Japan’s disaster evacuation signage systems are highly standardized and widely regarded as effective for the domestic population, who operate within a shared cultural framework shaped by years of earthquake drills, formal disaster education, and a common visual vocabulary for risk and evacuation. In coastal cities like Kamakura, however, the audience composition has changed significantly, with millions of international visitors now navigating these spaces each year without the disaster literacy or cultural familiarity that the existing signage was designed to assume. Complex coordinated terrorist attacks involving chemical, biological, radiological, nuclear, and explosive (CBRNE) elements, along with active shooter threats, pose significant challenges for first-responding law enforcement officers. Responding to active threats where civilian lives are at immediate risk of serious injury or death requires an immediate, decisive response from the initial officers on the scene. When responders learn that perpetrators have dispersed one or more CBRNE-related weapons during an ongoing violent spree, on-site law enforcement personnel must be appropriately trained and adequately equipped to quickly and decisively confront and neutralize the attacker(s). Juvenile probation agencies routinely administer risk-need assessments. However, evidence remains limited regarding the association between changes in scores from repeated risk-need assessments and recidivism among justice-involved youth. Grounded in general personality and cognitive social learning theory and the risk-need-responsivity model, this quantitative study examined whether changes in dynamic scores on the Positive Achievement Change Tool were associated with recidivism among youth on juvenile community supervision in Washington State. Using 24,929 paired initial and final Positive Achievement Change Tool assessments, the study analyzed total and domain-level dynamic score changes with recidivism measured during the 24 months following the final assessment. This quantitative study assessed the impact of no-cash bail reforms on local jail populations in various U.S. states. The no-cash bail policies, also known as "cashless bail," are criminal justice reforms that reduce or eliminate the need for defendants to pay money to secure release from jail while awaiting trial. The goal is to base pretrial detention on safety risks, not financial status. These systems use non-monetary conditions to ensure court appearances instead of wealth-based detention. Law enforcement agencies struggle to recruit and retain officers due to lack of public support, criticism, and declining well-being, which raises stress levels. While operational stress affects officers, organizational stress is more damaging. Transformational leadership can help create a psychologically safe work environment, but research on this link is limited and mixed. This study examined how each HEXACO personality trait (Honesty-Humility, Emotionality, Extraversion, Agreeableness, Conscientiousness, Openness) moderates this relationship, drawing on social exchange and attribution theories. Resilient Ethical Governance By Design: Building Resilience For Future-Ready Smart Cities Against Emerging Technology Disruptions In Public Sector – A Case Study Of Dallas Smart City, Emmanuel Asamoah Asare

This dissertation examines how Dallas’s smart city strategic policies foster resilience against disruptions associated with emerging technologies, particularly artificial intelligence and Internet of Things systems. Using a convergent mixed-methods comparative case study, Dallas serves as the primary case, Austin serves as a U.S. municipal comparator, and Barcelona serves as a qualitative benchmark for ethical and trust-centered smart city governance. The study integrates document analysis, broadband and digital equity indicators, stakeholder engagement evidence, and exploratory quantitative comparisons to assess how governance adaptability, preparedness, functionality, equity, and stakeholder trust shape resilience outcomes.
The findings provide partial support for the study’s hypotheses. Dallas …

The Effect Of Mental Health Check-Ins On Stigma And Symptoms Of Anxiety, Depression, And Post-Traumatic Stress, Benjamin Joseph Boeke

This applied quantitative study examined whether participation in structured mental health check-ins was associated with self-stigma toward seeking psychological help and reported symptoms of anxiety, post-traumatic stress, and depression among law enforcement officers. Using a cross-sectional, nonexperimental comparative design, anonymous survey data were collected from 130 active sworn officers across 10 small and mid-sized Iowa law enforcement agencies. The agencies included those with and without mandatory check-in policies; primary comparisons were based on officers’ reported participation in at least one check-in. Measures included the Self-Stigma of Seeking Help Scale, Generalized Anxiety Disorder-7, PTSD Checklist for DSM-5, and Patient Health Questionnaire-9. …

Following the COVID-19 pandemic, the global tourism industry has steadily recovered since 2022. Island-hopping cruises have gained increasing attention for enhancing regional connectivity and diversifying marine travel experiences; however, their development in Asia remains limited compared with that in Europe and the Caribbean due to fragmented policy coordination, inadequate port infrastructure, and uneven technological readiness. Although Taiwan possesses a geographic advantage and can serve as a strategic hub linking Asian island destinations, systematic planning and stakeholder coordination remain insufficient, resulting in unclear mechanisms that drive or constrain island-hopping cruise tourism. The outer continental shelf of the Gulf of Mexico (Gulf) is characterized by unique bathymetric features that provide critical habitat for marine fauna. Here, we demonstrate the utility of large-scale acoustic telemetry for monitoring an oceanic marine protected area (MPA) and document the first known occurrences of white sharks (Carcharodon carcharias) within Flower Garden Banks National Marine Sanctuary (FGBNMS). White sharks were tagged with acoustic transmitters in the western North Atlantic Ocean off the east coast of the United States and Canada. This study examines leadership in a community policing context. It addresses a long-standing problem: injustice, inequality, and unfair treatment. Specifically, it examines community policing and the impact of law enforcement leadership, particularly servant leadership, on policing outcomes. Greenleaf’s Theory of Servant Leadership guided this study. Participants included mid- to senior-level law enforcement officers with community policing experience, at least three years of leadership experience, and at least 18 years of age. Recruitment occurred through social media outlets such as Facebook and Instagram. Data were collected through semi-structured interviews with 19 participants. Thematic analysis produced six themes: community engagement and partnerships; …

Why Was I Stopped? How Police Encounters Shape The Perceptions Of Black Adults, Darilyn Anita Monk

Racial disparities in police encounters persist in Illinois, where Black adults are disproportionately subjected to investigatory stops despite ongoing oversight efforts. This study examined how citizens affected by these stops experienced and interpreted these encounters. The participants were seven Black adults from Lake County, Illinois. Data were collected using semi-structured interviews. Thematic analysis revealed racial profiling and discrimination as central, structuring features of police interactions. Participants described being stopped without clear justification, subjected to heightened suspicion, and treated as presumptively criminal. These encounters were understood not as isolated incidents but as patterned practices, producing mistrust, anxiety, and diminished perceptions of …
