Drivers And Early Warning Indicators Of Cartel Tactical Innovation, Ares Boira-Lopez, Austin C. Doctor
Reports, Projects, and Research
DHS Science & Technology Directorate (S&T) tasked the NCITE Center, in support of Customs and Border Protection (CBP), to develop a framework for understanding the forms and underlying processes through which Mexico-based drug cartels innovate and adapt tactically. This rapid review report identifies the processes, drivers, and constraints that shape tactical innovation within cartel ecosystems. The framework adapts and extends multilevel frameworks of tactical innovation established in the terrorism literature, most of which were developed through the study of traditional terrorist organizations whose ideological constraints, resource profiles, and internal structures often differ substantially from those of Mexican drug cartels.

Cyber-physical systems increasingly rely on interconnected physical and digital systems whose security incidents can escalate rapidly into safety and operational failures. Existing decision-support approaches struggle to support incident response because they rely on static assumptions, incomplete vulnerability data, and single-objective risk models that do not adequately capture trade-offs between attack success likelihood, impact severity, and system availability. This paper proposes an adaptive decision-support framework for incident mitigation in cyber-physical systems that integrates hierarchical Bayesian Network modelling, confidence-calibrated exposure estimation, and multi-objective optimisation into a unified, adaptive pipeline. Post-mining governance in coal-producing regions is often unable to translate regulatory compliance into actual ecological recovery, as evidenced by East Kalimantan's environmental challenges. Therefore, this study aimed to examine implementation gaps in Indonesia's legal framework for reclamation and propose legal reforms grounded in ecological justice. A socio-legal method was used to integrate normative analysis, semi-structured interviews with 12 multi-level stakeholders, and comparative assessments of Australia, South Africa, and India. The results identified four critical gaps, namely discrepancies between administrative compliance and ecological outcomes, inadequate financial assurance, uncertain land transfer, and fragmented institutional oversight. Road traffic accidents remain a persistent public safety challenge, responsible for over 1.3 million deaths annually according to the World Health Organization. While considerable effort has gone into understanding accident patterns, predicting the severity of an accident before or immediately after it occurs remains a difficult problem — particularly when the underlying data is messy, imbalanced, and largely categorical in nature. This study applies three supervised machine learning classification algorithms — Logistic Regression, Random Forest, and Gradient Boosting — to predict the severity of road traffic accidents using a dataset of 12,316 records collected by the Addis Ababa Sub-city Police …

Teaching Strategic Intelligence In Political Transition, Henry W. Prunckun
Journal of Strategic Security
Scholarship on intelligence ethics centers on operations, leaving the ethics of intelligence education and capacity-building under-theorized. This article develops retrospective moral reappraisal (RMR): the delayed moral reclassification of earlier teaching as ethically compromised when political transition and new public knowledge recontextualize what that teaching may have enabled. It argues that RMR is a pathway to moral injury because the injurious event is later learning—not the original classroom act—that one’s contribution is now plausibly implicated in harm. Linking RMR to complicity and enabling under uncertainty, the article clarifies how foreseeability, professional role morality, and leverage shape responsibility without requiring causal certainty …

