Restoring The Public In Public Policy: Lessons From Lasch, Arendt, And Rawls, Anthony M. Barr

Contemporary political debates on the Left about equality tend to emphasize either equality of opportunity or equality of outcome. Neoliberals focus on market-based interventions that can increase individual upward mobility while Social Democrats call for state-based interventions that result in equitable distribution of resources. In this article, I challenge both of these conceptions, arguing that an overreliance on both the free market and the administrative state can undermine individual agency and exclude everyday citizens from political deliberation and decision-making. I argue that a better aspirational model is equality of participation in political deliberations and processes. Drawing on Christopher Lasch, Hannah …

Being raised in a district composed of rural and suburban communities and later spending years teaching in urban and suburban school districts, I was able to define one key factor: successful students had one or more significant adult who provided them with meaningful guidance and support. For many, a classroom teacher and the experiences, mentorship, and compassion they provided happen to be that significant factor that changed the lives. Technology development has radically shaped science communication techniques. Science communicators should be prepared to face these changes as they provide valuable new methods for increased engagement. Currently, communicators rely on deficit models (top-down transmission) and dialogic models (bottom-up transmission) to present information. The decision on which model to use is reliant upon the communicator’s skill level and impression of the relationship between scientists and the general public. The traditional narrative of the Forest Service places the mythic “two-fisted” male ranger as the focus of its history. The reality is that without women he would not have gotten the job done. Women’s work as advocates, foresters, rangers’ wives, clerks, information and education specialists, scientific researchers, and lookouts reveals that although women were excluded from the male domain of forestry, they created a distinct female tradition within the Forest Service—what one called a “feminine forestry” that proved without women, the Forest Service would not have achieved its accomplishments or growth throughout the twentieth century. For institutions serving rural students, retention must be a priority. This quantitative, descriptive comparative study examined the existence of a relationship between types of services accessed by rural students ( tutoring, peer mentoring, and centralized advising) and their retention, and the number of accessed services and retention. The study also examined an association between a sense of belonging and support services accessed by students. Vincent Tinto's (1975; 1993) Social Integration Theory and Bean and Eaton's (2000) Psychological Model of Student Retention provided the theoretical framework for this study. A problem exists in using educational software as an intervention for middle grades mathematics. The rural middle school used an educational program to improve mathematical achievement; however, the effectiveness of this program was not evaluated. The e-learning theory served as the theoretical framework for this study. The purpose of this explanatory, sequential mixed methods design was to examine the relationship between the i-Ready intervention program and students’ mathematical achievement and to explore teachers’ perceptions of implementing the i-Ready intervention program. The participation rate of Black higher education students in education abroad programs has been significantly compared to their White peers. The purpose of this concurrent mixed methods research study was to examine the participation rate of Black higher education students in education abroad programs by exploring student perceptions relative to barriers and motivations, utilizing the Cultural Approach as the conceptual framework, specifically the economic, social, and intellectual cultural spheres of influence. A web-based questionnaire with quantitative and qualitative items was completed by 248 Black participants and 206 White participants. Background: Menstruation is an ongoing biological process that affects a large portion of the population and requires consistent health and medical care. However, menstruation does not affect women and girls equally in resource-poor communities and girl-unfriendly schools, particularly in low- and middle-income countries. Without proper menstrual hygiene management (MHM) and menstrual health and hygiene (MHH), girl’s attendance at school is reported to decline or cease altogether. Providing the proper resources to fulfill women’s and girl’s menstrual hygiene needs may impact female’s attendance rates at school, and furthering women’s education is fundamental in advancing female’s equality world-wide.

