As global competition with an increasingly assertive Chinese Government expands, the strategic relationship between India and the United States is assuming ever-greater importance. From a superficial perspective, a strategic partnership seems to make a great deal of sense for both countries. Yet, enormous political, cultural, and structural obstacles remain between them, which continue to slow the progress in security cooperation to a crawl, relative to China’s economic and military advances. The authors explore these impediments frankly and suggest practical ways to build trust and establish confidence.

Many recent assessments of space power have posited a US decline and predicted a gloomy future in comparison to China and Russia. However, such analyses—based almost exclusively on state-run activities—present only part of the picture. In the twenty-first century, a new form of bottom-up, net-centric, commercially led space innovation is emerging that promises cheaper and more timely technological developments to those nations that can effectively tap into them, thus reshaping traditional definitions of space power. This paper aims to provide an alternative viewpoint on China and the South China Sea islands dispute through the use of political geography. Specifically, this piece employs a world-systems approach and critical political geography [or critical geopolitics] to understand four phenomena: first, the political-economic rationale behind China’s territorial ambitions through the nexus of its political ideology and position in the world economy; second, these ambitions using the “One Belt, One Road initiative;” third, its rise as a potential global hegemon; and lastly, the narratives behind its actions in the South China Sea islands dispute. In the most likely scenario, a high-intensity conflict between the United States and China would be confined to conventional weapons, owing to Beijing’s desire to avoid nuclear escalation. To protect the global security order and the tenuous balance of power on the world stage, the United States and its allies must craft a strategy to deny China this conventional first-strike option.

The New-Breed, “Die-Hard” Chinese Lawyer: A Comparison With American Civil Rights Cause Lawyers, James E. Moliterno, Rongjie Lan

In times of social upheaval, lawyers can mark the way toward social change. In particular, when lawyers become more aggressive than traditional lawyers in the cause of fighting injustice, they face backlash from multiple sources, including government and their own profession. Such was the case during the U.S. civil rights movement. Unusually aggressive behavior by cause lawyers was met with hostility from their own profession and from government action. Those lawyers, while battered at times with physical violence, bar ethics charges, contempt of court, and state hostility, survived and changed social conditions at the same time they altered the culture …

This thesis aims to determine China’s current role within the international system and whether or not it has achieved the status of a superpower nation and thus, the ability to shift global polarity. Due to China’s recent economic success, scholars have been debating if China has already become a superpower, will become one in the future, or if it will never attain this status. Imagining Revolutionary Feminism: Communist Asia And The Women Of The Black Panther Party, Benjamin Young

Using newspapers, autobiographies, and interviews, this article examines the ways in which women of the Black Panther Party imagined the women of Vietnam, China, and North Korea as radical archetypes during the late 1960s and early 1970s. Using Judy Wu’s theory of “radical orientalism” in conversation with Ashley Farmer’s concept of the “gendered imaginary,” I argue that the Panther women imagined the women of “the East” as pioneers in world revolution and women’s liberation in order to protest against gendered injustices within the Party and broader U.S. society. This Newport Paper will examine the role of offshore islands in twentieth-century East Asian history, in particular those islands in the Taiwan Strait that were disputed by the People’s Republic of China (PRC) and the Republic of China (ROC) during the 1950s and afterward, and how these apparently insignificant islands impacted Cold War history.

Today, the People’s Republic of China (PRC) is investing in marine scientific research on a massive scale. This investment supports an oceanographic research agenda that is increasingly global in scope. One key indicator of this trend is the expanding operations of China’s oceanographic research fleet. On any given day, 5-10 Chinese “scientific research vessels” (科学考查船) may be found operating beyond Chinese jurisdictional waters, in strategically-important areas of the Indo-Pacific. Carleton College is home to a collection of photographs, Haldore Hanson’s China Collection (1937-1938), that an alumnus took in China during the Second Sino-Japanese War. In 2008 Carleton staff digitized the China Collection and made it available to researchers online. In our paper, we introduce the Collection and discuss its historical significance, in particular for the history of guerrilla warfare during the early days of the conflict. Following our introductory overview of the Collection, we report on our use of web usage mining to track use of the Collection over the last ten years. We also discuss the …

This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. Since its beginnings in China, martial arts have intrigued people with its mastery over mind and body, from the Shaolin monk practices of hand-to-hand combat and body conditioning to folktales of martial heroes with their mastery of swordplay and their almost superhuman-like fighting abilities. Martial arts have fascinated and astonished people in China for centuries, and since their introduction to the West they have captivated other cultures the world over. Their intrigue has caused them to penetrate entertainment circles through novelization early on. The Chinese threat to Taiwan is the primary near-term challenge to the East Asian order. As the Taiwanese are most unlikely to surrender willingly, and as the United States has a vital national interest at stake, a strong case can be made on strategic grounds for defending Taiwan’s de facto independent status, should the need arise. An Australian scholar makes that case.
