The administrative state is experiencing two seismic shifts. First, in recent years, the Supreme Court has issued a series of decisions that significantly curtailed the powers of administrative agencies. Second, President Donald Trump is using administrative agencies to aggressively deregulate in his second term. The conventional wisdom is that the Supreme Court’s recent precedent will facilitate the Trump Administration’s deregulatory agenda.

This Article argues the opposite. Instead of promoting agency deregulation, recent Supreme Court precedent restraining agency authority provides a potentially powerful basis for challenging agency deregulation as administrative overreach. Time and time again, the Court has taken agencies to …

As school shootings remain a persistent threat to PK-12 education, this quantitative survey study examines the preparedness levels and beliefs of 75 out of 277 Iowa superintendents regarding active shooter events. In the wake of the 2024 tragedy in Perry, Iowa, results indicate a near-universal recognition of risk (97.3%), prompting a shift toward "muscle memory" training and the adoption of the Standard Response Protocol (SRP) to ensure a common language during a crisis. The data reveals a significant move away from high-intensity simulations in favor of trauma-informed tabletop exercises, alongside a definitive rejection of arming educators (0%) due to insurance …

In March of 2025, the environmental group Greenpeace was found liable for nearly $667 million to Energy Transfer, the oil company behind the Dakota Access Pipeline (DAPL). The lawsuit was widely regarded as a SLAPP, or Strategic Lawsuit Against Public Participation, because it weaponized civic torts to infringe upon Greenpeace’s First Amendment rights. The $667 million verdict is an unprecedented figure in SLAPP litigation–it’s enough to bankrupt Greenpeace in the United States and “chill” democratic participation. This thesis examines a mural of Palestinian journalist Shireen Abu Akleh in the city of Baqa al-Gharbiya as a site of political encounter. Rather than approaching the mural solely as a commemorative image, the study analyzes how it generated a series of interactions through acts of creation, defacement, restoration, performance, and digital circulation. Drawing on scholarship in visual culture, graffiti studies, and political theory, I argue that the mural operates as a gendered space of political encounter through which grief, resistance, and national identity are negotiated in public space. Flooding poses an escalating threat to human well-being, economic stability, and environmental resilience in climate-sensitive regions such as Juneau, Alaska, where the retreat of the Mendenhall Glacier has produced an actively expanding ice-dammed lake, Suicide Basin, capable of triggering an annual Glacial Lake Outburst Flood (GLOF). This study evaluates changes in dissolved polychlorinated biphenyl (PCB) concentrations in Torch Lake, Michigan, an Area of Concern shaped by decades of legacy contamination and evolving restoration policy. Passive samplers deployed across sites and seasons (2024–2025) show total PCB concentrations ranging from below detection to 110 pg/L (mean = 16.8 pg/L), representing an approximate 90% decline since 2005. Comparisons with regional reference lakes indicate no statistically significant difference (p = 0.84), suggesting concentrations may approach background atmospheric levels despite continued variability. Congener profiles indicate a shift toward lower-chlorinated PCBs, though interpretation of higher-chlorinated congeners is limited by slow sorption kinetics. …

Iron electrowinning and electrodeposition sit at the intersection of classical metallurgy and developing sustainable manufacturing. With the iron and steel industry responsible for 7 - 9% of global CO₂ emissions, low-temperature electrochemical pathways for iron production have garnered significant research interest. This review examines the fundamental electrochemical principles governing iron deposition, the thermodynamic constraints imposed by the iron-water system, and the kinetic challenges posed by the parasitic hydrogen evolution reaction (HER). Lake-effect snow (LES) produces copious amounts of snow across the Great Lakes region. While mechanisms and impacts are well-understood, they remain difficult to observe and study over Lake Superior and the Upper Peninsula of Michigan due to a large gap in radar coverage and sparse in-situ measurements. The goal of this project aimed to characterize variables present across Lake Superior and counties on and downstream of the Keweenaw Peninsula that contribute to the formation and evolution of lake-effect snowbands. One of the techniques used for recording a drilling system in terms of its mechanical response is Measurement While Drilling (MWD). A combination of recorded MWD parameters can be used to form compound parameters by utilizing different physics-based equations. Several engineering and index properties of the subsurface material can be correlated using these combined parameters for site characterization. This study investigates the dielectric properties of single crystal and ceramic strontium titanate (SrTiO₃) for cryogenic capacitor applications from room temperature to 4 K. Permittivity (k) and loss tangent are dependent on temperature, frequency, mechanical stress, and applied DC electric field. Accordingly, the dielectric constant and loss tangent were measured at various frequencies and DC bias levels. Loss tangent data are also presented as equivalent series resistance (ESR). For single crystal SrTiO₃, an impurity level of ≈500 ppm barium resulted in an increase of the maximum permittivity to approximately 50,000 at 6 K. This relatively high …