Human trafficking (HT) victims often seek medical care in the emergency room setting. In a recent study among HT survivors, 88% attested to receiving medical care while in captivity, with 63% treated in the emergency care setting. Freestanding emergency departments typically have lower acuity and lower patient volumes than hospital-based emergency departments. This setting creates shorter wait times and minimizes the length of stay at every point during the emergency room experience. For traffickers, this is an ideal situation if their victim needs medical attention, and they want to get in and get out of the emergency room with less …

This thesis explores Mississippi K-12 public education in terms of inequality and critical pedagogy with a focus on historical factors, state testing, and personal accounts of current teachers. The research is based on ten in-depth interviews with current schoolteachers regarding their perspectives on education and personal experiences and draws from previous scholarship, notably bell hook’s concept of engaged pedagogy. Critical pedagogy offers a model for transformative education for resisting social inequity and promoting democracy and citizenship, but teacher interviews suggest that the structure and culture of classrooms are contradictory to adopting critical pedagogy. This study analyzes the effects of COVID-19 on students at the University of Mississippi. For students, COVID-19 changed the landscape of education, with classes and jobs going online. Students who graduated in May 2020 entered a poor job market and many ended up going to graduate school instead of finding a job. Access to medical and professional help was limited at the very beginning, with offices not taking patients or moving appointments to virtual only. This would require that each student needing help had to have access to quality internet service, which wasn’t always guaranteed, thus producing additional challenges.

Often referred to as the “Blue State”–due in part to its association with the United Nations’ trademark blue branding–the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA) has evolved since its creation in 1949 to become both a symbol of the Palestinian cause and an inimitable public service provider across its five areas of operation, especially in regards to education. In the Hashemite Kingdom of Jordan alone, the UNRWA education program educates more than 120,000 students in 169 schools with results comparable with, if not often superior to, Jordanian public schools.

Important factors emerged from an analysis of interviews and literature that shows how controversy, lack of exposure to LGBTQ+ identities, and time, all contribute to the lack of inclusivity for the LGBTQ+ community. Heteronormativity is the presumed acceptance of culturally determined gender roles about heterosexuality and what expectations society considers as “natural” or “normal” (Habarth, 2015). United States schools are primarily heteronormative (Dinkins & Englert, 2015). The No Child Left Behind Act of 2001 required school districts to employ “highly qualified” teachers in all core subject areas by the 2005-06 school year. Defining “highly qualified” relates to the quality of the teachers training and certifications, never mentioning sexuality or lifestyle as a component. The Monterey County Health Department received a grant under Proposition 64 legalizing cannabis in California for use by adults 21 or older. The training focuses on educating the Environmental Health Bureau on the adverse effects of cannabis use during gestation and lactation. The research found an excess of women consume cannabis during gestation and lactation. A 2016 study showed that 8.5% of pregnant women between 18-25 used cannabis (Ryan, Ammerman, & O’Connor, 2018). The purpose of this study was to identify educators’ perceptions of Mandated Reporting Training. This study used a quantitative design with 88 participants from Southern California. Child abuse can impact a child’s life severely and may even cause death in extreme situations. Child Protection Services receives millions of child abuse allegations every year. Abuse continues to be underreported despite state regulations that require teachers to complete the Mandated Reporter Training. Third grade students who cannot read at grade level are more likely to experience difficulties throughout their education. This intrinsic case study examined the epistemological beliefs and pedagogical practices of six third grade English Language Arts (ELA) educators on developing students' comprehensive literacy skills (CLS) in two Title I schools. Bronfenbrenner's bioecological and ecological theories of human development postulated the theoretical framework. Educators' epistemologies were examined through their decision-making processes during ELA instruction. In this thesis, I investigate educators’ experiences and observations of structural inequities during the switch to online teaching and learning amidst the COVID-19 pandemic. Through interviews with ten educators in the city of San Antonio, Texas, I analyzed the COVID-19 pandemic through an equity lens, specifically highlighting the ways in which it is transforming access to education for underserved students. Through this study, I find that the digital divide is still a salient issue in society, and that students of color and/or from low socioeconomic backgrounds are pushed out of schools by external structural forces that further marginalize their community. …

Introduction: Africa has many untreated neurosurgical cases due to limited access to safe, affordable, and timely care. In this study, we surveyed young African neurosurgeons and trainees to identify challenges to training and practice.
Methods: African trainees and residents were surveyed online by the Young Neurosurgeons Forum from April 25th to November 30th, 2018. The survey link was distributed via social media platforms and through professional society mailing lists. Univariate and bivariate data analyses were run and a P-value < 0.05 was considered to be statistically significant.
