In a country where only 2.53 per cent of the female population is literate, the importance of education for girls cannot be overestimated. India, being freed from British Rule in 1947, is now an independent self-governing nation. In its draft constitution it has accepted the democratic way of life. Democracy postulates an equality of opportunity for every individual to develop his abilities to the fullest extent and to be able to play his proper role in society. Recent cases in which the Court has overthrown enforced separation in public higher education on the ground of inequality but without consideration of the merits of the separate but equal rule have been the occasion for an outpouring of law review discussion on the subject. The present paper is a part of this stream. Its purpose is two-fold: first, to set forth the judicial history of the modern separate but equal rule, noting its pre-Fourteenth Amendment origin and the rather uncritical manner in which courts permitted it to infiltrate its way from one area of the law to another; and …

It was the purpose of the writer to conduct a series of line blend experiments with mineral pigments in a prepared fritted glaze with the intention of finding: (1) the effects of the different mineral pigments, and (2) the desired quantities of these coloring agents in a given glaze. It was expected that the experiment would result in a set of sample tiles which could then be used in teaching.

Some knowledge of the California School Law is presumed to be a part of the professional training of every teacher. A specific course in State School Administration and School Law in a prerequisite to the securing of an Administration Credential. The courses offered and the resultant use of the Education Code are not enough to make members of the teaching profession conversant with the many and varied aspects of legal restrictions and permissions concerning the California School System. The ordinary layman who has not had even the basis training in legal knowledge is even more inept at finding the law. …

The amount of light needed to produce the most efficient work is still subject to controversy. An adequate amount is recommended by everyone, but the definition of adequate varies as is evidenced in the amount of foot-candles suggested. But the emphasis now has shifted from "how much light should we have" to "how well can we see." Quantity and quality may now be regarded as the twin requirements for good lighting. This new look in school lighting can be summarized in two words--brightness control. It involves the control of brightnesses of everything in the visual field. This new emphasis not …
