglo-American legal system shared by Canada is that proposed by Charles Darwin to explain the origin and diversity of biologically distinct species. Darwin's theory of evolution places emphasis upon the adjustment or adaptation over time of biological characteristics to environmental factors by the selection of genetically determined features enabling the most suited to their surroundings to better thrive - the so-called "survival of the fittest".'
