The decision of the Court of Appeals for the Fifth Circuit in Hopwood v. Texas sent shock waves through the academic community with its holding that the Equal Protection Clause of the Fourteenth Amendment prohibited the University of Texas Law School from taking account of race as a factor in its admissions process. In the course of invalidating certain procedures employed by the law school, the Fifth Circuit concluded that Justice Powell's influential opinion in Regents of the University of California v. Bakke, which recognized the pursuit of diversity in higher education as a compelling state interest, had never constituted …

One of the striking features of Australian higher education over the last ten years has been the marked increase in participation by Indigenous Australians. In a National Review of Education for Aboriginal and Torres Strait Islander Peoples, carried out in 1994, it was noted that the number of Aboriginal and Torres Strait Islander students had more than doubled between 1988 and 1993 (National Review of Education for Aboriginal and Torres Strait Islander Peoples, 1994:28-29). Indigenous Australians constitute 1.6 per cent of the population of Australia and in 1993 some 5,578 indigenous people were attending Australian public universities, which is 1.3% …

Shared Governance In The British Columbia Post-Secondary Education System: The Boards' Role In Decision-Making, Edwin Deas Edd

In 1995, the membership of governing boards in colleges in British Columbia changed from lay persons appointed by the provincial government. The new boards consisted of fewer lay appointees with the addition of elected faculty, staff, and students, together with the college presidents and education council chairs as non-voting members. The presence of employees and students on boards was viewed by most observers as likely to enhance the quality of decision-making in general. Many of the colleges in the North Carolina Community College System have embarked on a "quality" journey to continuously improve the educational programs and services that they provide to their communities. The primary focus of this study was to determine the level of Total Quality Management (TQM) principles implemented in selected North Carolina community colleges and to determine if there was a difference in the perception of its implementation between administrators and faculty. Methodological Problems In Evaluating Service Learning Projects, David A. Payne

Evaluation/Reflection

The ever increasing use of "service learning" as an adjunct to the ongoing instructional programs in public schools and higher education has challenged the conduct of both formal and informal evaluations. This article considers threats to internal validity in evaluating "learn and serve" projects with particular attention to data collection design and instrumentation. Mixedmethods designs are likely to be most effective, particularly when the intent is to focus on valueadded assessment, and there is considerable variability in the nature and extent of implementation of learn and serve activities.
