This document contains the policy act put forth by the Puerto Rico Senate to create a law that promotes energy diversification through the use of renewable energy. By adopting a Renewable Energy Portfolio, Puerto Rico aims to reduce its dependence on energy sources from fossil fuels such as oil, reduce and stabilize its energy costs, control the price volatility of electricity in the country, preserve and improve the environment, natural resources and quality of life, promote energy conservation and social welfare through various mechanisms, including the establishment and achievement of goals within a mandatory timetable and economic tax incentives to …

Market Approaches To Water Allocation: Lessons From Latin America, Carl Bauer Bauer

Latin American experiences with water markets offer lessons to the U.S. because they have emerged in different political and economic contexts. The Western U.S. experience has been longer and has defined some of the world's classic cases of market allocation of water. These cases, however, have been driven by domestic factors and have evolved within domestic social and institutional contexts, which are easy for people in the U.S. to take for granted. Looking at Chile and Mexico can help us see Western U.S. water allocation with fresh eyes. These Latin American cases have been strongly influenced by international theories and …

There are many examples of United States hypocrisy in foreign policy, in numerous countries in virtually every region of the world. This paper will look at just one of those examples, the United States involvement in the overthrow of President Salvador Allende of Chile. Declassified government documents related to the CIA operation, codenamed FUBELT, are used to show key personnel involved and major aspects of the operation. These documents show a blatant disregard of the United States government's own ideology and policies regarding democracy, as well as its disregard of the United Nations documents that it signed to guarantee the …

In early March, President Felipe Calderon inaugurated La Rumorosa wind-energy project in Baja California state, prompting the executive to declare that Mexico is becoming the most advanced country in Latin America in harnessing this type of energy.
