This law declares Costa Rica's interest in the exploration of geothermal energy resources. It states that all activities concerning geothermal energy are the sole responisbility of the Instituto Costarricense de Electricidad (ICE). Under this law, ICE is authorized to acquire all land required for research, exploration, exploitation and protection of geothermal resources, applying the provisions of Act No 2292 of November 20, 1958.

This paper constitutes an attempt, in a very brief compass, to provide an historical survey of the traditional roles of government and private enterprise in the exploitation of Latin American petroleum resources, to evaluate the current situation, and to speculate in a limited manner on the future implications of present developments. The basic analytical frame of reference is that of economics, but since the petroleum industry is a world industry, developments in the Latin American petroleum industry must be placed in the wider context of world oil industry economics and politics. "The governments of the Philippines in the Far East and Venezuela in Latin America have asked the Peace Corps to send Volunteer occupational therapists to help train host country therapists and assist in launching a program of rehabilitation in the provinces. These programs, which challenge both professional and human skills, are scheduled to enter training in February." - [p.1]
The Venezuela program included the training of orderlies and nurses alongside rehabilitation for patients with a variety of problems, including specifically Hansen's Disease.

Latin-American Land Reform: The Uses Of Confiscation, Kenneth L. Karst

This article examines the legislative techniques for taking land, showing their confiscatory operation. For many lawyers, the analysis would then be easily completed: confiscation is wrongful and must be condemned. Rejecting the implicit absolutism of that conclusion, this article inquires into the justifications that can be pleaded on behalf of selective confiscation as an aid in solving some of Latin America's economic and social ills.
