Water, Climate and Uncertainty: Implications for Western Water Law, Policy, and Management (Summer Conference, June 11-13)

The swollen creeks of Boulder, Colorado provided a fitting backdrop for the “Water, Climate and Uncertainty” conference at the Natural Resources Law Center of the University of Colorado in June 2003. Recognizing the importance of providing a forum for discussions between water managers, lawyers, policy makers, and scientists, Doug Kenney, the conference's organizer, assumed the responsibility of master of ceremonies, providing thoughtful transitions between speakers and sessions while throwing some humor into the mix. Under his direction, luminaries in the fields of science, law and policy engaged a wide range of issues related to the future of water management.

Changes In The Timing Of High River Flows In New England Over The 20th Century, G. A. Hodgkins, R. W. Dudley, T. G. Huntington Jan 2003

Changes In The Timing Of High River Flows In New England Over The 20th Century, G. A. Hodgkins, R. W. Dudley, T. G. Huntington

United States Geological Survey: Staff Publications

The annual timing of river flows is a good indicator of climate-related changes, or lack of changes, for rivers with long-term data that drain unregulated basins with stable land use. Changes in the timing of annual winter/spring (January 1 to May 31) and fall (October 1 to December 31) center of volume dates were analyzed for 27 rural, unregulated river gaging stations in New England, USA with an average of 68 years of record. The center of volume date is the date by which half of the total volume of water for a given period of time flows past a …

Historical Changes In Mid-Water Stands Of Common Reed In The Winnebago Pool Lakes, Wisconsin, Anthony O. Gabriel, Leo R. Bodensteiner Dec 2002

Historical Changes In Mid-Water Stands Of Common Reed In The Winnebago Pool Lakes, Wisconsin, Anthony O. Gabriel, Leo R. Bodensteiner

All Faculty Scholarship for the College of the Sciences

Despite the tolerance of common reed grass to environmental extremes, mid-water stands in the Winnebago pool lakes of central Wisconsin appear to be diminishing. Formerly occupying shoreline locations, water level manipulations subsequent to dam construction beginning in the 1850's have isolated reed stands off shore. These stands have persisted but casual observations indicate that stand size has been declining. To address this perception we obtained an approximately decadal series of aerial photographs dating back to 1937 for four stands in Lake Poygan. Annual records were available for 1986–94. Using image analysis software, we determined shape and size metrics. Changes in …

International Congress on Environmental Modelling and Software

The US National Assessment of the Potential Consequences of Climate Variability and Changeprovides compelling arguments for serious consideration of actions and adaptive measures by countries aroundthe world to better manage impacts on water resources, agricultural economic sustainability and environmentalquality. National resource planning at this scale requires integrated impact analysis toolboxes to allow linkageand integration of hydroclimate models, linked surface and groundwater hydrologic models, economic andenvironmental impact models as well as techniques for social impact assessment. The rationale for selection ofthe simulation models is described as well as the challenges faced in linking the component models of theimpacts assessment toolbox. Results …

Appropriate Hydrological Modelling Of Climate Change Impacts On River Flooding, Martijn J. Booij Jul 2002

Appropriate Hydrological Modelling Of Climate Change Impacts On River Flooding, Martijn J. Booij

International Congress on Environmental Modelling and Software

How good should a river basin model be to assess the impact of climate change on river flooding for a specific geographical area? The determination of such an appropriate model should reveal which physical processes should be incorporated and which data and mathematical process descriptions should be used at which spatial and temporal scales. A procedure for determining an appropriate model has been developed and applied to the above mentioned specific problem for the Meuse river in France, Belgium and the Netherlands. The model appropriateness procedure consists of three steps. First, the dominant processes and associated key variables are identified. …

Process-Based Ecohydrological Modelling At The River Basin Scale And Options For Regionalisation, Valentina Krysanova, Fred Hattermann, Frank Wechsung

International Congress on Environmental Modelling and Software

The paper discusses the importance of physical basis and level of complexity in ecohydrological models at the catchment scale, their spatial structure and temporal resolution, and preconditions for regional applications of models of that kind. As an example, the process-based ecohydrological model SWIM developed for integrated modelling of interrelated hydrological processes, vegetation dynamics and nutrient cycling at the river basin scale is presented along with examples of its validation and a regional climate impact case study.

Visual And Lidar Observations Ofnoctilucent Clouds Above Logan, Utah, At 41.7°N, Vincent B. Wickwar, Michael J. Taylor, Joshua P. Herron, B. A. Martineau

All Physics Faculty Publications

Noctilucent clouds (NLCs) were observed from a midlatitude site (Logan, Utah) on the evenings of 22 and 23 June 1999 mountain daylight time. On both nights the clouds were seen for approximately an hour by experienced observers, and they were photographed. The NLC was also observed on the second evening for approximately an hour in the zenith with the Rayleigh-scatter lidar at the Atmospheric Lidar Observatory, which is operated by the Center for Atmospheric and Space Sciences on the campus of Utah State University. These observations enabled several of the properties of the cloud to be determined. They were within …

Can Long-Term Variability In The Gulf Stream Transport Be Inferred From Sea Level?, Tal Ezer Jan 2001

Can Long-Term Variability In The Gulf Stream Transport Be Inferred From Sea Level?, Tal Ezer

CCPO Publications

Recent studies by Sturges and collaborators suggest a simple, but powerful, technique to estimate climatic changes in the transport of the Gulf Stream from the difference between the oceanic sea level calculated with a simple wind-driven Rossby wave model and the observed coastal sea level. The hypothesis behind this technique is tested, using 40 years of data (1950 to 1989) obtained from a three-dimensional Atlantic Ocean model forced by observed surface data. The analysis shows that variations in sea level difference between the ocean and the coast are indeed coherent with variations of the Gulf Stream transport for periods shorter …

Climatology Of The Daily Temperature Range Annual Cycle In The United States, Daniel J. Leathers, Michael A. Palecki, David A. Robinson, Kenneth F. Dewey

School of Natural Resources: Faculty Publications

Many researchers are presently interested in detecting long-term trends in annual or seasonal daily temperature range (DTR), and attributing these changes to anthropogenic origins. However, very little work has been done to confirm the mechanisms that are important to determining the long-term average annual cycle of the DTR. Therefore, the focus of this work is to examine the spatial and temporal difference in the DTR average annual cycle across the United States, and to associate the patterns of these cycles with potential causal variables. Three major types of DTR annual cycle exist in the United States: high sun season maximum …

Environmental Variability Effects On Marine Fisheries: Four Case Histories, Eileen E. Hofmann, T. M. Powell Feb 1998

Environmental Variability Effects On Marine Fisheries: Four Case Histories, Eileen E. Hofmann, T. M. Powell

CCPO Publications

The changing nature of marine fisheries requires management approaches that recognize and include ecosystem and environmental effects. Therefore, we review some examples of exploited fishery stocks in which environmental control is a major contributor to structuring the abundance and distribution of the stock. Four examples, taken from studies of northern cod (Gadus morhua), cod and haddock (Melanogrammus aeglefinus) larvae, the eastern oyster (Crassostrea virginica), and Antarctic krill (Euphausia superba), are given that clearly illustrate environmental control on the fishery. From these examples, we argue that future management strategies for exploited fisheries must include effects of environmental variability. In particular, management …
