Recently, there has been an increased demand on fiscal accountability in all sectors, but perhaps even more so in the educational arena. Recruitment and retention have become very important in a time of shrinking engineering enrollments. This means that special efforts need to be made to attract new students to our engineering and applied sciences college, especially underrepresented minorities and women. At the same time, extra efforts need to be made to retain the students already recruited. All of this takes time and money.

Recent Case: Fourth Circuit Finds University Of Maryland Minority Scholarship Program Unconstitutional, Podberesky V. Kirwan, 38 F.3d 147 (4th Cir. 1994), Kimberly J. Robinson

In Podberesky v. Kirwan,4 the Fourth Circuit held that the University of Maryland at College Park (UMCP) denied Daniel Podberesky, a Hispanic/white student, equal protection of the laws by excluding him from consideration for the race-based Benjamin Banneker Scholarship Program. The program, the court held, was not narrowly tailored to remedy past discrimination at the University. In its analysis, however, the court applied only a portion of the applicable legal standard. A proper analysis of the program using the factors set forth in United States v. Paradise would have demonstrated that the program was narrowly tailored to address the racial …

The use of minority scholarships to create a diverse student body and to remedy past discrimination has been the subject of considerable controversy in recent years. Although such scholarships constitute a small percentage of financial aid for higher education, opponents of minority scholarships argue that they unfairly discriminate against non-minority students on the basis of race. This study provides an in-depth description of mixed gender working partnerships in a collaborative effort over a one year period. The research identified differences between men and women in mutually collaborative working partnerships at the undergraduate level in order to also discover what was productive or problematic between those women and men in the partnerships. The research studied twenty-two UCSD undergraduate women and men who worked together in partnerships with mutual goals. The research utilized phenomenological interviewing techniques. Since the mid-1980s, leaders in higher education have promoted the resurgence of student service linked with learning, but limited research exists on expectations or outcomes for these students or for the communities they serve. The literature review revealed that students' experiences of community service leadership had been a previously unexplored phenomenon. This study investigated the experiences of college students as community service leaders over a two-year period at two universities. According to data generated by four case studies, these leaders perceived significant personal changes in themselves as being different from changes they experienced when they volunteered. We need only look at the newspapers today to know that insufficient numbers of college and high school graduates are seriously considering social service careers to meet community needs. Job applications are down at human service agencies. Twenty-first century slogans have not helped charitable fund drives meet goals of past years. Education is being challenged to respond to a social deficit in preparing citizens for community service.

This study of principal preparation programs composing the Danforth Foundation Program for the Preparation of School Principals (DPPSP) was conducted to identify and compare the perceptions of program faculty and program coordinators of their respective instructional planning and teaching practices, and their like perceptions of department expectations of faculty regarding these same roles. Variables were constructed using a pilot survey with selected faculty who were members of the Southern Region Council for Education Administration. There were three major findings.
