The Latin American experience clearly establishes that economic development involves profound social and political change. Despite modernization efforts, economuc benefits eluded Latin American leaders. This fact led to the widespread perception that a new international legal strucure had to be forged if the region's myriad social concerns were to be addressed. Regional economic integration was a necessary first step.

Integration enabled Latin American statesmen to address insurmountable national problems on a regional level. The transfer of technology to Latin America has taken place through both the licensing process and direct investments by foreign enterprises that are often transnational corporations. National law has concerned itself first with the creation of rights in technological knowledge and the protection of these rights by law. The regulation of these rights as set out in contractual relationships and the regulation of direct investment, particularly the technological component thereof, were dealt with thereafter. It swelled into an uproar and the chairman of the convention, Sam Jackson, despite all of his efforts, could not stop the chanting and the noise. Finally Jackson called for adornment. This paper focuses on the contractual acquisition of foreign technology through licenses and other contractual arrangements as contrasted with the technological components in the usual direct investment. Such investment is made either in the form of the wholly-owned subsidiary of the transnational corporation or as part of a joint venture. The use of technology as a major component of direct investment has been discouraged over the years, although this trend was reversed in Chile after 1977.

Progress in economic and social development by developing countries should not spell the end of US. bilateral assistance, argues Ambassador Valdez in this article. In recent years such progress has occurred in Latin America and the Caribbean to the extent that many of the nations of the region no longer qualify for assistance under theper capita income criterion tradition- ally employed by U.S. policy-makers. Problem

Dropouts from church membership have increased during the 1960s among Christian denominations. Abundant literature has been circulating analyzing possible causes and suggesting remedies. The. picture is not yet clear. Meanwhile, several types of solutions have been proposed and tried with different degrees of success or failure. As the issue is also a concern among Seventh-day Adventists, a program considering the particular situation of this denomination, in a Latin-American setting, is presented. One way to a renewal experience that would help confirm members and thus prevent dropouts is suggested.

This study is about the residential location of the upper-income class in Rio de Janeiro, Brazil. It focuses on the spatial pattern of this location and its relationship with the characteristics of the natural environment and the availability of public services and facilities.

It shows that Rio de Janeiro's spatial structure up to the nineteenth century was similar to the Latin American Colonial Model: the city developed around the main plaza which concentrated the elite class.
