In 2022, in New York State Rifle & Pistol Ass’n v. Bruen, the Supreme Court revolutionized the Second Amendment, achieving the long-held conservative goal of limiting gun restrictions by imposing an expansive, originalist view of the right to bear arms. However, within just three years, Bruen is showing cracks. Lower court judges are struggling mightily to apply it and are expressing their frustrations in exceptionally frank ways. This dissertation examines how sustainability and resilience are defined, implemented, and experienced across three levels of climate governance: household perception, community experience, and federal policy. Climate resilience is often evaluated through infrastructure performance, emissions targets, restoration timelines, and preparedness systems, yet these measures do not fully capture how residents experience uncertainty, support, equity, and mental health. To address this gap, the dissertation develops and applies the Integrated Policy Framework for Sustainability and Resilience (IPFSR). IPFSR organizes six domains into three functional categories: policy outcomes, human-centered dimensions, and implementation mechanisms. Power outages have become an increasing concern for modern power systems due to their impact on infrastructure reliability, economic activities, and public safety. The growing frequency of extreme weather events and the rising demand for electricity have made it more difficult to anticipate high-impact outage events. One of the main challenges in this context is the complex interaction between temporal patterns and geographic variations, which traditional methods often fail to capture effectively. Prosecutors were once envisioned as the heroes of the criminal legal system, wielding immense power to secure justice. Yet their role remained largely untethered to a coherent, principled framework. Without clear guardrails, traditional prosecution contributed to mass incarceration, racial disparities, and punitive excesses. Progressive prosecution sought to redress these deficiencies, but a lack of cohesive theoretical grounding, accompanied by a divestiture of power, left prosecutions weak. Reform was fragmented by electoral pressures but remained subject to abolitionist critiques. Online social networks have become central spaces for public discourse, where hostile and discriminatory language toward social groups can cause psychological and social consequences for marginalized communities. Although multiple public hate speech datasets are available, many rely on binary categorization practices that obscure linguistic, cultural, and contextual variation across targeted groups. As a result, minority and less visible forms of hate speech remain insufficiently documented and analyzed. This discussion paper examines methodological limitations in existing hate speech annotation schemes and presents a re-annotation framework applied to the HatEval2019 dataset. Homelessness is a persistent public health challenge shaped by structural inequities, stigma, and exclusion from social and health systems. Community-Based Participatory Research (CBPR) has increasingly been used to center the knowledge of people who are unhoused, yet limited attention has been given to the theoretical frameworks guiding this work across disciplines. The purpose of this dissertation was to examine theories and methods used in CBPR with unhoused populations and to explore the extension of Margaret Newman’s Theory of Health as Expanding Consciousness from a nursing-focused theory to a public health framework for understanding lived experience.

Against Doctrinal Siloing: Harmonizing Fiscal Federalism And The U.S. Constitution, David Gamage, Darien Shanske

This Essay argues that constitutional law’s treatment of fiscal federalism has fractured into a bewildering collection of doctrinal silos. Federal spending that pressures states, federal preemption of state taxes, the Dormant Commerce Clause, sovereign immunity, Section 5 of the Fourteenth Amendment, and the federal taxing power are all analyzed through distinct tests, even when they implicate the same basic conflict between federal authority and state fiscal autonomy. The result is not just theoretical confusion but inconsistent constitutional answers. Current doctrine can protect states from comparatively modest liabilities while leaving uncertain whether Congress may displace large swaths of state revenue authority. …

The growing demand for sustainable power in wearable electronics necessitates eco-friendly energy harvesting alternatives. Herein, a polyvinyl alcohol-walnut shell (PVA-WS) composite was developed as a biodegradable triboelectric active layer for a single-electrode triboelectric nanogenerator (TENG). Walnut shell powder, a lignocellulosic agricultural byproduct, was incorporated into PVA at an optimised 3 wt%, enhancing surface micro-roughness and charge trapping capability as confirmed by SEM and XRD analyses. The fabricated device yielded a peak output voltage of 130 V, short-circuit current of 390 nA, and maximum power of 20 μW at 500 MΩ under 1 Hz excitation, while also successfully harvesting biomechanical energy …

Prosecutors are the most powerful officials in the criminal legal system. They decide whether to bring criminal charges and what those criminal charges should be. These decisions are totally within their discretion. The U.S. Supreme Court has consistently protected the power and discretion of prosecutors in making these decisions, and legal challenges to the exercise of prosecutorial discretion have been largely unsuccessful.

The Constitution requires that Congress apportion any “direct” tax among the states by population. This once-dormant provision is now the most important constitutional limitation on Congress’s taxing power. Last year, in Moore v. United States, the Supreme Court seriously considered, for the first time in decades, whether to invalidate an Act of Congress as an unapportioned direct tax. While the law survived, Moore has opened a new era in which scholars and policymakers must again take apportionment seriously. Yet the apportionment requirement remains poorly understood.

Why does the Fourth Amendment belong in the Constitution? This question is not whether society should impose some legal restraints on government searches and seizures. Rather, why should such protections reside in our national charter, superior to other forms of law and insulated from change via ordinary majoritarian political processes? Globally, over five million deaths annually are attributed to extreme weather events exacerbated by climate change, such as heatwaves, hurricanes, wildfires, droughts, and floods, which create health crises and economic losses. The 2015 Paris Declaration emphasized climate technology mechanisms, including research and development, to enhance resilience and reduce greenhouse gas emissions. Biotechnological advancements have mitigated about 20% of economic losses since the 1960s, highlighting technology’s potential to address climate-induced health risks.

Intimate partner violence (IPV) is a persistent public safety and public health issue in the United States. Women in rural areas, particularly in the Southern United States, experience disproportionately high levels of frequency and severity. This thesis examines whether the protections established in Miranda v. Arizona, 384 U.S. 436 (1966), remain robust within contemporary criminal justice practice or have been weakened through doctrinal and practical developments. Miranda warnings were originally designed to mitigate the risk that coercive custodial interrogation would produce compelled or unreliable self-incrimination. Since 1966, however, both judicial interpretation and evolving law-enforcement practices have created a growing gap between Miranda’s formal legal promise and its practical operation in real-world interrogations.

This research examined how pretrial publicity, like statements made by law enforcement and prosecutors, affects criminal defense strategy. Using a qualitative, phenomenological design, interviews were held with practicing defense attorneys to understand how they deal with media coverage, protect their clients’ rights, and adjust their strategy when a case starts getting attention. The project identifies common themes, including attorney concerns about biased jurors, distorted narratives, and pressure created by public commentary. Findings work towards reforming policy discussions to respect free speech while protecting the constitutional right to an impartial jury in our modern media environment.

Problem: Law enforcement officers are exposed to repeated trauma on the job that may negatively affect their mental health. Officers may avoid seeking mental health treatment due to police culture, stigma, and other barriers which may increase risks for suicide, absenteeism, and maladaptive coping.

Objectives: Develop an evidenced-based guideline to address barriers law enforcement officers face in seeking mental health treatment.
