The Argentine government on July 27 announced a new energy investment plan that will increase government oversight of the sector, Reuters reported. Deputy Economy Minister Axel Kicillof will oversee a commission that evaluates the investment plans of private companies and will have the power to ask for changes or fine companies for failing to comply. What will be the practical implications of the decree? Will it spur growth in the long-struggling energy sector, as the government hopes, or scare off investors? Is Argentina's energy sector poised to do well considering the country's current economic situation?

A flurry of arson attacks, land occupations, and violent police raids have refocused public attention on Chile's longsimmering "Mapuche conflict," which is once again showing signs of boiling over. Sonamed for the involvement of ethnic Mapuches, Chile's largest indigenous group, the conflict also involves nonMapuche farmers and rural business magnates, as well as heavily armed carabineros [uniformed police], which maintain a constant presence in and around certain 'hotspot' communities in the Biobío and Araucanía regions. Fueling tensions are issues of poverty, land ownership, and racism.

Since 2003 Latin America has exhibited macroeconomic stability that starkly contrasts conditions in the 1990s. Capital flows from the United States to Latin American equity markets, particularly through American Depositary Receipts (ADRs), increased from 2003 until 2008 when they declined due to the global financial crisis. However, by 2010, capital flows to most Latin American countries exceeded their pre-crisis levels. In spite of the reported macroeconomic stability and rising capital flows, Latin American stock markets remain underdeveloped and exhibit low domestic liquidity. Currently, the sovereign state of Vatican City does not formally recognize the People's Republic of China. Nor does the Vatican recognize the Chinese Communist Party as the legitimate regime over China. Instead the Vatican recognizes the Republic of China on the island of Taiwan. There are 23 countries in the world who share the Vatican's legitimization of the Republic of Taiwan. The largest concentration of those countries is in heavily Catholic Central America. Past research on social policy in Latin America has primarily focused on how each countries' policies were formed, the institutional framework that bred the policies, or the economic constraints that necessitated certain reforms. Little work has been done to examine the effects those policies have had on the populace. This thesis attempts to determine if there is a relationship between social spending and satisfaction with democracy. The research takes two forms. First I present case studies of Brazil, Ecuador, and Venezuela. The second is an ordered logit hierarchical linear model utilizing survey responses from the 2005 Latinobarometer survey. In total …

U.S.-based oil company Anadarko has put its plans to sell some of its assets in Brazil on hold, failing to attract a high enough price as interest in the country's oil sector has waned, the Financial Times reported in July. Brazil has not sold new offshore permits for about five years, and state oil company Petrobras has had difficulty in meeting targets for increased production. Peruvian President Ollanta Humala has proposed "a new relationship with extractive activities, especially mining," which will have "an environmental and social vision." He made the proposal on June 20 at the plenary meeting of world leaders at the UN Conference on Sustainable Development (Rio+20), held in Brazil June 20-22. The proposed relationship will seek to continue the exploitation of natural resources, but in a socially and environmentally responsible manner. NotiEn: An Analytical Digest About Energy Issues in Latin America
Agriculture provides a livelihood for more than 1 million of Haiti's 9.7 million people and is the source of some 50% of jobs nationwide, yet its productivity is among the lowest in the Latin American and Caribbean region. The Inter-American Development Bank (IDB), along with other international entities, are providing Haiti with funding not only for agricultural projects, but also for projects that involve modernizing the country's educational and health systems, as well as the energy sector and its infrastructure.
