This paper investigates France’s role during the first decade of European integration, and in particular the initiatives of Jean Monnet and Robert Schuman which led to the creation of the European Communities. Monnet and Schuman began the modern process of uniting Europe with the creation of the European Coal and Steel Community, but the process of integration faced its strongest opposition within France itself and the movement had its first setback in 1954 when the French National Assembly rejected the proposed European Defense Community. Nevertheless, European integration continued, and after the subsequent French election, France rebuilt momentum for further European …

Jordan has become known as the home for refugees from the crises that have occurred along its borders. Several waves of large groups of refugees have come to Jordan: 1948, 1967, 1991, 2003, and 2011-present, with copious amounts of refugees coming from different surrounding countries to Jordan. The Hashemite Kingdom is ruled through keeping relations between the Bedouin tribes that have lived in the area from the founding of the country. This has led to the denial of equality for former refugees who obtained citizenship as well as the other refugee populations in areas such as work and education. As …

The domestic adoption system throughout the United States has been complex yet crucial in starting millions of families over the years. About 7 million Americans are considered adopted persons, and as many as 100 million Americans have adoption in their immediate families. Though these numbers seem impressive, there are still 130,000 children in the U.S. foster care system waiting to be adopted. Adoptions in the US fall into one of three main categories. The first is adoption of children from the public foster care system, the second is adoption through private adoption agencies or independently, and the final category is …

There has been significant research on various interpretations of the American South, and the relationship between Southern and American identity. However, there has been little investigation into how modern popular culture depicts and constructs the Southern past and how this shapes Southern identity. This article interrogates the relationship between modern films, race, and Southern history to ask, has the challenge to codified Jim Crow segregation changed filmic portrayals of Southern history? How do these portrayals affect both Southern and American identity? Using race as a lens, the article argues that the end of the Civil Rights Movement has created a …

From 1909 to 1930, U.S. courts grappled with claims by authors of prose works claiming that works in a new art form—silent movies—had infringed their copyrights. These cases laid the groundwork for much of modern copyright law, from their broad expansion of the reproduction right, to their puzzled grappling with the question how to compare works in dissimilar media, to their confusion over what sort of evidence should be relevant to show copyrightability, copying and infringement. Some of those cases—in particular, Nichols v. Universal Pictures—are canonical today. They are not, however, well-understood. In particular, the problem at the heart of …

This course is designed to familiarize students with the history and current applications of health communication theory and strategies to public health practice and research. This course examines how to structure, develop and evaluate social marketing, media advocacy, risk communication and advocacy skills for change. In the campaign finance realm, we are in the age of the imperial First Amendment. Over the past nine years, litigants bringing First Amendment claims against campaign finance regulations have prevailed in every case in the Supreme Court. A conservative core of five justices has developed virtually categorical protections for campaign speech and has continued to expand those protections into domains that states once had the authority to regulate. He loves it not just as a governing structure, or a political system, but as a document. The value of historic observational weather data for reconstructing long-term climate patterns and the detailed analysis of extreme weather events has long been recognized (Le Roy Ladurie, 1972; Lamb, 1977). In some regions however, observational data has not been kept regularly over time, or its preservation and archiving has not been considered a priority by governmental agencies. This has been a particular problem in Southeast Asia where there has been no systematic country-by-country method of keeping or preserving such data, the keeping of data only reaches back a few decades, or where instability has threatened the survival of historic records. …

Creating A Self-Stabilizing Constitution: The Role Of The Takings Clause, Tonja Jacobi, Sonia Mittal, Barry R. Weingast
Northwestern University Law Review
The U.S. Constitution has survived for over two centuries, despite the Civil War and numerous other crises. In contrast, most national constitutions last less than two decades. Why has the Constitution sustained a largely stable democratic system while so many others have failed? A self-stabilizing constitution creates incentives for all relevant actors to abide by the rules. Drawing on earlier work, we argue that, to be self- stabilizing, a constitution must (1) lower stakes in politics for both ordinary citizens and powerful elite groups; (2) create focal points that facilitate citizen coordination against transgressions by government officials; and (3) enable …
