This article analyzes the international emissions trading regime at the heart of the world's effort to address global warming as a means of exploring broader international governance issues. The trading regime seeks to marry two models of global governance, market liberalism, which embraces markets as the model of global governance, and sustainable development, which seeks to change development patterns to protect future generations.

The current cycle of climate change along with increases in hurricane activity, changing precipitation patterns, glacial melt, and other extremes of weather has led to interest and research into the global correlation or teleconnection between these events. Examination of historical climate records, proxies and observations is leading to formulation of hypotheses of climate dynamics with modeling and simulation being used to test these hypotheses as well as making projections. Ocean currents are believed to be an important factor in climate change with thermohaline circulation (THC) fluctuations being implicated in past cycles of abrupt change. Projected increases in dissolved aqueous concentrations of carbon dioxide [CO2(aq)] may have significant impacts on photosynthesis Of CO2-limited organisms such as seagrasses. Short-term CO2(aq) enrichment increases photosynthetic rates and reduces light requirements for growth and survival of individual eelgrass Zostera marina L. shoots growing in the laboratory under artificial light regimes for at least 45 d. This study examined the effects of long-term CO2(aq) enrichment on the performance of eelgrass growing under natural light-replete (33% surface irradiance) and light-limited (5% surface irradiance) conditions for a period of 1 yr. Since the 1920s spotted knapweed (Centaurea maculosa) has adapted to a variety of habitats, including pastureland, rangeland, hay land, open forests, road sides, and ditches. In 2003 this plant species dominated more than five million acres in Montana, half of the total infestation of noxious weeds in the state. This project demonstrates the utility of using downscaled Parameter-elevation Regressions on Independent Slopes Model (PRISM) data for predicting vegetation movement within a 2°×2° geographical area surrounding Missoula County, Montana. This localized climate change data was correlated against current knapweed range using validation data from the Volunteer for Wilderness Program at the …

Informed decisions regarding forest and carbon resources require knowledge of the impacts of environmental changes on forest productivity. We also need to reconcile the diverging productivity estimates that are presently available. This dissertation assembles two publications addressing the impacts of climate change on forest productivity and one exploring the relationship between three estimates of forest productivity. In the first chapter, I evaluated whether forests have responded to recent changes in climatic conditions. Through combining published evidence I show that forests have responded to changes in the patterns of light, water, and temperatures over the last half of the 20th century. …

How expected increases in climate variability will affect species diversity depends on the role of such variability in regulating the coexistence of competing species. Despite theory linking temporal environmental fluctuations with the maintenance of diversity, the importance of climate variability for stabilizing coexistence remains unknown because of a lack of appropriate long-term observations. Here, we analyze three decades of demographic data from a Kansas prairie to demonstrate that interannual climate variability promotes the coexistence of three common grass species. Specifically, we show that (i) the dynamics of the three species satisfy all requirements of ‘‘storage effect’’ theory based on recruitment …

Geohazards are events related to geological features and processes that cause loss of life and severe damage to property and the natural and built environment. The most common and destructive geohazards in Norway are snow avalanches, clay-, debris- and rock slides, and floods, which together caused more than 2000 deaths during the last 150 years. Statistically, about 10 large slides and avalanches are expected to occur in Norway the next 50-100 years, each with possibly 20-100 deaths, unless preventive planning and actions are made. Terminus fluctuations of five glaciers and the correspondence of these fluctuations to temperature and precipitation patterns were assessed at Oregon's Mount Hood over the period 1901–2001. Historical photographs, descriptions, and climate data, combined with contemporary GPS measurements and GIS analysis, revealed that each glacier experienced overall retreat, ranging from −62 m at the Newton Clark Glacier to −1102 m at the Ladd Glacier. Within this overall trend, Mount Hood's glaciers experienced two periods each of retreat and advance. Glaciers retreated between 1901 and 1946 in response to rising temperatures and declining precipitation. A mid-century cool, wet period led to glacier …

Catsteps are the staircase-like features common on hillslopes of the Loess Hills of western Iowa. The record of artistic depictions of the Loess Hills was examined to determine when catsteps appeared. George Catlin, Karl Bodmer, and John James Audubon traveled up the Missouri River m 1832, 1833 and 1843, respectively, and between them, produced 31 works of art depicting either the Loess Hills or the loess bluffs on the Nebraska side of the river. Only three works by Bodmer of Blackbird Hill on the Nebraska side possibly show catsteps. The Assistant State Geologist, Orestes St. John, produced six sketches of …

Hurricanes mix and cool the upper ocean, as shown here in observations and modeling of the Caribbean Sea and the Gulf of Mexico during the passage of hurricane Wilma. Curiously, the upper ocean around the Loop Current warmed prior to Wilma's entrance into the Gulf. The major cause was increased volume and heat transports through the Yucatan Channel produced by storm-induced convergences in the northwestern Caribbean Sea. Such oceanic variability may have important impacts on hurricane predictions.

