The California High-Speed Rail in California has exceeded its budget and proven that typical methods of laying out High-Speed Rail were inefficient and detrimental to residents. By analyzing routes where the High-Speed Rail could instead be routed through medians or dead space around existing freeways, the project team determined the feasibility and cost efficiency of such an undertaking. The team analyzed multiple routes and upon choosing the best route, completed a curve analysis on a portion of the alignment, as well as completed an analysis on typical bridges that would be required. In 2018, the California legislature passed S.B. 1437 to narrow California’s felony murder rule and theoretically apply the rule only to those with the greatest culpability in a murder. However, whether intentionally or negligently, the law leaves room to disproportionally and unjustly affect adolescents by charging those with “reckless indifference” with first-degree murder. Imbedded in psychology and neuroscience research is the conclusion that adolescent brain structure and function are still rapidly developing. As a result, adolescents are less able to weigh the risks of their actions, resist peer pressure, regulate their emotions, and control their impulses. Therefore, this Note argues …

The cash bail system is the cause of numerous injustices. It favors the rich over the poor, it packs jails to the breaking point, and it forces those who have yet to be found guilty to sit in jail—often for weeks or months at a time. In 2018, the California legislature passed SB 10. The bill purported to abolish cash bail wholesale and replace it with a risk assessment program. This study examined privacy legislation in California to identify those electronic Protected Health Information (e-PHI) privacy policies that are suited to seniors using in-home health monitoring systems. Personal freedom and independence are essential to a person's physical and mental health, and mobile technology applications provide a convenient and economical method for monitoring personal health. Many of these apps are written by third parties, however, which poses serious risks to patient privacy. Current federal regulations only cover applications and systems developed for use by covered entities and their business partners. Cannabis has a long history in the United States. Originally, doctors and pharmacists used cannabis for a variety of purposes. After the Mexican Revolution led to widespread migration from Mexico to the United States, many Americans responded by associating this influx of foreigners with the use of cannabis, and thereby racializing and stigmatizing the drug. After the collapse of prohibition, the federal government repurposed its enormous enforcement bureaucracy to address the perceived problem of cannabis, despite the opposition of the American Medical Association to this new prohibition. When Proposition 227 passed in 1998, it essentially ended a thirty-year program of bilingual education in California of students with limited English proficiency, and replaced it with a controversial, year-long, intensive English-immersion program. Paying close attention to how each side of the debate was framed in televised programming and local newspapers, this paper examines why such a controversial law was able to pass by popular ballot. The summer of 2016 showed that racial discrimination in voting is alive and well, as federal courts across the country struck down state statutes that disproportionately disenfranchise minority voters, including voter ID laws, restrictions on early voting, and racially gerrymandered legislative districts. However, at the local level, discriminatory practices in the nation’s approximately 89,000 political subdivisions have gone largely uninvestigated and challenged. Recent conflicts between communities of color and law enforcement have highlighted the failure of local governments in places like Ferguson, Missouri to adequately represent the interests of minority voters. Parental incarceration thwarts the relationships of children with their parents. Nurturing family bonds run counter to the dominant philosophy and practices of incarceration, which punish people by removing them from their families and communities, restraining them in small spaces, and depriving them of ordinary freedoms, pleasures, and self-determination. Family-friendly programs mandated by the legislature often fail in the implementation phase due to a lack of political and community support.

In the wake of the 2015 measles outbreak in California, California Senate Bill 277 (S.B. 277) was enacted. S.B. 277 repeals the personal belief exemption to California’s immunization requirement for children in public and private educational or child care facilities in the State. While S.B. 277 was enacted to prevent the spread of contagious diseases through mandatory vaccinations of school-aged children, there are objections to this approach. Parents who oppose S.B. 277 contend that S.B. 277 violates their federal and state constitutional rights to make medical decisions on behalf of their child, and infringes on their child’s fundamental state interest …

DNA-based capture-mark-recapture (CMR) techniques are commonly used to obtain population parameters of black bears (Ursus americanus) in rural and wildland landscapes; however, these techniques have not been implemented in urban clusters (i.e., 2,500 to 50,000 residents). Black bears can readily habituate to urban clusters, and wildlife managers need to monitor and manage these urban bear populations. We modified DNAbased CMR for black bear using hair-snares to take into account the small home ranges of urban bears, urban bear behavior, and human safety within Mammoth Lakes, California, USA. California’s black bear (Ursus americanus) population has tripled over the last 3 decades, causing an increased incidence of human–bear conflicts, many of which now occur in urban areas. Consequently, it is imperative that bear managers have the ability to monitor population parameters in both wildland and urban environments to help manage bears. Capture-mark-recapture (CMR) methods using uniquely typed genetic samples (DNA) collected via hair-snares have been widely used to monitor bears in wildland areas.