Laboratory friction measurements are central to material screening for High-Friction Surface Treatments (HFST), yet metrological aspects including a proposed metrological traceability framework or uncertainty, and reproducibility are consistently underreported. This study applies a metrology-aligned framework to British Pendulum Tester (BPT) measurements performed in three states: dry, wet (water), and water–soap to assess operational adhesion and hysteresis components, document traceability to the International System of Units (SI), and report GUM-style uncertainty with covariance for the adhesion difference. Geoengineering has emerged as a controversial climate technology involving large-scale interventions such as cloud seeding, weather modification, and unregulated carbon capture. While these practices are promoted as solutions to climate change, they also generate significant ecological risks that remain largely unaddressed within criminal law frameworks. This article examines the absence of explicit criminal liability for geoengineering-related harms and explores how comparative legal experiences can inform future penal reform. Legacy oil wells present persistent legal and institutional challenges in resource-dependent regions, where ageing infrastructure, informal extraction, environmental risk, and fragmented public authority intersect. This article examines how legal certainty is weakened in the management of legacy oil wells and how it may be reconstructed through a systemic model for resource governance. Using interdisciplinary socio-legal research, the study combines doctrinal legal analysis of Indonesia's oil and gas regulatory framework with qualitative field insights from Musi Banyuasin, a subnational setting in which formally recognised legacy wells coexist with community-operated wells. Realistic, hands-on cybersecurity training has traditionally depended on fixed infrastructure such as dedicated lab hardware, cloud subscriptions, or permanent network connectivity, limiting where and how often it can be delivered. This paper presents the design and implementation of a portable, scenario-based cybersecurity training platform housed in a single travel case and built from commodity hardware, type-1 hypervisor virtualization, containerized service orchestration, and software-defined networking. The platform clones, isolates, and resets complete lab environments on demand, allowing the same physical system to support repeated classroom, workshop, or field deployments with minimal manual reconfiguration. Debates on LGBT rights in Indonesia have largely centred on the legal recognition of same-sex relationships and their compatibility with religion, Pancasila, and the constitutional framework. Recent developments, however, require the discussion to move beyond the question of recognition. This article examines the evolving legal and policy treatment of LGBT persons in Indonesia, particularly following Presidential Regulation No. 111 of 2025, which identifies the “spread of LGBTQ culture” as a non-military threat. Public online communication has increasingly included violence-related content that is meme-based, ironic, visually stylized, multimodal, and only partially ideological. This comprehensive literature review synthesized research on online extremism, extremist memes, toxic multimodal content, dehumanizing digital communication, nihilistic violent extremism, warning behaviors, platform affordances, and youth-facing online environments. The purpose was to clarify what the literature had established; identify where the scholarship remained fragmented; and map research domains relevant to social, behavioral, public safety, and human services scholarship. Justice-involved youth face considerable mental health challenges, yet psychotic symptoms are frequently overlooked or misclassified as behavioral problems. This capstone critically reviews peer-reviewed literature on the prevalence, risk factors, assessment strategies, clinical needs, and systemic responses related to psychosis in justice-involved adolescents. Literature was sourced from Concordia University, St. Paul Library, Google Scholar, and PubMed. Research indicates that these youth often experience complex, overlapping issues such as trauma, substance use, mood disorders, neurodevelopmental difficulties, and barriers to accessing appropriate mental health care. First responders are regularly exposed to trauma, crisis, death, injury, and human suffering, which may contribute to compassion fatigue. This capstone examined compassion fatigue among law enforcement officers, emergency medical services personnel, firefighters, and other emergency-service professionals. The paper reviewed peer-reviewed research on symptomatology, occupational risk factors, protective factors, compassion satisfaction, emotional labor, stigma, help-seeking barriers, and organizational influences. The victim-offender overlap challenges the common view that victims and offenders are separately labeled by recognizing that both groups have experienced significant childhood trauma, physical, emotional, and psychological abuse, neglect, and other adverse childhood experiences (ACEs). Repetitive trauma exposure predisposes firefighters to a variety of mental health issues. Despite efforts to expand mental health resources and peer support, stigma remains a significant barrier to formal (professional) and informal (peer) support-seeking within the fire service. According to social influence theory, firefighters may avoid using available support services because they perceive support-seeking as stigmatized by their peers and feel compelled to conform. The conversion of commercial buildings into housing is a promising solution to the growing housing crisis in many urban areas. However, despite its potential benefits, the process of repurposing commercial spaces is often stymied by complex zoning codes, high conversion costs, and bureaucratic hurdles. This Article argues that the local and state governments in Seattle should adopt more streamlined policies and offer greater incentives to developers to facilitate these conversions. The Indonesian National Police (Polri) are facing a sustained crisis of legitimacy amid increasing public distrust, digital activism, and intensified external oversight. While reform has been repeatedly promised since the post-authoritarian transition, institutional change remains fragmented and largely symbolic. This article examines Polri’s reform trajectory through a criminological lens, drawing on theories of social solidarity (Durkheim), procedural justice (Tyler), and the sociology of professions (Abbott) to analyze the interaction between external pressures and internal organizational dysfunctions.
