Introduction, Marcy Murninghan

New England Journal of Public Policy

America faces a reckoning, a crucible of what Reinhold Niebuhr observed more than eighty years ago. Our democratic principles and traditions are imperiled by the power of financial oligarchs and unfettered money flows, which have contributed to massive inequality that, in turn, has given rise to political unrest and a sense of cultural unmooring.

The articles presented here are both descriptive and normative, setting forth a complex social problem with seemingly bottomless proportions and then offering a design or set of remedial actions to alleviate them. Drawing on my professional experience going back to the mid-1970s, I wrote these pieces …

Equity In Contemporary Immigration Enforcement: Defining Contributions And Countering Criminalization, Jayesh Rathod, Alia Al-Khatib Jan 2018

Equity In Contemporary Immigration Enforcement: Defining Contributions And Countering Criminalization, Jayesh Rathod, Alia Al-Khatib

Scholarly Articles in Law Reviews & Journals

Since the 2016 Presidential election, discussions of immigration policy and enforcement have taken center stage in the public debate. In contrast to the Obama administration, which had articulated specific priorities for removal, the Trump administration has significantly expanded its enforcement targets. Indeed, high-level officials have confirmed that virtually anyone who is in the country without authorization is susceptible to removal. To make its case for enhanced immigration enforcement, the current administration has deployed familiar tropes regarding immigrant criminality and dangerousness. This rhetoric, operationalized through varied structures of criminalization, has shrunk the pool of individuals who can argue against removal, notwithstanding …

Equitable Access To Public Transport: Corridor Plans For Transit-Oriented Development In Soweto, South Africa And Boston, Massachusetts Compared, Janice Griffith May 2017

Equitable Access To Public Transport: Corridor Plans For Transit-Oriented Development In Soweto, South Africa And Boston, Massachusetts Compared, Janice Griffith

Journal of Comparative Urban Law and Policy

The article argues that municipalities should play a major role in ensuring equitable access to public transportation and in planning for transit-oriented development. It presents two case studies that illustrate the importance of these undertakings. In South Africa, apartheid spatial and racial segregation resulted in the exclusion of non-white residents from the urban core where the economy was centered. These residents, who were forced to live in a city’s outlying areas, experienced considerable difficulty in commuting to the workplace. To address the lack of transportation equity, the City of Johannesburg, with support from the national and provincial governments, embarked on …

Public Transit Equity Analysis At Metropolitan And Local Scales: A Focus On Nine Large Cities In The Us, Greg P. Griffin, Ipek N. Sener Dec 2016

Public Transit Equity Analysis At Metropolitan And Local Scales: A Focus On Nine Large Cities In The Us, Greg P. Griffin, Ipek N. Sener

Journal of Public Transportation

Recent studies on transit service through an equity lens have captured broad trends from the literature and national-level data or analyzed disaggregate data at the local level. This study integrates these methods by employing a geostatistical analysis of new transit access and income data compilations from the Environmental Protection Agency. By using a national data set, this study demonstrates a method for income-based transit equity analysis and provides results spanning nine large auto-oriented cities in the US. Results demonstrate variability among cities’ transit services to low-income populations, with differing results when viewed at the regional and local levels. Regional-level analysis …

Evaluating The Kaiser Permanente Community Fund’S Social Determinants Of Health Portfolio, Sarah B. Paige, Emily Bourcier, Carol Cahill, Clarissa Hsu, Chris Kabel Jan 2012

Evaluating The Kaiser Permanente Community Fund’S Social Determinants Of Health Portfolio, Sarah B. Paige, Emily Bourcier, Carol Cahill, Clarissa Hsu, Chris Kabel

The Foundation Review

· Research over the past two decades repeatedly demonstrates the relationship between poor health outcomes and socioeconomic factors such as poor housing, poverty, racism, and structural inequity.

· In 2005, the Northwest Health Foundation, supported by the Kaiser Permanente Community Fund, began an initiative to address these social determinants of health (SDOH).

· A variety of projects – short- and long-term, large and small – were supported over the five-year period for a total of $12.4 million. The mean project-implementation grant was $175,350 and 2½ years in length; capacity-building grants averaged $50,000 for 1½ years.

