Stuck In Neutral? Federalism, Policy Instruments, And Counter-Cyclical Responses To Covid-19 In The United States, Philip Rocco, Daniel Beland, Alex Waddan
Political Science Faculty Research and Publications
Federalism plays a foundational role in structuring public expectations about how the United States will respond to the COVID-19 pandemic, as both an unprecedented public-health crisis and an economic recession. As in prior crises, state governments are expected to be primary sites of governing authority, especially when it comes to immediate public-health needs, while it is assumed that the federal government will supply critical counter-cyclical measures to stabilize the economy and make up for major revenue shortfalls in the states. Yet there are reasons to believe that these expectations will not be fulfilled, especially when it comes to the critical …

The Greater New Orleans Foundation (GNOF) in partnership with the University of New Orleans’ (UNO) Political Science Department undertook a study to gain insights on the impact the ongoing COVID-19 pandemic is having on nonprofit organizations located in Southeast Louisiana and to share this information as a resource to philanthropy, nonprofits, and civic leaders in our region. GNOF and UNO conducted online and phone surveys beginning March 23, 2020 through April 13, 2020 which targeted 501(c)3 public charities, excluding churches, foundations, and unique groups of larger nonprofits such as hospitals, universities, and charter schools. Our research examined ten essential questions …

A novel coronavirus disease 2019 (COVID-19) infection caused by severe acute respiratory syndrome coronavirus 2 (SARS-Cov-2) first emerged in December 2019 in Wuhan, China, has become a global pandemic. Currently, the management of COVID-19 infection is mainly supportive. Several clinical trials worldwide are evaluating several drugs approved for other indications, as well as multiple investigational agents for the treatment and prevention of COVID-19. Here, we give a brief overview of pharmacological agents and other therapies which are under investigation as treatment options or adjunctive agents for patients infected with COVID-19 and for chemoprophylaxis for the prevention of COVID-19 infection. At …

Reforming State Corporate Income Taxes Can Yield Billions, Darien Shanske, Reuven S. Avi-Yonah, David Gamage
Articles
In this installment of Academic Perspectives on SALT, the authors argue that the current crisis is the perfect time to make revenueraising reforms to state corporate income taxes — reforms that would have been desirable policy improvements even during an economic upturn, but that are even more clearly good policy moves in light of the current and upcoming state economic and budgetary crises.

The information has been gathered by reviewing material and documents pertinent to COVID-19 in the context of Pakistan. The incidences of COVID-19 cases are gradually increasing; however, the case fatality rate is relatively lower in Pakistan as compared to developed countries. The government has taken massive actions, in terms of lockdowns, quarantine homes, testing facilities, closure of schools, and mass gatherings at places, to combat COVID-19. However, the measures seem …

Distributed Manufacturing Of Open Source Medical Hardware For Pandemics, Joshua M. Pearce
Michigan Tech Publications, Part 1
Distributed digital manufacturing offers a solution to medical supply and technology shortages during pandemics. To prepare for the next pandemic, this study reviews the state-of-the-art of open hardware designs needed in a COVID-19-like pandemic. It evaluates the readiness of the top twenty technologies requested by the Government of India. The results show that the majority of the actual medical products have some open source development, however, only 15% of the supporting technologies required to produce them are freely available. The results show there is still considerable research needed to provide open source paths for the development of all the medical …

In this thought leader commentary, we review the potential devastating effects of the COVID-19 pandemic on young people, including trauma, impacts on mental health, socioemotional distress, and changes in academic learning. Stating that 4-H is uniquely positioned to mitigate these effects through intentional positive youth development efforts, we present a call to action for 4-H educators and Extension administrators as we move from initial reaction to recovery and beyond. We recommend four research-based strategies to ensure that youths not only survive, but thrive, in this time like no other.

This report focuses on the Latino population of Massachusetts and uses 2014–2018 American Community Survey (ACS) demographic data to explore both Latinos’ vulnerability to COVID-19 infection and the key predictive factors. We explore what is known about the social determinants of health previously identified as critical to understanding the spread and differential infection rates of COVID-19 across populations—for example, opportunities for infection due to employment and housing conditions—and how these apply to the Latino population in Massachusetts. We also briefly explore those factors that lead to COVID-19 severe illness and possibly death from the disease, including the age of the …

Reflections On Covid-19, Insurance, Business Interruption, Systemic Risk, And The Future, Robert H. Jerry Ii
Faculty Publications
The COVID-19 pandemic is a major loss event for the insurance industry. This chapter begins with an overview of the pandemic’s most significant insurance implications. Because business interruption has been the most prominently discussed of these impacts, the second part of this chapter takes a closer look at business interruption insurance. This part describes how markets for this coverage are structured in the U.S., and then undertakes a detailed analysis of one of the most common business interruption policy forms, demonstrating that some aspects of this form, insofar as pandemic-caused business interruption is concerned, were not drafted with utmost precision. …

Therefore, patients more often present to Ear Nose Throat (ENT) clinics with symptoms including cough, sore throat, fever and shortness of breath. In the management of head and neck pathologies, as the airway is a direct source of infection, the impact of COVID-19 holds special significance. In this time of the novel coronavirus when history itself is being wounded again, this line of inquiry seems especially pressing. As some journalists and scholars have already been noting, Chinese churches are at the forefront of getting transnational news about COVID-19 while also bearing the brunt of anti-Asian racism for it. A statement has already been put out by a coalition of Asian American evangelicals about this pandemic dynamic, and I don’t have much to add. But I confess I wonder if my insights from childhood could add to reflections about these times, though I’d say it’s too early …

The disproportionate impact of COVID-19 on communities of color in the United States and immense vulnerabilities in lower-income countries has revealed a global health reality that is often overshadowed by decades of progress in overall global health, with new lows in child and maternal deaths every year, more people with HIV receiving access to lifesaving anti-retroviral therapy, and rising life expectancies. That reality is one of vast national and global inequalities, with the lived experiences of members of marginalized populations far removed from laudatory health headlines.
Here, we propose an ambitious agenda to bridge the gap between progress in global …

As a result of the COVID-19 pandemic, construction companies across California have been forced to quickly adapt to new protocols and regulations. Since certain areas of California have been more impacted by the pandemic, construction companies in those counties have been forced to comply with stricter coronavirus guidelines. Between the regions researched in this case study, the Bay Area has been affected the most by COVID-19 shutdowns and regulations. Then, Los Angeles County and San Diego County, which faced similar restrictions. The least restrictive area to build during the pandemic is the Central Valley, where there were less reported cases. …
