Legislating Accountability: Standards, Sanctions, And School District Reform , Aaron J. Saiger

The “New Accountability” movement in American education purports to catalyze improvement in American education by setting clear state standards for academic performance, measuring performance against those standards, and disseminating information about results. This Article argues that the potential of state accountability programs lies not in their imposition of standards but in their imposition of a sanction - the disestablishment of school districts, which entails unseating the local superintendent and school board and replacing them with state officials or their designees - that is extremely painful for the targeted district but is also painful for states to impose. There is a recognized state and national shortage of Career and Technical (CTE) teachers; in certain school districts or by subject area, it is defined as a "Critical Shortage". At the same time, both statewide and nationally, the number of teacher preparation programs for Career and Technical Education (CTE) teachers has decreased. To alleviate the shortage and increase access many Career and Technical Education (CTE) teacher preparation programs use the web. In the first half of the sixth century, an Italian monk, Benedict of Nursia, provided a framework for Christian monastic life. In the last half of the nineteenth century, his descendants arrived in the Great Plains, part of the westward movement of Christian missionaries in North America. What could this ancient way of life offer to a new land of Native tribes and immigrant farmers, traders, and soldiers? And what might this new land contribute to the shaping of a uniquely American form of monastic life?

The Price Of Education: What Local Control Is Costing American Children., Debra L. Ireland

The Scholar: St. Mary's Law Review on Race and Social Justice

Wealth and property are not equally distributed in America, and these inequities are exacerbated by the American school system. The current school system is community-centered, meaning children living in poorer districts do not have access to the same level of education as children living in wealthier districts. The comment discusses the impact that budgeting decisions have on community perceptions and expectations, as well as how community favoritism plays a role in the education financing equation. Liberal Hegemony - School Vouchers And The Future Of The Race, Harry G. Hutchison

This Article examines the school voucher debate. Because “the causes of poverty within the black community are both structural and behavioral,” and because the available evidence provides an inferential connection between education and poverty, I contend that the reigning legal and political theory as embedded in, and as explicated by the constitutional jurisprudence of the Zelman dissenters, and as exemplified by other commentators, fails to address adequately racial disparity and neglects to consider adequately the victims of the current public school hegemony. Hence, the legitimacy of much of the current opposition to school vouchers remains indefensible form an outsider perspective.

In his ambitious new book, William Fischel, a Professor of Economics at Dartmouth College, gives us a new political animal: "The Homevoter." The homevoter is simply a homeowner who votes (p. ix). An Investigation Of Pre-Nursing And Second-Year Baccalaureate Nursing Students' Perception Of Spirituality, Jacquelyn Kay R. Williams

This pilot study investigated whether spiritual care education is a part of the baccalaureate nursing curriculum at a south Texas university. This study used two standardized scales to compare the pre-nursing students' and senior baccalaureate nursing students' attitude about spirituality at different levels in the nursing program. Two quantitative questionnaires were used to investigate the nursing students' personal spiritual involvement and beliefs and their opinions about the spiritual role of the nurse in meeting patient spiritual needs. No statistically significant differences in the two group's personal spiritual involvement and beliefs were found. Statistically significant differences were found in the opinions …

This report presents some early evaluation evidence on the effectiveness and impact of the implementation of the Maine Learning Technology Initiative (MLTI). The goal of the Year One evaluation, which is being conducted by the Maine Education Policy Research Institute (MEPRI), is to provide policymakers and practitioners with information that will assist them in determining whether or not, and to what degree, the vision and goals of the MLTI are being achieved. The Year One design is focusing primarily on the students who entered seventh grade in September 2002, and their teachers and schools.

This Quarterly Report is a primary deliverable from the University of Nevada, Las Vegas (UNLV) Transmutation Research Program (TRP) Director to the U.S. Department of Energy (DOE) as described in the UNLV Advanced Accelerator Applications (AAA) proposal, and AAA FY02 Work Package. Note: during this quarter, the AAA national program changed names to the Advanced Fuel Cycle Initiative (AFCI) and the UNLV AAA University Participation Program changed its name to the Transmutation Research Program. Committed To Encounter: Sources Of Teacher Engagement With Students In A Cross -Cultural Study Of Two Sister Schools In Japan And The United States, Rosemary Anne Zurawel

The purpose of this research is to examine the sources of teachers' motivations to engage with students. I have chosen care theory upon which to build the conceptual framework for this phenomenological study, and I consider both natural and ethical care as seen by Nel Noddings. I have also drawn upon the work of Jane Roland Martin and The Schoolhome (1992), and that of Sarah Lawrence-Lightfoot in Respect (2000). Finally, I examine the Japanese notion of amae, or interdependence, and note its parallels to the ethics of care.