· In all, 323 social-determinant …

Potential Economic Consequences Of Local Nonconformity To Regional Land Use And Transportation Plans Using A Spatial Economic Model, Caroline Rodier, Margot Spiller, John E. Abraham, John D. Hunt Jun 2011

Potential Economic Consequences Of Local Nonconformity To Regional Land Use And Transportation Plans Using A Spatial Economic Model, Caroline Rodier, Margot Spiller, John E. Abraham, John D. Hunt

To achieve the greenhouse gas (GHG) reduction targets that are required by California’s global warming legislation (AB32), the state of California has determined that recent growth trends in vehicle miles traveled (VMT) must be curtailed. In recognition of this, Senate Bill 375 (SB375) requires regional governments to develop land use and transportation plans or Sustainable Community Strategies (SCSs) that will achieve regional GHG targets largely though reduced VMT. Although the bill requires such a plan, it does not require local governments to adopt general plans that conform to this plan. In California, it is local, not regional, governments that have …

A Methodology For Building Culture And Gender Norms Into Intervention: An Example From Mumbai, India, Kristin M. Kostick,, Stephen L. Schensul, Pertti Pelto

UCHC Articles - Research

This paper responds to the call for culturally relevant intervention research by introducing a methodology for identifying community norms and resources in order to more effectively implement sustainable interventions strategies. Results of an analysis of community norms, specifically attitudes toward gender equity, are presented from an HIV/STI research and intervention project in a low income community in Mumbai, India (2008–2012). Community gender norms were explored because of their relevance to sexual risk in settings characterized by high levels of gender inequity. This paper recommends approaches that interventionists and social scientists can take to incorporate cultural insights into formative assessments and …

Collaboration And Climate Action At The Local Scale, Linda Lyshall

Antioch University Dissertations & Theses

This dissertation encompasses a case study and a Participatory Action Research project. The case study focuses on climate change mitigation activities within King County, Washington and its 39 cities and towns and discusses progress and challenges related to transportation issues, efficiency measures, and sustainability planning. The findings indicate there is a high level of activity in waste reduction, environmental outreach and education, bicycle and pedestrian promotion, tree canopy protection, sustainability policies, and green building. Other categories, such as energy efficiency, electric vehicle infrastructure, and greenhouse gas emission inventories and goal setting are on the rise. Twelve of the cities were …

We Speak For Ourselves: Grassroots Movements In The Struggle For Environmental Justice, Christopher O'Brien Apr 2009

We Speak For Ourselves: Grassroots Movements In The Struggle For Environmental Justice, Christopher O'Brien

Global Studies Student Scholarship

This literature review and thesis examine two main issues, one on grassroots and community organizing and the other discussing the implications of environmental racism. The paper examines the nature of why low income and minority communities experience a disproportionate amount of environmental injustices, and what can be done at the grassroots level to combat this. Through a review of literature on both community/grassroots organizing and the prevalence of environmental racism within the United States, along with experiential findings through a community partnership, the issues of remedying environmental racism and the effectiveness of the remedies are explored. Environmental racism is a …

Thinking Outside The (Bricks-And-Mortar) Box(Es): Using Cyberspace Technology To Reconceptualize Schooling And Community In The Face Of Resegregation, Jonathan D. Becker

Educational Leadership Publications

As the 50th anniversary of the landmark "Brown v. Board of Education" decision arrives, a notably gesellschaftliche (individualist, freedom-oriented, rationalist) paradigm in the education policy agenda prevails. That is to say, in the wake of a series of Supreme Court decisions and the proliferation of publicly funded, ethnocentric charter schools in the past few decades, this country has moved away from "Brown's" celebrated ideals and closer to the old idea of "separate but equal." Furthermore, the disconnect is occurring along racial and cultural lines. Thus, if we are to achieve the benefits of diversity in schooling and create a more …

Alaska Sustainable Gross State Product, Eric Larson Apr 1999

Alaska Sustainable Gross State Product, Eric Larson

ISER Reports

Over the past ten years, the idea of "sustainable development" has been promoted as a way to reconcile economic development and environmental protection. With this popularity has come many different -- and often conflicting -- definitions and interpretations of "sustainability." To help clarify the meaning of "sustainable development," this paper offers a very basic definition of sustainability. This particular definition is measurable and allows us monitor whether or not we are achieving sustainability. This paper presents the assumptions underlying the basic definition of sustainability and then describe the methods for measuring it using an indicator called "sustainable gross state product." …
