Securing The Global City: Crime, Consulting, Risk, And Ratings In The Production Of Urban Space, Katharyne Mitchell, Katherine Beckett
Indiana Journal of Global Legal Studies
The last decade has witnessed the rise of private transnational institutions that increasingly influence the organization and management of urban space. Two institutions are especially powerful in this regard: bond-rating agencies and global security firms. Bolstered by a discourse of risk and the need to securitize cities, these institutions have garnered enormous amounts of power with respect to urban social and spatial control. They are implicated in the imprisonment and displacement of marginalized populations, the intensification of gentrification, and general shifts in municipal funding priorities. A New Look At Neo-Liberal Economic Policies And The Criminalization Of Undocumented Migration, Teresa A. Miller

This paper situates the current “crisis” surrounding the arrival and continued presence of undocumented immigrants in the United States within penological trends that have taken root in American law over the past thirty years. It positions the shift from more benevolent to the increasingly harsh legal treatment of undocumented immigrants as the continuation of a succession of legal reforms criminalizing immigrants, and governing immigration through crime. By charting the increasing salience of crime in public perceptions of undocumented immigrants, and comparing the immediately preceding criminal stigmatization of so-called “criminal aliens”, this paper exposes current severity toward undocumented immigrants as consistent …

On March 28, 2007, the William Monroe Trotter Institute held a roundtable on crime in predominantly black neighborhoods. More than fifty individuals who represented a broad array of perspectives and experiences took part in the roundtable. Participants included religious leaders, elected officials, educators, academics, law enforcement officials, social services providers, youth workers and youths, and community activists. Participants were eager to examine, discuss, and contribute to the understanding of: What accounts for the high rate of violent crime in Boston’s predominantly black neighborhoods? Descriptive Analysis Of Stalking Incidents Reported To Alaska State Troopers: 1994-2005, André B. Rosay, Darryl S. Wood, Greg Postle, Katherine Tepas

This project examined the characteristics of stalking incidents reported to the Alaska State Troopers from 1994 to 2005. It included information from 210 reports, 222 charges, 211 suspects, 216 victims, and 246 witnesses. For those stalking incidents reported from 1999 to 2004, the charges, suspects, victims, witnesses, and legal resolutions are documented.

Little empirical study had been done to confirm or refute the effectiveness of incarceration in reducing crime rates when America began its historic reliance on prisons in the 1970s. Today, conversely, policymakers are faced with a large, complex, and sometimes contradictory body of research. This paper seeks to help officials make sense of this information and offers an up-to-date understanding of what works best. It also examines research on several of the other factors that might be developed as part of an expanded notion of public safety. "Eggshell" Victims, Private Precautions, And The Societal Benefits Of Shifting Crime, Robert A. Mikos

Individuals spend billions of dollars every year on precautions to protect themselves from crime. Yet the legal academy has criticized many private precautions because they merely shift crime onto other, less guarded citizens, rather than reduce crime. The conventional wisdom likens such precaution-taking to rent-seeking: citizens spend resources to shift crime losses onto other victims, without reducing the size of those losses to society. The result is an unambiguous reduction in social welfare.