Diurnal temperature range (DTR) is an important climate change index. Information on this parameter comes primarily from sparse and unevenly distributed observations of shelter air temperature. In this study, five years of GOES- 8 based estimates of land surface temperature (LST) over the United States are used to evaluate DTR at high spatial resolution. The spatial and temporal patterns that emerged show a high degree of consistency with independent satellite estimates of the Normalized Difference Vegetation Index (NDVI). Specifically, the arid regions in the western and central U.S. have larger DTRs than the eastern United States or the northwest coast. …

Long time-horizon environmental risks with potential for global impacts have increased in visibility over the past several decades. Such issues as climate change, the nuclear fuel cycle, persistent synthetic chemicals, and stratospheric ozone depletion share some characteristics, including intergenerational impacts, strongly decoupled incidence of risks and benefits, substantial decision stakes and extreme uncertainty. What is not well understood are the similarities and differences among sources and implications of uncertainty among these global environmental threats, especially those associate with current and future human behavior. Many biological, hydrological, and geological processes are interactively linked in ecosystems. These ecological phenomena normally vary within bounded ranges, but rapid, nonlinear changes to markedly different conditions can be triggered by even small differences if threshold values are exceeded. Intrinsic and extrinsic ecological thresholds can lead to effects that cascade among systems, precluding accurate modeling and prediction of system response to climate change. Ten case studies from North America illustrate how changes in climate can lead to rapid, threshold-type responses within ecological communities; the case studies also highlight the role of human activities that alter the rate or direction of …

Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.
The reasons for this growth are multifold. Federal stormwater regulations passed in the 1980s (Phase I of the National Pollutant Discharge Elimination System Program, or NPDES), motivated many larger communities to seek alternative funding sources and …

Climate changes. It always has and always will. What is unique in modern times is that human activities are now a significant factor causing climate to change. Global climate change is altering the ecology of infectious agents and driving the emergence of disease in people, domestic animals, and wildlife. We present a novel, empirically based, predictive model for the impact of climate warming on development rates and availability of an important parasitic nematode of muskoxen in the Canadian Arctic, a region that is particularly vulnerable to climate change. Using this model, we show that warming in the Arctic may have already radically altered the transmission dynamics of this parasite, escalating infection pressure for muskoxen, and that this trend is expected to continue. Dinocysts from cores collected in the Chukchi Sea from the shelf edge to the lower slope were used to reconstruct changes in sea surface conditions and sea ice cover using modern analogue techniques. Holocene sequences have been recovered in a down-slope core (B15: 2135 m, 75°44'N, sedimentation rate of ~1cm kyr-1) and in a shelf core (P1: 201 m, 73°41'N, sedimentation rate of ~22 cm kyr-1). The shelf record spanning about 8000 years suggests high-frequency centennial oscillations of sea surface conditions and a significant reduction of the sea ice at circa 6000 and 2500 calendar (cal) …

Lake Pontchartrain and the drainage basin have experienced environmental degradation because of human settlement, land use and climate changes. A thorough understanding of hydrologic trends and variability associated with the changes is critical for sustainable water resources management and ecosystem restoration in the region. This study examined freshwater inflow (1940-2002) and suspended solids loadings (1978-2001) from three upper Lake Pontchartrain watersheds that contribute to the lake estuary: the Amite, Tickfaw, and Tangipahoa river watersheds. The relationships of freshwater inflow and suspended solids loadings with climate variables and population growth were investigated. Future climate change is expected to affect ecosystem-atmosphere CO2 exchange, particularly through the influence of temperature. To date, however, few studies have shown that differences in the response of net ecosystem CO2 exchange (NEE) to temperature among ecosystems can be explained by differences in the photosynthetic and respiratory processes that compose NEE. Using a new nonparametric statistical model, we analyzed data from four forest ecosystems. We observed that differences among forests in their ability to assimilate CO2 as a function of temperature were attributable to consistent differences in the temperature dependence of photosynthesis and respiration. The possibility that rising atmospheric CO2 concentrations are influencing plant growth in contemporary ecosystems has received little attention, and the studies that exist have been done on a small spatial scale. We correlated the monthly rate of relative change in normalized differenced vegetation index (NDVI) from advanced very high resolution radiometer (AVHRR) data to the rate of change in atmospheric CO2 concentration during the natural vegetation growing season for evidence of a possible CO2 fertilization effect on vegetation development. The Arctic Oscillation (AO) controls the configuration of the Transpolar Drift (TPD). If thicker ice from the Beaufort Gyre were exported, the volume of fresh water/sea ice in the Nordic seas would significantly increase, decreasing the formation of North Atlantic deep water. This would cool large parts of the Northern Hemisphere and affect global climate. Therefore, in order to understand how the global climate system functions, it is imperative to know how the TPD changed over the last millennium or more.
