Incumbent And Challenger Campaign Spending Effects In Proportional Electoral Systems The Irish Elections Of 2002, Kenneth Benoit, Michael Marsh

Research Collection School of Social Sciences

Positive effects of campaign spending on electoral outcomes have been found in several comparative, multiparty contexts, but very few of these systems use proportional representation. The few studies examining spending effects in multiparty elections have found that incumbent spending is no less effective than challenger spending, contrary to the vast bulk of empirical literature drawn from single-member district contexts. This study reexamines incumbent-challenger differences in spending effects under the single transferable vote. Examining the Irish general elections of 2002, the authors find a positive and statistically significant relationship between spending and votes. Candidates that spend more win more votes, and …

Seventy years ago this summer, Hitler’s general staff drew up detailed plans to invade Ireland. In June of 1940, Germany’s 1st Panzer Division had just driven the British Expeditionary Force into the sea at Dunkirk. Churchill labeled Britain’s rout and the evacuation of approximately 330,000 British and allied troops a ‘miracle of deliverance’. The Nazis intoxicated with their victory in France considered themselves unstoppable and were determined to press their advance into Britain and Ireland. This year marks the 30th anniversary of the enlistment of women to the Irish Defence Forces. Whilst Irish women fought in the 1916 Rising and were combatants in the War of Independence and Civil War, they were largely excluded from the newly formed Free State Army of the 1920s. Dr. Bridget Lyons Thornton was an exception to this rule and was commissioned as an officer at the rank of Lieutenant in 1923. Yet, even in affluent societies, access to holidaying opportunities continues to be constrained by a variety of factors relating to inter alia income, gender, health and race. This is problematic because it means that sizeable minorities within advanced societies are being denied the benefits that researchers have attributed to the practice of holidaying. This article reports on the mathematical competency of students entering third-level education in the University of Limerick (UL). Data from diagnostic testing, gathered on 5,949 students between the years 1998 and 2008, are used to demonstrate the changes in competency levels of students entering UL. There has been a significant decline in the performance of students in the diagnostic test over time.The performance, on average, of students with the same leaving certificate mathematics grade on entry into university has not changed significantly over time. The diffusion of microgeneration technologies like micro wind turbines provides great potential to reduce CO2 emissions, ease fossil fuel dependency and stabilize energy costs. The uptake of microgeneration technologies among home owners, however, remains low and they are often referred to as resistant innovations. Consumer resistance to innovations is a generally under-researched area and empirical evidence is scarce. The research presented in this study is based on a large scale study around micro wind turbines, which was conducted with home owners in the Republic of Ireland in 2009. The purpose of the chapter is to delve into the growing imbalance between the educational technology widely supported by higher education institutions and today’s digitally cognisant student body. The authors argue that technology, such as Learning Management Systems (LMS), are not meeting the needs of the current students, commonly referred to as "digital natives", and that a disparity exists between how the students choose to communicate, in general, and how they are encouraged or required to communicate in accredited courses.

As the first decade of the twenty-first century evolved, Ireland was one of only two countries in the European Union that did not have legal, regulated casinos. The Irish Gaming and Lotteries Act of 1956 does not prohibit games with equal chances. Moreover, games can be conducted lawfully, according to the Act, if promoters assess minor seat charges to players, and “the promoter derives no personal profit from the promotion of the game.” Additionally, Part III of the 1956 law indicates that amusement centers can have slot machines that award small prizes.
