Differential Parental Participation In A Comprehensive Early Intervention Project: Is More Active Better?, Gary Percival

The current study examined the level of participation by families who have been involved between 1 and 3 years with the Community-Family Partnership (CFP) project. The CFP project is 1 of 34 Comprehensive Child Development Projects funded by the Administration for Children, Youth, and Families through the Head Start Bureau. The CFP makes available comprehensive, on-going services to enrolled families. Twenty-six families were identified as the Low Participation Group. Twenty-three families were identified as the High Participation Group. Children from each group were tested using the Battelle Developmental Inventory on a yearly basis. Results of a repeated measures ANOVA indicated …

Child care enterprise can be a vehicle for community-based economic development. Beyond the critical goal of child care service, day care as an enterprise can help build capacity for job creation and entrepreneurship in the inner city and in disadvantaged communities. Stable child care institutions with quality jobs can sound a counterpoint to the feminization of poverty. The demand for child care services is substantial and growing. In recent years there have been an extraordinary number of proposals for comprehensive and intensive changes in school structure, finance, and administration, one indication that this is a time of unprecedent change for schools. One of the forces driving this intense focus on school change is the growing national concern about youth issues and problems. Minor Changes: Emancipating Children In Modem Times, Carol Sanger, Eleanor Willemsen

This Article reports on the use of still another mechanism for removing children in conflict with their parents: statutory emancipation, the process by which minors attain legal adulthood before reaching the age of majority. Statutorily emancipated minors can sign binding contracts, own property, keep their earnings, and disobey their parents. Although under eighteen, they are "considered as being over the age of majority" in most of their dealings with parents and third parties. Thus, while emancipated minors can sign contracts and stay out late, their adult status also means that their parents are no longer responsible for the minors' support. …

Increases in the number of reported incidents of child abuse and sexual molestation have resulted in more and younger children becoming courtroom participants. Some courts refuse to consider the special needs of the child in this adversarial environment. Relying on questionable precedent, these courts hold that the defendant's right to directly confront the child, as well as strict compliance with evidentiary rules, overrides that child's interest in freedom from embarrassment or psychological trauma. Representation Of Children In Child Abuse And Neglect Cases: An Empirical Look At What Constitutes Effective Representation, Donald N. Duquette, Sarah H. Ramsey

This Article describes the purposes and design of our empirical study and analyzes the study's findings. Part I presents a case study of the representation of a child by a volunteer in a way that exhibits the role definition and training of the demonstration groups. Parts II and III discuss who should represent children and how those child advocates should be trained. Part IV discusses the design of the study. Part V presents an analysis of the study's findings. Finally, Part VI considers the policy implications of the study and concludes that the demonstration groups improved the quality of representation …
