It has long been recognised that exposure to environmental tobacco smoke (ETS) causes respiratory and cardio-vascular disease. A ban, prohibiting smoking in the workplace, was sanctioned by the Irish government and came into effect on 29 March, 2004. Bar staff were an ideal group to study the health effects of the introduction of this ban. Methods Workers were recruited through their Trade Union, Mandate, and 81 participated in the pre-ban phase of testing between September 2003 and March 2004. They attend the Respiratory Laboratory in St. James’s Hospital and underwent lung function tests and measurement of exhaled carbon monoxide (CO). …

This is the second in a series of three papers which explore and describe ‘quality’ as a tool in the Irish Higher Education sector. This paper reviews macro, mesco and micro issues relating to quality assurance within the context of European Union Education Ministers’ communiqués and in Irish national policy. A micro perspective is then undertaken pertaining to the Technological University Dubin describing how quality assurance systems and procedures emerged in the Institute. It also includes the Institute’s response to provisions made in the 1999 Qualifications (Education and Training) Act with reference to the necessity of carrying out quality reviews. …

This study investigates Leaving Certificate students’ attitudes to and motivation in the learning of Irish and German in 25-selected second level schools, of which five are Irish-medium schools, in Munster and Leinster. A historical overview of the two languages is presented to contextualise the study, as well as to provide a broad framework for the subsequent literature review, in which government policies towards the teaching and learning of Irish and German are examined. A twelve-scale questionnaire, consisting of 228 items, is employed as a data collection instrument to measure language attitudes and motivation. The structure and operation of a community-based youth counselling service operated by the Kildare Youth Services (KYS) is examined with a view to highlighting its preventative nature. Presenting problems are explored, in the context of the wider social milieu. Particularly, recent trends in sexual behaviour, substance abuse and child sexual abuse are examined. Interviews were conducted with a sample of professionals who referred clients, patients and students to the KYS Youth Counselling Service. Interviews were also conducted with a small sample of clients of the service and with the counsellor-coordinator of the Youth Counselling Service. The service was viewed positively …

Purpose: This paper reports on three periods of library and information service (LIS) recruitment data collected over a six-year timeframe with the aim of developing a tool for indexing change in the recruitment and labour market for workers in the field. Methodology / Approach: The recruitment data was collected in an Irish context over three distinct 12-month timeframes (1999, 2001-2002 and 2005). The two earlier annual sets of data have already been reported and discussed (the latter in Library Management in 2004a), and the most recent set (2005) is presented here. Public-Private Partnership (PPP) has now become established as a key element in the Irish Government’s strategy in the provision of school buildings. Specific guidelines have been implemented to define the public sector role in a PPP in Ireland and these guidelines represent a significant change in role from those in the traditional schools procurement process. Through a literature review, this paper maps the PPP process and establishes the new tasks that public sector employees must carry out in the adoption of PPP.
