How is China thinking about protecting sea lines of communication (SLOCs) and maritime chokepoints in the Indian Ocean Region (IOR) in times of crisis or conflict? Relying on Chinese policy documents and writings by Chinese security analysts, this report argues that three critical challenges limit the People’s Liberation Army Navy’s (PLAN’s) ability to project power into the region and defend access to SLOCs and chokepoints, particularly in times of crisis: (1) the PLAN’s relatively modest presence in the region compared to other powers, (2) its limited air defense and anti-submarine warfare capabilities, and (3) its limited logistics and sustainment infrastructure …

This paper attempts to historically analyze arms treaties and arms limitation agreements between the United States and Russia. The impact of limiting and reducing strategic nuclear weapons on both countries and the ability to prevent endless proliferation is discussed. Additionally, the lack of limiting and reduction agreements on China and on tactical nuclear weapons is analyzed into projections for what the future of arms agreements or races may look like. Lastly, the extending or allowing the New START agreement and its impact on U.S. national security is assessed.

Motivated by a patriotic zeal for the national salvation of China, in the 1910s, US-trained Chinese intellectuals like Francis Wei and T. C. Chao embraced a progressive version of Protestantism. While Christian colleges established by liberal missionaries during this time initially contributed greatly to nurturing a generation of intellectual elites for China, its institutionalization of progressive ideas, and its tolerance and protection of revolutionary mobilization under extraterritorial rights, also unintendedly helped invigorate indigenous revolutionary movements. China’s naval modernization, a process that has been underway in earnest for three decades, is now hitting its stride. The advent of the Type 055 cruiser firmly places the PLAN among the world’s very top naval services. This study, which draws upon a unique set of Chinese-language writings, offers the first comprehensive look at this new, large surface combatant. It reveals a ship that has a stealthy design, along with a potent and seemingly well-integrated sensor suite. This paper examines whether or not international trade can be depended on to prevent power transition wars, with a focus on the current transition between the US and China. The literature on power transitions and on trade’s impact on international wars is reviewed, and a method established for determining whether a neoliberal or neorealist understanding of the impact of trade is more appropriate in the current transition. China’s goals in the South China Sea are twofold: to expand sovereignty while keeping the peace. I argue this is accomplished through rhetorical strategic ambiguity and military clarity, which have characterized China’s maritime grand strategy since 2010. Using confusion and clarity—two seemingly opposite strategies—allows China to simultaneously expand sovereignty and maintain peace. This paper first introduces the literature and theory behind grand strategy and strategic ambiguity. The People’s Liberation Army (PLA) has ambitious goals for its power projection capabilities. Aside from preparing for the possibility of using force to resolve Beijing’s territorial claims in East Asia, it is also charged with protecting China’s expanding “overseas interests.” These national objectives require the PLA to be able to project significant combat power beyond China’s borders. To meet these needs, the PLA is building organic logistics support capabilities such as large naval auxiliaries and transport aircraft. But it is also turning to civilian enterprises to supply its transportation needs.

This dissertation relies on about 600 legal cases from the Ba County Archive that survive from the first three-quarters of the nineteenth century to investigate the social life of ordinary Buddhist monks and nuns. Although they played a crucial in maintaining the survival and proper functioning of Buddhism at the local level, they have remained significantly understudied. This dissertation adopts a bottom-up approach to investigate ordinary monastics’ involvement in various socioeconomic activities. By shifting the analytical focus from elite monks to their more mundane counterparts, this study illuminates how deeply ordinary monastics were embedded in their communities. The shift also …

The current environment is not the first time the United States has faced a destabilizing challenge in the western Pacific. In 1937, Japanese forces in China undertook a campaign to expel U.S., British, and other Western interests from that country as part of imperial Japan’s effort to dominate East Asia. The gray-zone tactics used during the Japanese campaign of 1937–40, and the deterrence actions of the U.S. Asiatic Fleet, can help shed light on the situation in the China Sea today.
