In the transplanting of any race or people, a period of acclimatization by the process of natural or formal education must inevitably ensue if that group wishes to survive both mentally and spiritually; and in many cases physically.

In any community a human, in order to make himself agreeable and useful, must learn to cooperate with his or hers neighbors. This is usually accomplished by first learning the language of one's country of adoption, then to learn the philosophy of the inhabitants already established there, and finally to apply one's self diligently by industry and perseverance to occupation.

This investigation includes not only the development of the codes of ethics adopted by the state teachers’ associations, but the codes which have been adopted by local associations of teachers as well . The impetus gained from the formulation and adoption of local codes of ethics and their enforcement carried the movement onward and finally resulted in the adoption of similar codes by state teachers’ associations for state-wide application. The argument that the schools can do a great deal to direct and facilitate social change seems valid when we consider the school's sphere of influence. Today a million teachers are entrusted with the task of educating more than 25,000,000 pupils. For twelve years these millions of boys and girls are under the direction of school teachers--certainly no other professional or civic group has an opportunity of like magnitude. If the teaching group should effectively unite upon a comprehensive program its influence on social change would be considerable.

The main purpose of this study was to plan a definite health education program for the Elementary Schools of Galena. This program to be adjusted to the needs of the pupils.

Preliminary work in developing the program involved the following: a study of the health work being done in other schools; making a survey of the health work already being carried on in the Galena Schools; studying the health problems of the teachers; making a physical examination of each pupil; and giving a health knowledge test to selected grades.

Some explanation is necessary of the method of procedure in compiling material for this thesis. The first step was really taken seven years ago. At that time the writer interviewed state officials at Sacramento, California, in the hope of obtaining state aid for educational finance in the Tule Lake section of the Klamath Irrigation Project. The Governor, the department of education, and the finance department were all consulted, but no legal way was discovered of using state money for the erection of school buildings in the district mentioned.
