considerable number of international students are represented within the Minnesota State University, Mankato student population. Research indicates that international students face unique and challenging experiences when attempting to adjust to life as a student in the United States. In addition to these unique stressors, research indicates that international student populations utilize campus and community-based counseling services at a lower rate than American students. There are numerous and complex reasons for this utilization trend. Governing Board Accountability: Competition, Regulation And Accreditation, Judith C. Areen

Georgetown Law Faculty Publications and Other Works

This article examines the three primary ways in which the governing boards of American colleges and universities are held to account: (1) competition; (2) regulation, including state nonprofit corporation laws, tax laws, and licensing laws; and (3) accreditation. It begins by tracing how lay (meaning nonfaculty) governing boards became the dominant form of governance in American higher education. It argues that governing boards provide American institutions of higher education with an exceptional degree of autonomy from state control and that, together with the shared governance approach that gives faculties primary responsibility for academic matters, they have been a vital factor …

"Your Results May Vary": Protecting Students And Taxpayers Through Tighter Regulation Of Proprietary School Representations, Aaron N. Taylor

This article argues for stricter regulation of proprietary (for-profit) school advertising and recruitment practices and proffers specific proposals for effectuating this regulation. Proprietary schools play an important role in broadening access to higher education. They enroll a large number of students who are underserved by traditional, non-profit institutions. These students tend to be poorer, less educated, and older than students at traditional schools, and they tend to undertake higher education for very practical reasons. These characteristics make them particularly susceptible to deceptive marketing and unfounded promises of higher education providers. Public higher education is a large enterprise in the United States. Total state expenditures for higher education totaled nearly $152 billion dollars in FY2008, accounting for over ten percent of total state expenditures and representing the single largest category of discretionary spending in most states (NASBO, 2009). The last three decades have witnessed the introduction of hundreds of pieces of legislation across states which make structural changes to state higher education governance systems (Marcus, 1997; McLendon, Deaton, and Hearn, 2007). Admission policies and practices in higher education, including those in nursing programs, are diverse; yet administrators have traditionally relied upon preadmission academic achievement for selection of qualified students. Higher education administrators have the responsibility to serve the institution and all of its constituents, ensuring that admission policies and regular systematic evaluation of those policies are important aspects of that service.;The nursing shortage and limited resources have pressed nursing schools to implement innovative strategies to increase the number of qualified graduates. The dissertation focuses on one aspect of the accreditation process of engineering programs in the United States, which is conducted under the standards of the Accreditation Board for Engineering and Technology (ABET). Engineering programs seeking accreditation are required to comply with the so called Engineering Criteria 2000 (EC2000), which has been divided into eleven "learning outcomes," labeled a through k. The Paradox Of Evidenced-Based Management In Higher Education, Alice J. Walker

The potential role for evidence-based management approaches to transform systems of higher learning and meet the growing needs of our knowledge economy is widely proposed. Most of the empirical work on evidence-based practice and management has concentrated on dynamics directly related to the use of evidence. This study takes a broader view of the management process of inquiry in which evidence is collected, interpreted or ignored. Semi-structured interviews with 31 faculty, staff and administrative members of college quality improvement committees were conducted in a grounded approach to qualitative research. Designing A Woman-Friendly Workplace: A Prognosis And Prescription For Institutional Health At The University Of Guam, Helen Thompson, Andrea Sant Hartig, Diane Thurber

Journal of International Women's Studies

This article explores the campus activist and research efforts made possible through a Campus Action Project grant awarded by AAUW (2006-2007) to the University of Guam (UOG). Faculty-student researchers developed a workshop series addressing women's workplace concerns and conducted research investigating the health of UOG through selected key indicators of a woman-friendly institution. This article focuses on the research findings, the impact of the grant efforts, and recommendations for institutional changes.
