Thanks to the coronavirus pandemic, the threat of medical rationing is now clear and present. Hospitals faced with a crush of patients must now seriously confront questions of how to allocate scarce resources—notably life-saving ventilators—at a time of severe shortage. In their protocols for addressing this situation, hospitals and state agencies often employ explicitly disability-based distinctions. For example, Alabama’s crisis standards of care provide that “people with severe or profound intellectual disability ‘are unlikely candidates for ventilator support.’” This essay, written as this crisis unfolds, argues that disability-based distinctions like these violate the law. Armenia's Government has taken acute measures to combat COVID-19, the novel coronavirus disease, by implementing a set of aggressive policies aimed at containing the epidemic. The perceived relative success of these measures--although it is quite premature to speak of any kind of success at this stage--also recognizes the inevitable: the virus cannot be fully contained and it is a matter of time before its transmission escalates. This is precisely what has been observed in much of Europe, Asia, and North America: containment strategies remain limited, so governments are proceeding with more complex mitigation strategies.

Public health officials consistently promote hand-washing as a way for people to protect themselves from the COVID-19 coronavirus. However, this virus can live on metal and plastic for days, so simply adjusting your eyeglasses with unwashed hands may be enough to infect yourself. Thus, the Centers for Disease Control and Prevention and the World Health Organization have been telling people to stop touching their faces.

This essay, written by a law professor and a student teaching assistant, shares suggestions intended to increase student engagement and improve learning outcomes by creating and using digital teaching assets effectively. The essay briefly summarizes the literature on traditional and online law school pedagogy and then explains the Hybrid Corporation class we taught during the Spring 2020 COVID-19 emergency. In the following working paper, I want to make a plea for what I am calling a “reverse quarantine”—quarantining people who are over 65 (who number 52 million), before they get sick. We need to complement this policy with federally funded and locally organized efforts to support seniors in place, drawing on the wellsprings of American pragmatism, the capacity to respond in emergencies, American volunteerism, and neighbor-to-neighbor assistance. In order to save the lives of inmates, as well as redress some of the harms the prison system and the pandemic have caused them, Congress must pass a bill to temporarily suspend the Prison Litigation Reform Act. As of August 13, 2020, 95,398 inmates have contracted COVID-19. Prisons refuse to adapt or implement measures to save lives. Because of the Prison Litigation Reform Act, it is near impossible for inmates to take their cases to court. In late 2018, the Trump Administration introduced Migrant Protection Protocols (MPP), also known as the Remain in Mexico Policy, to curb illegal immigration. The protocols allow the U.S. to remove immigrants, including asylum seekers, to Mexico while their claims are processed. This is problematic on its own, but even more so during the COVID-19 pandemic; makeshift asylum tent-camps are home to thousands of vulnerable individuals where viral spread would be devastating. This article examines the United States’ response to the severe impact of the coronavirus (COVID-19) in immigration detention centers and considers the United States’ obligations to the vulnerable population of immigrant detainees. This article argues that the COVID-19 pandemic further demonstrates the United States’ lack of guaranteed health care for immigrant detainees and deportees despite international recognition of the human rights to health and life. The outbreak of the COVID-19 coronavirus pandemic provides an opportunity to investigate several aspects of the work of local newspapers in the United States, including their ability to create original reporting, gatekeeping, the influence of chain ownership, and the possible effect of political polarization on hard news coverage. This study examines the early coverage of COVID-19 in a selection of American local newspapers in 28 states—15 Republican-dominated (“red”) and 13 Democrat-dominated (“blue”) —during January and February 2020. COVID-19 has effectively spread worldwide. As of May 2020, Turkey is among the top ten countries with the most cases. A comprehensive genomic characterization of the virus isolates in Turkey is yet to be carried out. Here, we built a phylogenetic tree with globally obtained 15,277 severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) genomes. We identified the subtypes based on the phylogenetic clustering in comparison with the previously annotated classifications. The economic recovery in Illinois following the Great Recession was relatively sluggish. Per capita expenditures by municipalities with a population of 25,000 or larger increased by only about 1% annually between 2012 and 2019 after controlling for inflation. In some instances, these municipalities lost population or had decreases in their tax base. Some made slight shifts to capital expenditures, perhaps to adjust from cutbacks during the recession period but these changes were relatively small. This article exams expenditure trends by size of municipality and location within Illinois. Substantial differences are found between those in the Chicago area versus downstate. Downstate …
