This dissertation analyzes the process of Albany's rise to the center of American Indian-European relations on the northeast coast of North America between the years 1647--1680. By the year 1677 the Albany courthouse served as the meeting place for the negotiations that formed the Covenant Chain between the Five Nations of the Iroquois and the English colonies of North America. To reach this important development, however, took years of political, military, economic and cultural struggle. Moreover, these struggles were not merely between the Iroquois and the English who would eventually negotiate the Covenant Chain, but within them as well.

Not so long ago, in 1998, the world acknowledged both the fiftieth anniversary of the Universal Declaration of Human Rights and the 350th anniversary of the Peace of Westphalia. The Universal Declaration was celebrated in the popular press, by thousands of activists, and at well attended open forums at schools and universities. Westphalia was noted almost exclusively at academic conferences. But public obscurity is an undeserved fate for Westphalia, for its legacy in organizing our political world vies with that of the American and French revolutions. Degrees Of Freedom: Building Citizenship In The Shadow Of Slavery, Rebecca J. Scott

Articles

By seeing events in the past as part of a dynamically evolving system with a large, but not indefinite, number of degrees of freedom, we can turn our attention to the multiple possibilities for change, and to the ways in which societies that are initially similarly situated may go on to diverge very sharply. Thus it is, I will argue, with societies in the 19th century that faced the challenge of building citizenship on the ruins of slavery.

With the armed forces of the People's Republic of China (PLA) celebrating its 75th anniversary on August 1, 2002, it only seemed appropriate and timely to take stock of the world's largest military. The PLA has officially been in existence for three-quarters of a century, and its history is one filled with turmoil and warfare. One weekend in the September 2002, a group of PLA specialists gathered at Carlisle Barracks, the home of the U.S. Army War College, to assess what lessons China's soldiers had drawn from the history of their own armed forces. Based upon the premise that land reform is essential to creating socio-economic equality, easing racial tensions and stemming the tide of violence in South Africa, this note will provide suggestions for effective land reform policy. To accomplish this, this Note will examine the paths taken by several other transitional African governments in land reform policy. It will attempt to extract practical lessons from their experiences and apply them towards the development of effective land redistribution policy in South Africa. Part I of this article, on the historiography of South Carolina Reconstruction, explains the difficulty scholars have had in uncovering the documentary history of Reconstruction, and outlines the development of historical interpretations of Reconstruction from the Nineteenth century Redeemer-era accounts to the revisionists of the 1970's. Part II provides brief biographies of both Justice Wright and William James Whipper. Parts III and IV track the different approaches of Whipper and Wright on two vital issues of their day: (1) whether to repudiate all private debts relating to slavery; and (2) how to construct a homestead law to protect cash-poor landowners. …

In the past 30 years, the legacy of African-American slavery has experienced a transformation in historical perspective. Morality aside, several historians have suggested that the accepted views regarding slavery need revision, particularly in an economic sense. Utilizing cliometrics, census records, diaries, and first-hand accounts of slavery in the South, economic historians such as Robert Fogel and Stanley Engennan have made a compelling case for the viability and profitability of slavery by exposing the nuances of the system that historical generalities often ignore. Of course, words like "viable" and ''profitable" do not necessarily mean "virtuous"or even "preferable", but it does imply …
