Is it a systematic strategy or a mutation of millennial ferver that drives the escalating challenges to the civil rights of this nation's racial, linguistic, and national origin minorities? Increasing juridical, legislative, and popular assaults on affirmative action policies coupled with the sometimes less heralded emergence of a de facto U.S. language policy are sweeping through the states. These activities draw on a consistent repertoire of approaches from the invocation of the very language and concepts of the civil rights movement to the isolationist "buzz-words" of early twentieth century advocates of "Americanization." We need to understand more fully what facilitates success in schools with diverse populations. Through participatory research, the voices of school principals who are responsive to the needs of culturally and linguistically diverse students were recorded and analyzed to provide insights on the practices that promote the school success of culturally and linguistically diverse students. Using a dialogic retrospective, the participants had the opportunity to engage, individually and collectively, in reflection and dialogue to identify common themes that emerged in their important work as school leaders and as advocates for diverse students.

This applied dissertation was designed to provide training, coursework, resources, children’s materials, and program policies that would improve the development of character within preschool children enrolled in a university laboratory preschool setting. Many of the young children enrolled in this school were not exhibiting the skills often associated with character development. A number of these children were not working with others to solve social problems, did not verbalize feelings or expressed feelings in unacceptable ways, and did not identify classmates as friends. Classroom teachers also found that some children were unwilling to help others and that they were doing nothing …

The "missionary ideology" that currently underlies much of the service-learning movement is mostly the result of a series of decisions intended to "do good things" for others, and so the movement does not directly acknowledge what those others, particularly communities of color, might hove to offer, the authors say. It's time to change that.

"Our Constitution is colorblind" initially meant that white majority preferences could not and should not be reflected in government action. The maxim now means race should not be reflected at all in government action. The answer to racism lies somewhere between well-reasoned "blind" hope and historically-proven skepticism. The research is based on archival collections, syntheses of secondary literature, and other primary sources such as U.S. government reports including Bureau of the Census population reports. This essay, an expansion of remarks delivered at the LatCrit I Conference -- the first conference ever convened to discuss and explore critical legal thought from a Latina/o perspective -- develops a basis for articulating a LatCrit theory. As the introductory section, "LatCrit: The Voice for Latina/o Narratives" sets out, Latinas/os are a diverse community, whose identity components -- race, sex, ethnicity, language, and sexuality to name a few of the pertinent ones -- are indivisible yet diverse and varied. The three volumes which make up this study describe in detail how a number of teachers in different school situations in different parts of Australia undertook the assessment of young children's development of English as a second language. Most of the teachers worked in pre-primary to Year 3 classrooms where the majority of the children were aged between five and eight years. The majority worked in a mainstream context in which the number of children speaking English as a second language (ESL) varied from more than half the class to two or three students. Language, Culture, And Violence In The Education Crisis Of U.S. Latino/ As: Two Courses For Intervention, Frances R. Aparicio, Christina Jose-Kampfner

This article discusses the educational crisis of U.S. Latina/as and argues for the recognition and understanding of the extent to which institutional racism and violence are exercised by schools against this cultural sector. It then describes, as forms of intervention, a course which trainsfuture Spanish teachers in developing Latino cultural competence, and a community service learning course which offers tutoring and emotional support to at-risk middle school students.

Democracy has been defined as "a political system in which the whole people make, and are entitled to make, the basic determining decisions on important matters of public policy." While the United States is often touted as the world's leading proponent of democracy, many U.S. citizens find themselves unable to engage in one of the central acts of democracy—creating public voice through public engagement. Public engagement in the United States is constrained by our inability to talk through our shared, complementary and divergent values. While much is known about female disadvantage in learning, less research has explored their advantages, or the advantages and disadvantages experienced by male students. It seems to be generally assumed that gender issues are exclusively female issues. This project sought to dispel this myth by gathering information about male students' perceptions and experiences, and comparing them with those of female students, to highlight perceptual differences and their implications for learning.

Immigration law and politics have been historically intertwined with racial prejudice. Many of those who have called for immigration restrictions have also sought an end to the racial and cultural diversity brought by immigrants. With the end of legally sanctioned race discrimination in the 1960s, immigration rhetoric has lost some of its overt racist overtones. However, in the 1990s, many politicians and lawmakers have emphasized the difference between “legal” and “illegal” immigration. This change begs a central question: Have the racist motivations of past immigration law and policy been completely displaced by a concern for law and order? This Comment …

Locke's writings reveal him as a man obsessed with conflict; obsessed first with understanding it and second with controlling it. To understand it Locke developed a complex theory of conflict. He avers that conflict originates primarily due to divergent and false definitions of ideas. He devises his political theory with an aim to controlling conflict. In this scheme politics becomes fundamentally the search for and application of reasonable, correct definitions of key political ideas. The definitions function in a twofold manner. Measuring Species Diversity On Revegetated Surface Mines: An Evaluation Of Techniques, United States Department Of Agriculture, Forest Service

This report reviews the three most commonly used techniques for measuring species diversity in plant communities: (1) diversity indices, (2) rank correlation tests, and (3) similarity indices. The author discusses the suitability of each technique for assessing species diversity on mined land and evaluates the most often used indices, test statistics, or coefficients of each technique. Applications of the Shannon-Weiner diversity index, Spearman's rank order correlation coefficient, Motyka and others' and Bray and Curtis' version of Sorensen's similarity index, and Spatz' version of Jaccard's index for assessing mined land species diversity are presented in the appendix.

The Migration Experience Workshop was conducted in response to Recommendation i4 of the Galbally Report, namely that
"Professionals, including those studying and those currently in practices in areas with large migrant clienteles, should receive assistance in obtaining or upgrading language skills and understanding cultural differences".
The workshop focussed on the latter part of the Recommendation largely through an experiential approach based on simulated experiences, media presentations, and direct input from immigrant clientele as well as those professionally involved with them. It is only in the last four or five years that an observable effort has been made to extend the growing awareness within the community that Australia's population is clearly multicultural in composition. Despite this, most of the political, economic and social structures and organisations in the community do not adequately reflect or cater for the variety of people of different ethnic origins and identities.
