Foreign Aid's Impact On Economic Growth: Conditional On Accountable Institutions?, Anna Monique Castrillo
Foreign Aid's Impact On Economic Growth: Conditional On Accountable Institutions?, Anna Monique Castrillo
LSU Master's Theses
This paper studies the impact of foreign aid on economic growth in Latin America and the Caribbean and determines whether this relationship is conditional on institutional quality, utilizing an index of accountability. I examine whether or not accountability structures rather than fiscal policies as used in Craig Burnside and David Dollar's 2000 article “Aid, Policies, and Growth” are a better determinant for overall economic growth. Using a database spanning 1996 to 2008, this paper examines the relationship between foreign aid and economic growth in 19 Latin American and Caribbean countries and seeks a clear definition of institutional quality. The findings …

Energy Conflicts: A Growing Concern In Latin America, Patricia I. Vásquez
Latin American Energy Dialogue, White Papers and Reports
This article discusses how the implementation of energy projects has spurred conflict throughout Latin America over the past decade. The article states that there are two underlying factors that trigger such conflicts: economic inequality and weak state management of the revenue being generated by extractive industries. Based on this premise, the article explores a variety of conflicts , including geopolitical and border conflicts at the regional level, revenue conflicts at the national level, and local conflicts.

Digital Television Broadcast Adoption In Latin America, Deb Tech, Jack Walters
Research & Publications
This paper proposes a model of the decision factors used by countries to decide which digital television (DTV) broadcast standard to adopt. The focus is on countries in Latin America that are in the midst of adopting and/or implementing new standards. This paper uses a multiple case study approach and independent inter-rater techniques to extract a set of decision factors used by four Latin American countries to select a digital broadcast television standard. Two decision factors expected by the researchers were confirmed. In addition, two additional decision factors were identified. This research is valuable in developing a deeper understanding of …

The Cara Network: Building Latin American Capacity In Hydrogeology And Water Resource Management, David N. Bethune, M.Cathryn Ryan
Journal of Contemporary Water Research and Education
Ground water supplies the vast majority of water supply in Central America yet, prior to the last 15 years, there have been only a handful of appropriately educated hydrogeologists in the region. The CARA Network (http://www.caragua.org) began in 1999 with the intention of building capacity in hydrogeology and water resource management in Central America. Capacity is built at national (public) universities through applied two-year M.Sc. programs with related teaching and research. Each university is strengthened through the creation of new faculty positions, faculty training, the procurement of equipment/books/software, and the dedication of infrastructure. To date, the CARA M.Sc. programs have …