"Ferrofluids are magnetic nanoparticle suspensions whose motion couples surface tension, flow field, magnetostatics, and magnetization dynamics. This dissertation develops, analyzes, and validates an energy-stable finite element method for a two-phase ferrofluid model that couples the Cahn-Hilliard equations with the full Shliomis model of single-phase ferrofluids, retaining its damping torque term, magnetic torque term, and magnetic stress term.

The spatial discretization is a mixed continuous Galerkin (CG) and discontinuous Galerkin (DG) formulation. Soon after Justice O'Connor's passing in December 2023, commentators and court watchers across the ideological spectrum questioned whether anything in the legacy of the first woman to serve on the Supreme Court— once called “the most powerful woman in Washington, D.C.”—remained intact.

Drawing upon speeches and interviews she gave over her entire forty-year public career, I argue that O’Connor’s deepest and most enduring contribution was a subtle, compelling, interconnected, and yet today largely countercultural vision of the Constitution as a site of multiple conversations, a “Constitution of Conversations,” that took place variously within institutions, across institutions, and across time. This theoretical paper presents a heuristic framework that is directed towards transformative thinking and practices in Physical Education Teacher Education (PETE). INTRODUCTION: Colorectal cancer (CRC) is the thirdmost common cancer and a leading cause of cancer deaths worldwide, with over 1.9 million cases diagnosed in 2022. Due to poor response to classical cancer treatments, CRC is associated with low survival rates. This creates an urgent need for better understanding of CRC pathology. Cell death occurs continuously in solid tumors, and is also induced acutely, during chemotherapy. Dead cells are cleared by phagocytes via 'efferocytosis', an anti-inflammatory process that can lead to immune escape and reduced therapeutic efficacy. In the Church of Jesus Christ of Latter-day Saints, qualified young men are expected (and young women are given the option) to complete extended missionary service during the transition to adulthood. Some youth end their missionary service short of the anticipated duration, which is associated with markedly lower rates of religious activity post-return. Despite growing participation in women’s sports, media coverage continues to reflect significant gender disparities. This thesis examines how ESPN, as a leading sports media network, contributes to the construction of gendered narratives through its coverage of women’s sports and female athletes. Drawing on framing theory, agenda-setting theory, and social identity theory, this study analyzes headlines, visuals, language, narratives, and broadcast patterns to explore how meaning is constructed in sports coverage.

As AI tools are becoming more integrated in higher education, how these tools may impact students’ perceptions of their own independent writing and communication skills has been questioned. This study seeks to understand how reliance on AI writing tools in higher education influences students’ perceived preparedness and confidence in their independent writing and communication skills. Survey data was collected from 102 university students; after removing incomplete entries, 99 responses were included in the final analysis. The data was analyzed using descriptive statistics, Spearman correlations, and Mann-Whitney U tests.

The following review examines how youth exposure to sexual images online is conceptualized and measured as abusive within epidemiological research on online child sexual abuse (OCSA). As digital environments reshape sexual socialization, scholars debate whether and when exposure to sexual content constitutes abuse. To address this issue, this study conducts a qualitative content analysis of 27 survey items drawn from 20 empirical studies of youth online experiences. Survey questions about sexual image exposure were coded across four dimensions: volition, personalization, image or text, and explicitness. Findings reveal significant definitional inconsistency. The capital city of Concord, New Hampshire, has been served by Concord Area Transit (CAT) since 1989. Despite continued population growth and economic development within the city, CAT’s fixed route bus system has remained unaltered since 2011. The purpose of this project is to rework the CAT system to provide service that better aligns with Concord resident’s current needs.
